The Lead Partner must account for at least 50% of the criteria under (cand (e) above and must satisfy the criteria under (a) and (b) above. The rest of the criteria shall need to be ‘Suffilled jointly. i) In case one of the consortium members is a foreign entity, an MOU between the Indion and foreign entities shall need to be furnished along with the bid. In the event of the consortium emerging as the successful bidder, an SPV under the Indian Companies Act, 1956 will have to be formed before signing of contract.
