Overview of the Zero Draft of the Asia-Pacific Action Plan 2021-2024 -Mr.

Participants will form breakout groups to discuss the Zero Action Plan and
the identified activities across four key areas.

Guiding Questions:
While the group discussion aims at capturing the five most urgent priority
actions under each key area in the action plan. Here are two questions for
each priority to assist in guiding the discussion.

Priority 1: Understanding Disaster Risk


1) In what ways would social, financial, technological, design, engineering and
nature-based approaches help better understand Disaster Risks?
2) Taking lessons from the pandemic, what would you do differently to integrate
disaster risk consideration in the public investment planning processes?
Priority 2: Strengthening disaster risk governance to manage disaster risk
1) How could planning ministries ensure that national development plans and
sector-specific plans integrate disaster risk reduction.
2) How decentralized risk governance could be made more effective to address
biological hazards?

Priority 3: Investing in disaster risk reduction for resilience


1) There is a need for enhanced regional cooperation to address the common set
of disaster risks and resultant challenges, what kind of investment would be
needed in order to enhance regional cooperation?
2) While many strategies refer to the importance of disease surveillance and aim
to build multi-hazard early warning systems, can you identify how this could be
achieved?
Priority 4: Enhancing disaster preparedness for effective response and to
“Build Back Better” in recovery, rehabilitation and reconstruction
1) What would be most beneficial for individuals, communities, and the country
if it responds to short-term needs while boosting long-term sustainability and
resilience?
2) In disaster aftermaths, or during crises like the current pandemic, communities
can play a key role in protecting the most vulnerable and the worst affected. What
could be done to have Inclusive participation of communities in design and
planning phases?
