 Social Issue: Out-of-school Children and Youth
Horizontal Engagement
Parish
• They may preach on weekly mass
about the significance to have an
education in life and God. Also, have
a youth organization that entertains all
children and youth for them to widen
their perspectives out of being out-of-
school.
Parents-Teachers Association
• They may talk to parents and
guardians of out-of-school children
and youth so as to encourage them
about enrolling students in school.
School Children and Youth
• They may engage with out-of-school
children and youth in sports or
fellowship programs to converse with
one another and somehow influence
them to attend school.
Vertical Engagement
United Nations International Children's
Emergency Fund
• They may offer aid or cooperate with
other institutions and organizations in
bestowing humanitarian and
developmental support to out-of-
school children and youth.
Department of Social Welfare and
Development
• They may conduct fund-raising
initiative for out-of-school children
and youth without families and
resources to fulfill their education.
Commission on Higher Education
• They may reach out to out-of-school
youth ages fifteen to twenty-four years
old who are not attending school, have
not finished any college or post
secondary course, and are not
working. Particularly, the department
may give rewards like cash incentives,
Technical Education and Skills
Development Authority or Alternative
Learning System courses, and job
opportunities to the youth so that they
would be given a fair chance and
opportunity.

 • They may reach out to out-of-school
children ages six to fourteen years old
who are not attending school. To be
particular, they may provide rewards
like cash incentives for those children
to increase the number of students in
schools.
National Youth Commission
• They may work on the ground and
urge children and youth through
seminars about the importance,
benefits and opportunities that come
with it.
City Government of Pasig
• They may ensure through
collaboration with barangay that
schools are free and accessible to out-
of-school children and youth.
Barangay Dela Paz Council
• They may persuade out-of-school
children and youth to participate in
projects that prioritize the realization
of education.
