ACHIEVE IAS MAINS PROGRAMME (AIM)- 2020

10-point agenda for city officials to manage the rivers within their stretches

First step is to ensure effective regulation of permissible and non-permissible activities

in the floodplain.

[For Example - Marking a no-development zone on either side of the river edge]

Second, tackling pollution of the water body. Ensuring “last pipe connectivity - where
individual households are connected to the system.

Exploring the use of faecal sludge and septage management systems, nature-based
solutions, and other decentralised options to complement centralized systems is the
need of the hour.

Third, is to rejuvenate all water bodies and wetlands in the city.

They improve groundwater recharge, which can, in turn, help augment the water
supply of a city, and reduce the stress on rivers.

Fourth, is to ensure a rich and continuous riparian buffer.

[A riparian buffer is a longitudinal stretch of vegetation on either bank of a river]

[acts as a shock absorber]

Fifth, is to ensure maximum good quality return flow to the river.

[environmental flow is water required by a river to sustain its natural habitat]

[Delhi returns 267 million gallons of treated wastewater to the Yamuna every day]

Sixth, is to set ambitious targets for reuse of wastewater.

Seventh, is to harness the economic potential of the river.

[cultural tourism, water sports, river markets, fisheries, navigation]

But according to carrying capacity of the river

Eighth, is to develop eco-friendly riverfront projects that re-establish the lost connect
between urban residents and the rivers

[Small-scale projects such as parks, picnic spots, urban forests, ghats and herbal
gardens can be equally effective in bringing back the masses to the river]

Ninth, is to inculcate river-sensitive behaviour among residents.

Finally, the tenth point is to proactively engage residents in river management activities.

[shift from “residents as spectators” to “residents as actors"]

Hyderabad floods

Floods and deluges, like any other disaster, disproportionately affect the poor

extent of the damage and the turmoil show a lack of preparation and disaster
mitigation, a problem that plagues most urban centres in the country

Much of the damage was due to

The overflowing of lakes and Construction over lake beds

encroachments of drainage channels

antiquated sewerage and drainage system

rapid urbanisation

loss of a large portion of the wetlands

Way Forward

In the long term, the effects of flooding due to deluges can only be mitigated

> if urban planners take into account the hydro-geology of cities

> ensure that construction, development and land occupation do not take place in a
way that reduces the area of wetlands

Should the government regulate TRPs (Target Rating Points)?

[Viewership ratings]

Need for regulation

- Recent financial fraud (TRP Scam)

- Channels spreading a hate narrative --- violative of the fundamental right of the
citizen to know the truth through the media

- Fake news and disinformation

- Ethical Issue --- competition for TRPs --- people insulting each other, insulting people
--- doing anything to attract attention

- Inadequate sample size for measuring viewership ratings or TRP

Way Ahead

- Increasing sample size and making it truly representative

- an oversight committee

- people meters should be adapted to reflect big shifts

- Less government regulation, high government facilitation

- government can pass a law that any violation will face a legal action, criminal action

Role of Private sector in India's battle for clean Air

Developing promising market-based solutions

[convert crop stubble into biofuel which could be used to run generators to light up
villages]

engaging rural communities in the infrastructure value chain --- such as collection,
storage and transportation of crop residue --- generating large-scale employment
opportunities ---- “sustainable” revenue model for farmers

cleaner gas-based energy solutions to reduce the industry’s dependence on fossil

fuels

Air Quality monitoring infrastructure

[big data analytics, designing accurate granular models as well as low-cost sensor
technologies]

finance academic partnerships and trans-disciplinary research

private sector must align its own practices and supply chains with the clean air
agenda

setting standards that monitor and regulate pollution at every stage of production

Using Corporate Social Responsibility (CSR)

Way Forward

The private sector, through its technical expertise, sector-specific knowledge and
ability to design unique, cutting-edge innovations, can devise effective long-term
solutions

No serious attempt by Centre and States

Reason ---- According to a report by the Association for Democratic Reforms (2018),
there were 1,580 MPs and MLAs facing criminal charges

Many States have not implemented a single directive of the Supreme Court

No serious implementation of recommendations of Police Reforms commissions

and committees

World Seagrasses

Seagrasses are flowering plants that grow submerged in shallow marine waters like
bays and lagoons

They:

maintain water quality

trap fine sediments and suspended particles in the water column

filter nutrients released from land-based industries before they reach sensitive
habitats like coral reefs

stabilise the sea bottom

provide shelter to small fishes

provide food as well as habitat

Problems they are facing:

decline all over the world at the rate of 2-5 per cent annually.

Human disturbances like eutrophication, mechanical destruction of habitat,

overfishing and release of nutrients

Siltation, trawling, coastal engineering construction, pollution

Need of the hour:

✅ IUCN should intervene immediately and study the status of the different seagrass
species

✅ Participation of Local Governments

✅ Protection and restoration
