1. Based on ESDM (Ministry of Energy Mineral Resources) Ministry Decree
No. 20/7.2014, that for mandatory implementation B20 started since 1st
January 2016, and B30 will implement on 1st January 2020.

2. The Bio-diesel 20% (B20) had been implemented more than 2.5 year, for
automotive this is no big issue on mandatory B20 in year 2016, with
indicated by no big concern after market problem and fuel filter replace
related with utilizing B20 on vehicle.
3. For further support KEN (National Energy Policy), government will continue
to implementation B30 in year 2020  Need to anticipate compatibility
automotive product.

Based on the KEN plan, Indonesia is trying to shift the energy consumption from
“Rely on Oil structure” to “Balanced Mixed Energy Structure” in Future.

Recomendation
1. The precipitation from FAME blended fuel clearly has been observed under real
circumstance in Indonesia especially for “cold cities” condition (in this test we
simulated @ 2 cities : Lembang – Bandung and Bukittinggi – Padang).

2. For implementation B20 and B30 in future, need to improve B100 Spec. (SNI. 7182
- 2015), the specification of Mono Glycerine (MG) content from Maximum 0.8 wt%
becomes :
A. For B20 MG content Maximum 0.6 wt%
B. For B30 MG content Maximum 0.4 wt%

Quick Report FGD Utilization of Biodiesel 30% (B30)

Meeting Information
Day/Date : Tuesday ~ Thursday, 19~21 December 2017
Place : Bandara International Hotel - Tangerang
Purpose : Gathering information research for B30% came from stakeholder (academy,
Government research, and industry) to make roadmap implementation B30 on 2020.
Attendances : ESDM, ITB, GAIKINDO, BPPT, APROBI, IKABI, and PERTAMINA

Summary of FGD B30:


1. Result and recommendation researcher (stakeholder) for implementation B30 in year 2020 as bellows:

1 ITB /IKABI To implement high concentration biodiesel >B20 needed biodiesel with high performance, research in Indonesia should be go to
(Pak Tatang H) research for high performance biodiesel, in case of Thailand using H-FAME but still expensive. Mr. Tatang propose some technology
to make high performance biodiesel with low cost, now still under study in ITB.

2 PERTAMINA PERTAMINA present their research regarding HVO (biodiesel high performance), but still high paraffin content, need trial demo plan
to know their capability to product HVO (production scale).

3 BPPT-BT2MP BPPT collaborate with Pertamina and Toyota make study regarding alternative combination B30 between base fuel, FAME and HVO.
The result are B30 have tendency to reduce emission CO and HC but increase NOx, with additional HVO in B30 can improve
performance and fuel consumption. The recommendation from team are need to continue study B30 for Euro 4 emission and
research based fuel effect to improve B30 quality.

4 LEMIGAS Need study for Solar 48 spec for B30 by change FAME content and additional parameter CFPP and Cleanliness. Need study for
handling and storage B30 and need conduct Road test before implementation B30.

5 TOYOTA Propose MG content for B30 should decrease for 0.8 % MV become 0.4 % MV, and inform JAMA research regarding effect
precipitation if using high blend HVO more than 20% content, need improve HVO with isomerization process.

6 HINO Hino conduct research for Euro 4 emission with result only spec fuel Euro 4 and JIS#2 have pass but another fuel spec fail, high sulfur
content cause increase emission. Hino recommendation to conduct test Euro 4 with B30 spec.

7 BPPT-Expert B30 specification need conduct some evaluation before Road Test, compatibility material study needed before implementation B30,
(Pak Imam P) need improve B100 specification, and need improve handling and storage guidance to avoid problem on implementation timing.

Summary

1. The mandatory of B20 biodiesel had been implemented since


January 1st, 2016, until now we still keep monitor on the market.
2. For implementation B20, to avoid potential technical problem,
the biodiesel should comply with B100 specification based on SNI
7182 - 2015.
3. Not only good specification of bio-diesel need, but and good
handling until end of customer and storing method must be
concerned, need technical guidance as standard to keep good
quality of bio-diesel it self.
4. JAMA (Japan Automotive Manufacturer Association) had state
their position regarding B20 implementation in Indonesia.
5. To introduce B30 in year 2020, needed improving SNI B100 by
conduct such kind technical research at least same activity on
B20.
