hilippines ‘Quezon City SEVENTEENTH CONGRESS ’ Third Regular Session WHEREAS, Article I Section 16 of the Philippine Constitution states that “The State shall protect and advance the tight of the people to a balanced and healthful ecology in accord with the chythm and harmony of nature”; WHEREAS, fifty-one (51) container vans full of garbage were shipped from South Korea and was offloaded from the vessel MV Affluent Ocean at the Mindanao Intemational Container “Terminal in the Phividec Industrial Hstate in Tagoloan, Misamis Oriental last July 21, 2019; WHEREAS, the controversial shipment of garbage, was held by the Bureau of Customs (BOO) in Nosthera Mindanao due to alleged import law violations. Floro Calixihan, BOC regional collector, said the materials were mis-declared as “plastic synthetic Hakes” but they discovered that the shipment included all sorts of plastic materials; WHEREAS, the Department of Environment and Natural Resousces (DENR) said the consignee of the garbage shipment, Verde Soko Philippines Industrial Corporation, was not an authorized importer of recyclable materials and therefore had no import license for the same. Another report from the environmental quality division of the DENR’s Environment Management Bureau (EMB) said the shipment, aside from the declaced plastics, contained 31.7 tons of trash classified as “special or hazardous waste”; WHEREAS, Verde Soko, the company supposedly engaged in the recycling of plastics based in the Phividec Industrial Authority (PLA)-managed economic zone in Tagoloan, Misamis Oriental, has allegedly had complied with all requirements set by the PLA before it was allowed to operate at the economic zone at Sitio Buguac, Barungay Santa Crwz in Tagoloans WHEREAS, the PIA has said that ir had given Verde Soko ciearuace to operte a recycling facility within the Phividec Industrial Estate complex, Relatedly, the DEN} Mindanao regional office y for a proposed plastic pellet project; WHEREAS, the PIA also asserts that Plastics from Pyongteak, South Korea “were allowed to enter dhe facility in Tagoloan, Misamis Oriental, through a deal made by the government and Veede Soke Industcial Corporation; WHEREAS, it is incumbent on the House of Representatives to investigate how the shipment of hazardous plastic garbage fiom South Konea was alonea entiy into the Philippines by certain agencies of govemaent when in fact we sill are facing the challenge of managing our own solid waste in the country: WHEREAS, the inguiry shall ako help in coming up with the =ppropriate recommendations to {old pastes accountable for this garbage shipment, lect the inna return of the tash to NOW, THEREFORE, BE iT RESOLVED ASIT IS HEREBY RESOLVED, that the Committee on Ecology conduct an inquiry in aid of legislation, on the illegal entry and dueaping of hazaaous plastic gashage fiom South Korea in the Phivider Incheeed Estate in Tagoloan, Misamis Oriental Altpted, sa JULL UY Repyésentative 2 Distrigt, Misomis Oriental i a a RDES ACOSTA-ALBA.
