VESSEL MOVEMENT / COORDINATION

Data Input Stage


1. Input Information / Requirement for Vessels by:
a. Pipeline Engineer
b. Structure Engineer
c. Subsea Team

2. Engineers to provide the following information as well:


a. Size of the barge (200 class, 250 class, 300 class etc)
b. Minimum requirement of bollard pull
c. Scope of work

3. HSE department to input requirement as according to contract (SSB’s contract)


a. Vessel to comply with SSB Marine requirement
i. Meet SSB checklist e.g to comply age of vessel, class, mooring,
navigation, HSE
ii. HSE: Meet SSB approved Training centers, Medical centrers. E.g
to have food handling, rigging & slinging

4. For chartering purposes, the below information should be provided:


a. Location of delivery & redelivery
b. On-Hire window
c. Charter duration
d. Option to extend (duration)
e. Scope of work

5. Submit information to Charterer / Contract department to find suitable vessel


a. Contract department to liaise with Operation team for progress on vessel
schedule. (operation team is not communicating well with Contract department)
b. In SSB’s project, Charterer = BAN and all vessels has to go through BAN.
i. By right, BAN has to do the search of vessel but in our case, BAN is not
reacting fast enough that we have to gather all information for BAN to issue the
LOC / NOH
ii. Even when part 5.b.i has been done, BAN react slows in producing the paper
work to vessel owner, which may causes owner to pull back their offer (Dea
Signal)
c. Inform to operation team the success of chartering vessels

Operation / Execution Team

Marine Captain
1. To assure that the vessel is in good condition.
2. To arrange 3rd Party Survey for Suitability and Conditional, at the same time
doing the on-hire survey where bunkering needs to take place.
3. Vessel owner to close out FBA punch list before SSB comes onboard for
inspection.
a. Vessel owner to comply with SSB’s requirement as well
i. Conflict: chartering agreement doesn’t state that they have to comply specific
requirement as different client got different standard
ii. Either Charter pays for those extra requirement such as mooring ropes, specific
training centers etc but BAN will do nothing about it. Sigh…
iii. BAN should include in the Agreement on what type of requirement that vessel
owner should meet.
iv. However, JRay’s agreement with BAN is Master Time Charterer but vessel
owner may sign other contract like Supplytime 89 with BAN
v. In the Agreement, BAN should also state specific information such as which
vessel suppose to provide towing bridle n emergency tow line
vi. There are difference between vessel owner being a Subcontractor (Master time
charter) and on time basis (Supplytime 89)
4. Inform SSB to arrange an Inspector to do a Pre-Marine Inspection on the vessel
a. Vessel owner to assure that Key personnel are to be on board while SSB
inspector comes on board as the master has to attend the Set 6000 test as
per standard requirement
b. All HSE documentation to be comply before SSB comes onboard
5. To close out all the punchlist from 3rd Party Survey and SSB defect list.
6. When vessel is ready to LO with all seafastening onboard, inform MWS to do a
Load Out Survey / Pre-Tow Survey on the vessel. High priority items in FBA
punch list and SSB defect list to be closed prior to sail.
