The declaration issued under Proclamation 1081 suspended civil rights and imposed military
authority in the country. Marcos defended the declaration by pointing out that additional powers were
needed to stem the escalating violence, which was allegedly sparked by communists. The emergency
rule also had the goal of eradicating the rebellion's root causes and accelerating the country's
development. The autocrat reassured the country that Martial Law was legal and emphasized the need
to control acts of civil disobedience that showed a disregard for the law. Referring to the Philippine
Constitution, Marcos said Martial Law is a legal strategy to defend the Constitution and safeguard
human rights in the country.
It was signed by President Ferdinand E. Marcos on September 21, 1972, and it put the Philippines
under martial law. There are conflicting reports as to when Marcos signed the proclamation—some say
on September 17, others say on September 22—but the document itself was dated September 21.
