Module for Week 1 is all about the Course Orientation and Instructor's Biography. In the Course
Orientation, you knew about the course outline, the grading system, and topics to be discussed
this semester. In the Instructor’s Biography, you knew my name, contact numbers, email add
and other info about me as your teacher in this course.

So let's proceed to the module for Week 2.

NSTP – CWTS Module / Week 2

National Service

This refers to mandatory or voluntary government service programs. Most of the present military
service focus in the armed forces. The mandatory service in any armed forces of a country is
known as conscription. The minimum age requirement for most of the countries participating in
national service is 18-21 years of age. They are military reserve force in the event of war or
national emergencies. It started to be adopted by countries around the world in the coming of the
20th century. It usually requires male citizens to serve a minimum of one year in military or national
service to be considered as member of reserve force.

The two types of National Service

1. Military Service.

The performance of active service by individual in any branch of the armed forces. Military
service is based on the idea that people have a certain duty and on the assumption that
the greater good is more relevant than other individual rights. Some countries have a
mandatory military training for its citizens which could last for years. There are citizens
who serve in the armed forces service for a brief period while others stay on it and make
a career as military officer. The major armed forces of any country are usually Army, Navy,
and Air Force.

2. Civilian Service.

Service to a government made by those not joining the military service. One can also
serve his/her country not only by involving and engaging in combat. Some countries in the
world do not require their people in mandatory service but instead, they replace it with a
national civilian service which aims to develop a sense of nationalism among its citizen.
Civilian service is usually performed in the service of non-profit governmental bodies or

other institutions. The civilian service helps develop the potential generation to become
leaders in the future by letting them know the importance of service to others especially to
the less fortunate ones during the time of crisis. It serves as service to the nation and its
people.

So basically our course CWTS, belong in the second type of National Service which is
Civilian Service
.

National Service Training Program

 A program aimed at enhancing civic consciousness and defense preparedness in the youth
by developing the ethics of service and patriotism while undergoing training in any of its three
(3) program components.
 Required to all incoming freshmen starting School Year 2002-2003.
 Under the Republic Act 9163 or the National Service Training Program Act of 2001.
 Anchored in the provision of Article 2, Section 13 of the 1987 Philippine Constitution which
states that “The State recognizes the vital role of the youth in nation-building and shall promote
and protect their physical, moral, spiritual, intellectual, social well-being, patriotism,
nationalism and encourage their involvement in public and civic affairs”

Who are required to take the NSTP?

Students, male or female, of any baccalaureate degree course or at least two (2)- year technical
vocational courses in public and private educational institutions shall be required to complete one
(1) of the NSTP components as requisite for graduation.

In our school SMCHLI, we only offer one component of NSTP which is Civic Welfare Training
Service (CWTS).

Duration of the NSTP

1. Two (2) semester program for any of the components of the NSTP; or
2. One (1) summer program may be designed, formulated and adopted by the Department
of National Defense (DND), Commission of Higher Education and TESDA.

In SMCHLI, we offer the CWTS in two semester, we don’t have summer program.

INSTITUTIONS EXEMPTED FROM THE NSTP

1. Philippine Military Academy (PMA)


2. Philippine Merchant Marine Academy (PMMA)
3. Philippine National Police Academy (PNPA)

NATIONAL SERVICE RESERVE CORPS

The National Service Reserve Corps is composed of the graduates of the non-ROTC component.
Therefore, when you graduate CWTS, you will be a member of NSRC, where you will be tapped
by the state or the school itself for literacy and civic welfare activities through the joint effort of the
DND, CHED, and TESDA.

Graduates of the ROTC shall form part of the Citizens’ Armed Force, pursuant to Republic Act.
No. 7077 (Section 11, RA 9163).

Where did the National Service started?

It started with ROTC, we already knew what ROTC right? For further information.

Reserve Officers Training Corps (ROTC) started originally in the United States. It dates from the
passage of the Moril Act of 1862 which granted public land to be senator and representative of
each state. These lands, were to be sold; and then proceeds were to benefit educational
institutions that would offer certain programs, including part-time military training, to their students.
These schools. Called “Land Grant Colleges” began to appear after the American Civil War
(ROTC in the Philippines 2009). After its beginning, many countries in the world follow. Colleges
and universities abroad and in the Philippines were required to maintain an ROTC unit.

It requires all male students of any baccalaureate course to undergo military training either in
Army (AROTC), Air Force (AFROTC), or Navy (NROTC). The basic course can be finished for
four consecutive semesters and will make them eligible to be candidates as officers of the Armed
Forces of the Philippines (AFP).

The creation of the NSTP Law

In June 2001, an official statement was released by the U-Belt Consortium, an association of
universities along the city of Manila, headed by the University of Santo Tomas ROTC unit which
called for the abolition of the ROTC Program in response to the death of Cadet Officer Mark
Welson Chua, a 19-year old Mechanical Engineering student of UST. His death became the
catalyst for the for a passage of Republic Act 9163 or National Service Training Program Law
(NSTP Act of 2001), which removed completion of ROTC as a mandatory requirement for
graduation for all male college students in the Philippines. It appeals that the ROTC program can
no longer meet the constitution it was based on, and that it perpetuates the power of the military
over the liberal university orientation (“ROTC Crisis of 200”2014).

CHED and TESDA-accredited non-government organization has been contracted to formulate


and administer a training module for any of the 3 NSTP components.

*Now, after you graduated 2 semesters of any of the 3 NSTP components, your names and
grades will be submitted to CHED and they will give NSTP Serial Number. A certificate with your
NSTP Serial Number will be given to you in our Culmination Day. When you graduate any of
baccalaureate course in college, it requires NSTP Serial Number for you to have your Transcript
of Record.

From the first module given to you, you already understand the 3 components of NSTP. Our
school offering the CWTS.

CIVIC WELFARE TRAINING SERVICE

Under the Republic Act 9163 or the NSTP Law, the CWTS component comprises the following
topics to be discussed:
1. Health
2. Education
3. Environment
4. Entrepreneurship
5. Safety and Security
6. Recreation
7. Morals of Citizenry

Discussion/ My own views:

There’s no such thing as CWTS is much easier than ROTC or ROTC is like a supreme among
the 3 components. All the NSTP components, requires different tasks and activities to contribute
the welfare of others.

For health, in CWTS, we have programs such as Voluntary Blood Donation where all of you can
voluntary donate your blood in coordination of our Rural Health Unit; we also conduct Basic First
Aid and Basic Life Support Training before our Off-campus activities- for us to know how to do
first aid if ever happens to your classmate when doing our off campus activities. And you can
extend health services needed in the community.
Off-campus activities are Tree Planting, Coastal Clean-up, Feeding Program, Literacy Program -
teaching some children outside the school, involving to some entrepreneurial activities outside
the school, all activities that we will conducted outside the school campus. Drug Education and
more.

Education, everything discussed either written in paper/books or a teacher talking infront of the
class as long as you learned from it, for me is called Education. With CWTS, you will not just
learned by yourself, you can influence others too, how? Remember NSRC, National Service
Reserve Corps, since we offered CWTS, after you graduated NSTP 2 semesters, you will be part
of NSRC, the school or the NSTP teacher can ask your help or presence in the next year class,
either you share you learnings to them or assist them in their future NSTP Activities. You can
volunteer to help you co-students in their lessons.
Environment, we will plan on how to save Mother Earth by doing it first in our homes and school.
Reuse-Reduce-Recycle. Environmental awareness and its contribution to health.
Entrepreneurship, we can make a project out of the activities in preserving the environment, we
can also learned some tips or ideas from local business entrepreneurs. It includes programs and
activities that are vital to economic growth.
Safety. This topic involves disaster preparedness during fire, earthquake or other calamity that
needs immediate response from any trained civilian during emergency situations. Basic lifesaving
seminar.
Recreation, involves sports, parlor games either on our culmination program or within our off
campus activities with children and adults in that area that enrich youth’s capacities to relate with
one another in the community.
Morals of the Citizenry, this develops our good leadership, being responsible individuals with good
moral values and active agent of development of the community. Not just because we are a
Catholic School, any religions you belong, please always praise God in good and bad times, ask
His guidance always.
