COMPANY PROFILE

HINCOL is a 50:50 Joint Venture Company of Hindustan Petroleum Corporation Ltd. (HPCL) and COLAS
SA, France. The Company was set up in 1995 to design, develop, manufacture & market world-class
Bitumen derivatives used in Road/Air Field Pavements, Race tracks, etc in India. It is a Board-Managed
Company administered by 3 Directors each from HPCL & COLAS in strict compliance with Indian laws. It
adheres to good corporate governance practices including well laid-out Policies in respect of Business
conduct, Ethics, Internal/External Audits, Quality, HSE, Risk-Management, Corporate Social Responsibility,
etc. It has been in the forefront of promoting several new Products and Technologies in India VIZ. Invert
Emulsions (SS1) for Prime Coat application, Polymer Modified Emulsions for Micro surfacing, Slurry seal
and Fog seal applications, Pre-Mix and Seal coat Emulsions for Cold Mix Roads, Special Emulsions for
WMM Stabilization, Cold Recycling, Dust control (Anionic), Water proofing, Trackless Tack Coat and a
range of Modified Bitumen such as Natural/Crumb Rubber Modified Bitumen, Polymer Modified Bitumen
and Performance Grade Bitumen, etc. It regularly upgrades its Product Range and Formulations drawing
technical support from its R&D centre located at Vashi, Navi Mumbai and that of its Promoters located at
Bangkok and CST Paris, a Premier Road Research centre in the world. In order to maintain consistent
quality of Products, HINCOL sources its Base Binder (Bitumen) from PSU/JVC Refineries. Similarly, other
key Raw Materials used in the manufacturing process are sourced from reputed suppliers. The Emulsion
Plants are sourced from COLAS incorporating latest technology & patented processes. HINCOL owns and
operates 10 Bitumen Emulsion/Modified Bitumen Plants located across India in the States of Maharashtra,
Uttar Pradesh, Haryana, Gujarat, Karnataka, Tamil Nadu, Andhra Pradesh, West Bengal and Assam (under
construction). Keeping in mind the convenience of local Customers, the Company also operates 27 Depots
for storage and distribution of Bitumen Emulsions in Packed Drums. Our Products have been used in
several iconic Projects built in India which include numerous heavily trafficked National/State Highways
& Expressways, Civil & Military Airport Runways/Taxiways, Race Tracks, Automotive Test Tracks, Sea Link,
etc.
The Colas Group is a world leader in the construction and maintenance of transport infrastructure. Its
mission is to design, promote and build infrastructure solutions for sustainable mobility. Its three main
business segments are Roads, Materials and Railways.
 Roads account for roughly 72% of the Group's total business activity in 2019, including the
construction and maintenance of roads, highways, runways, city streets, urban development
projects, reserved-lane public transport (tramways and bus lanes), ports, industrial platforms,
logistics and retail hubs, recreational facilities, bike paths, and environmental projects,
including Road safety and signaling (Aximum) services.
 Construction materials (in particular aggregates and bitumen) account for 18% of the Group’s
total business activity in 2019. The Group operates in the production, distribution, sales and
recycling of construction materials (aggregates, emulsions and binders, asphalt mixes, ready-mix
concrete, bitumen) including bitumen storage, through its extensive international network of
quarries, gravel pits, emulsion plants, asphalt plants, concrete plants, recycling units, bitumen
terminals and a bitumen production plant.
 The Railway business, performed by Colas Rail and its subsidiaries, accounts for 8% of the Group’s
total revenue in 2019. It includes the design and engineering of large complex projects, the
construction, renewal and maintenance of railway networks (HSL high-speed lines, conventional
lines, trams, metros), including track laying and maintenance, electrification (catenaries and
substations), signaling and security systems, etc., as well as rail freight activity. Colas has worked
in the past to develop tailor made bitumen-based solutions for High-Speed Project in China and
Thailand.

Colas’ Research and Development policy is part of an ambition to pave the way ahead into the future of a
Group whose mission is to promote infrastructure solutions for sustainable mobility and research has
been a pillar of Colas’ strategy from the very start. Over the decades, Colas has come to boast a portfolio
of more than 100 patents in France and across the world, in addition to products and processes distributed
to subsidiaries worldwide. Colas has a large global technical network that is able to adapt as the Group
paves new ways forward. At the core of this network is the spearhead of the Group’s innovation program,
the Campus for Science and Techniques (CST) based in Magny-les-Hameaux, near Paris, the road industry’s
premier private research center in the world with ten laboratories. The men and women at the CST use
their R&D expertise and skills to provide support to Colas subsidiaries in France and worldwide, assisting
them with everyday projects and with larger works and complex contracts. There are also some 50
regional laboratories and nearly 100 engineering design offices specialized in road construction, civil
engineering, rail networks, building and deconstruction in France and throughout the world that work in
continuous collaboration with the CST. They contribute to the Group’s overall research effort and offer
technical support to local projects. In Asia-Pacific, the central laboratory for the region is located in
Bangkok in partnership with Tipco Asphalt, leader in bitumen technologies in South East Asia.

While the Group possess many strengths, for the project in discussion, we put forward our strength in
cutting-edge innovation, enabling the development of products, techniques and associated services. The
Central laboratory of Hindustan Colas at Mumbai is fully equipped to develop and deliver bitumen
emulsions meeting the project requirements from HINCOL plants across the country.
