ESSAY QUESTIONS FOR ELECTION ASSISTANT POSITION

1. Based on your knowledge of the Commission’s programs and activities, what guidelines
or protocols are being implemented by the Commission during this COVID-19 pandemic in
ensuring the safety of the clients and personnel during registration?

In order to prevent the spread of covid-19, the commission is implementing health


measures in view of comelec resolution no. 10672 re: protocols in the processing and releasing
of voters’ certification institutionalizing the new normal and comelec resolution no. 10674 re:
protocols on the conduct of the system of continuing registration of voters, institutionalizing
the health and safety standards under the new normal to ensure the safety of its clients and
personnel especially in the field offices prior to the resumption of the continuing registration
of voters.
Glass windows or plastic sheet barriers, hand sanitation stations and foot bath are
installed to prevent the spread of the virus, clients are required to wear face mask and face
shield and are entertained in a limited number at a time to ensure a more controlled working
environment, filling-up of the logbook and health declaration form is strictly observed.
All applicants for registration are tended to every 8:00am to 3:00pm from Mondays to
Thursdays, infrared thermometer is used for monitoring purposes and disinfection of the
premises is always executed after every 3:00pm in preparation for the following working day,
a more through disinfection and decontamination of the office is conducted every Friday to
further lessen the probability of covid-19.

2. Today is the last day of registration. It’s already 2:30 PM and there are still about 58
clients and counting in the queue, 10 of which are lined up in the express lane. The Election
Officer then referred five persons to you (his/her 60 year-old mother, his/her daughter’s
workmate, his/her 18 year-old nephew, his/her pregnant friend and his/her nephew’s friend)
who also intend to register. The EO instructed you to accommodate them first. How would
you handle the situation?

It should be noted that the field office is the frontier of the commission with that of the
people, whatever the offices’ does, reflects upon the image of the commission, thus all clients
must be treated fairly, in such situations, in order to prevent public outrage and criticism, all
shall be served equally.
I would calmly and respectfully inform the EO of the abovementioned statement as I
believe that we will share the same sentiment, the 60 year old mother and the pregnant friend
would be guided along the express lane, assuming that the pregnant friend is in the middle or
late stages of her pregnancy, the daughter’s workmate, 18 year old nephew and the nephew’s
friend will be guided along to the queue to join the 58 others.
Public service is a public trust what matters most is that we serve all of our clients with
respect and sincerity with the intent to help tend to their needs impartially.
