Directions: Answer the following below, 5 points each

a. In your own, define government, and why government exists or why


people establish government regardless of forms and types.
Ans. Is an agency or instrumentality of the State to maintain, preserve and to
protect the nation as a legal concept of the territory. So why people establish
a government? so the simple means of that, so about of our framers
established the government for good purposes for the people and is the
mandate of government from the state to promote the public welfare for the
people.

b. In your own, why our forebears prefers democracy rather than absolute
monarchy? And is parliamentary form of government suitable in our
country if ever we opt to change to it as some political commentators
suggest?
Ans. The reason why people are confident for democracy than absolute
monarchy is totally have an absolute impact for the society, as what of
political scientist said “democracy is the best form of government, this is from
the people, by the people and for the people” so it is very different than
absolute monarchy, and for side of an absolute monarchy form of
government is not fair of the individual class of society. So, in the democratic
form of government is have an unbias treatment of individuality, everybody
can depend their stand to get justice and can represent their rights as part of
democratic process. Most common important in the democratic government
is our human value or our human rights as a human in this society.

Unfortunately, the good governance is from the leadership that she/he have
a political will or have self discipline the is one requirements of the leader we
want. I believe is not base of form of government, it depends of our leader
that have a sincerity for us to stand that we want to progress as a nation. In
our country we are divided through different regions and have a different
ethnicity and we have different problems in our respected provinces. In the
present centralized power or the unitary centralized power this type of power
of our government that only the national have an overall power than LGU.
In parliamentary I believed that this is the one solution to our problems of
most politicians here that they are product of vote buying, it because some of
the official are product of vote buying that is why some of our political
officials here is an unproductive for governance. If we change the presidential
and the house of the people choose a prime minister, indirectly the elected
officials in different provinces choose an absolute and extreme leader that
know for good governance.

c. Are there any disadvantages in the doctrine of separation of powers?


Explain your answer.

For my own view, there’ none it because if we base in constitutional mandate


the reason for that is to avoid tyranny in the country, it is not good if only one
head to mandate the three branches of government. That is why the
constitution mandated to separating them to avoid abusing the power.

d. Explain and give example in each of the three inherent powers of the
state.

First, the police power, the purpose of that is to maintaining the peace and
protection of the state and to provide sustainable of public welfare.
For example the Armed Forces of the Philippine, the Philippine National
Police and Philippine Naval Forces, I can’t mention all but I know the purposes
of that in our country.
Second, the power of taxation, this is what the life blood of government and
to maintaining our economic growth and to make country funds for public
welfare. And there is no exempt for imposing to that power, so directly all
person is required to pay tax.
Third, the eminent domain, this power is the right of the state to expropriate
a land for public use, for public own, for public interest and it should be public
character.
