A. What is the difference between private and public administration?

Differentiate public administration as practice and as a field of study?
Ans. The difference between private and public administration is based on
their nature, it exists in their functions, preference in public administration it
works or is administered from/for public character to encourage people to
have public trust. The Public Administrator works for the public to enforce
public regulation, and make reforms for social change. In our local
community, local officials control an ordinance, and they enforce it for the
protection of the people. Like, in our current situation, the executive branch
of our government is imposing a law that protects us from the virus and they
want a cooperation from the people. Of course, because the function of the
legislative department is to make, and amend a law, they are doing their
duties and addressing the current needs of the people.

In private administration, they practice limited field of administration, not

necessary for public trust, unlimited decision -making process, most of them
are entrepreneurs, they are not subject to public criticism, there are no such
restrictions and maintained they have their private interest. In private
administration, it works on their private objects in the private sector. Most
of them are developing their own characters and especially the love of
money.

In the diversity of public administration as a practice and as a field of study

is based on their individual deepest interpretation of the current conditioned.
Public management as a skill, because, based on their nature it is a regular
practice of a leader who wants to improve it. In conducting public
administration, the trustee wants to advance their work as a public servant
to the people and to address current social issues that the public wants to
address it with concern and to reach a good public impact.

Public governance as a field in political science, because it is practical and

actual science for the common good of the people. It is the existence of the
government why people personally have the authority to establish another
department in response to different aspects of society. The human desire to
improve their common will for those who want the interests of their
communities is what the public servant be.
B. While public administration is different from the private
administration in several aspects, are there any similarities between
the two areas? What are those aspects where these fields could be
related?

Ans.  Public administration differs from private administration in three

important aspects, the first is the character, the second is the extent of
scope, impact and public consideration and responsibility. These
differences seem very fundamental and very valid in light of our own
exploration of the subject. Public administration is bureaucratic while
private administration is like business. Public administration is political
while private administration is exclusively owned by private individuals
their duties are in the particular matter for their private interest. The
aspect that most of us would swear at that public administration is
characterized by red tape while private administration is independent of
it. The similarity of the two administrations than seen and understood.
The management aspects of planning, organizing, coordinating and
controlling are the same for public and private administration. Aspects of
accounting such as maintaining accounts, filing, statistics and stocking
are the same. Both of them have a hierarchical chain of command or
reporting as an organizational structure. Both influence, adopt and
change their own practices in light of the best practices of others. They
also share the same pool of manpower. And finally they share the same
kind of personnel and financial problems. Both public and business
management rely on common procedures associated with planning,
organization, budgeting, delegation, control and so on. Both use common
practices like keeping accounts, maintaining files etc. In modern times
the principle of income motive is not specific to private administration.
profit making is now acceptable as an exemplary goal for public sector
industries as well. In addition, the business organization has also
developed a sense of community service. They also realize that they also
have a greater responsibility to society. In personnel management
private organizations are greatly influenced by the practices of the public
organization. In recent years public organizations have also attempted to
use private business methods and practices. For example, public
corporations created to run government-owned economic and
commercial activities are more likely to model private business concerns.
They resemble private companies in nature.
 C. Base on the different views of public administration, construct your
own definition of the field of public administration. Relate your
definition of the word with the current development in the field of
public administration.

Ans. Public governance is an act of organizing, planning, cooperation from

the people, coordinating and carrying out social goals to bring about change
in society. Management is part and parcel of our daily lives. The foods we
eat, the fabrics we wear, the goods we buy, the streets and highways we
travel, the cars we drive and the many services we enjoy like education,
medical care, housing and much more are made possible by the
administration. The administration of public service is with us everywhere,
the organization and direction of human and material resources to achieve
the desire for the people or for the community.

People live in accordance with the policies and activities made by the
administrators. Public administration, as an activity, is as old as society
itself. In administration, the administrator performs their constitutional
duties based on constitutional mandates. Any cooperative human effort
towards achieving some common goal is also known as administration.
Thus every activity in the group involves some form of management whether
in a family, factory, hospital, company, university or in a government
department. Thus the Administration runs all organized human activity.
