No 1 FOR SUPPLY FUEL GAS SYSTEM Page | 3of 11 1 General 1.1. Introduction 1.2, Defi ‘The gas compression platform MKS was built in 1996. It is located next the oil production platform MSP4 at White Tiger Oil Field of the Block 09-1, approximately 145 km South-East of Vung Tau City, offshore of the Socialist Republic of Vietnam. ‘The MKS and MSP4 platforms are connected via linking bridge. There are 04 high pressure gas compression modules (BM100, BM200, BM300, BM400) operating on the MKS platform with 315 MSCMD each. In order to increase gas compression capacity at block 09-1 Vietsovpetro is developing the project “Extension of gas compression capacity at block 09-1. Install Train A on MKS”. Project scope of work includes: Y Installation a new high pressure ges compression module Train A with capacity 1.7 MMSCMD on the MKS platform; Y Modification of structure, process and utility systems on the MKS and MSP4 platforms to support for installation and operation of the Train A. Before installation of Train A on the MKS platform, two existing gas compression modules (BM300 and BM400) shall be removed. Removing of these two existing gas compression modules is not in scope of the project “Extension of gas compression capacity at block 09-1. Install Train A on MKS”. (Referred to as VSP) The party which participates in one set of bidding BIDDER documents either as independent or joint bidder and will sign contract with COMPANY. The party which carries out design, procurement, PACKAGER fabrication, assembled and completed commissioning for 13. 14, 21. Poel gas system The party who may be employed by the PACKAGER to sub-PACKAGER | assist in performing part of the work /service for the PACKAGER. Independent International Cerlification agency like DNV Germanischer Lloyd, BV, ABS, Lloyds Register approved Third Party by COMPANY shall be employed by PACKAGER to Inspector (TPT) perform design appraisals and manufacturing surveillance activities at PACKAGER’s work with respect to the subject work/supply on behalf of the COMPANY. ‘The purpose of the document This Document specifies the main requirements and principle rules for the overall design, supply, procurement, fabrication, errection, painting, inspection, testing and delivery, pre-commissioning, commissioning of the Fuel Gas system to be built on MKS platform, Extension of Gas Compression Capacity at Block 09-1 Project. Relevant documents Relevant documents are including the documents in "Section 15. Attachment documents list ". Technical requirements General requirements BIDDER shall be responsible for the design, supply, manufacture, inspection, testing, painting, shipment and delivery of Fuel Gas system in accordance with technical requirements as specified in this document, applicable codes and standards and attached documents. Other general requirements as specified at Section 2.0 General Requirements and Section 3.1.4, General Requirement Specification for Fuel Gas Package (doc. No. MKS-112-TS-TX1-SP-01). The maximum available dimension of Fuel Gas system is 4,Sm(L) x 3,5m(W) x 4,5m(H). However, the BIDDER shall be responsible to inform or issue the official technical correspondence to COMPANY/VIETSOVPETRO for approval. Applicabe codes and standard Applicabe codes and standard shall be complied with the codes and standards as specified at the attached technical documents and other relevant international standards. Scope of Supply BIDDER to supply the Fuel Gas system and all necessary equipment, accessories as specificied in section 3.1.1_Scope of Supply of the Specification for Fuel Gas package (doc. No. MKS-112-TS-TX1-SP-01). Exclusion: Special tools for operation, removal, installation and maintenance purpose. Scope of Work BIDDER shall be resposible to perform all the works as specified in section 3.1.2 _ Scope of work of the Specification for Fuel Gas package (doc. No. MKS-112-TS-TX1- SP-01). Detailed technical requirements ‘The Fuel gas system shall comply with the minimum requirements as specified at the Specification for Fuel Gas Package (doc, No. MKS-112-TS-TX1-SP-01) and Datasheet for Fuel Gas package (doc. MKS-112-TS-TX1-DS-04) as follow: a. Technical requirement for design and manufacture is specified in section 3.2. Design and Manufacturing requirements of Specification for Fuel Gas Package (doc. No. MKS-112-TS-TX1-SP-01) and Datasheet for Fuel Gas package (doc. MKS-112-TS-TX1-DS-0- b, Technical requirement for Mechanical refer to section 3.3. Mechanical Requirements of Specification for Fuel Gas Package (doc. No. MKS-112-TS- ‘TX1-SP-01) and Datasheet for Fuel Gas package (doc. MKS-112-TS-TX1-DS- 04); c. Technical requirement for Layout refer to section 3.4. Layout Requirements of Specification for Fuel Gas Package (doc. No. MKS-112-TS-TX1-SP-01); d, Technical requirement for electrical refer to section 3.5 Electrical Requirements and 3.12 Utility Bleotrical Requirements of Specification for Fuel Gas Package (doc. In addition, BIDDER shall be responsible for supplying the spreader bars /ifting bar and accessories such as sling & shackle, etc., in accordance with technical requirements. i, Technical requirement for Transportation refer to section 3.10, Transportation Requirement of Specification for Fuel Ges Package (doc. No, MKS-112-TS- TX1-SP-01); j. Technical requirement for Noise and Vibration refer to section 3.11. Noise and Vibration of Specification for Fuel Gas package (doc. No. MKS-112-TS-TX1- SP-01) and section Equipment noise datasheet of Datasheet for Fuel gas package (doc, MKS-112-TS-TX1-DS-04); k, Technical requirement for Utilities (Instrument air, Nitrogen, electrical utilities, v.v.) refer to section 3.12. Utilities of Specification for Fuel Gas package (doc. No. MKS-112-TS-TX1-SP-01). Datasheet requirements Datasheet for component and Fuel gas system shall comply the requirements as specified at the Datasheet for Fuel gas package, doc. MKS-112-TS-TX1-DS-04, Experience of packager PACKAGER must have at least 05 years of engineering and packaging of process equipment skids for offshore oil & gas application. In addition, PACKAGER has carried out successfully at least 01 similar contract of Fuel gas skid or not less than 02 contracts of engineering and packaging of the process equipment skid for offshore Oil & Gas application, including at least the following stages: design, supply, manufacture, testing, commissioning, and start-up in the last 5 years by the end of 2017. In the Bid proposal, BIDDER shall provide necessary documentation of the performed contract (shall include as a minimum: contract number, scope of supply, scope of work, certificates, acceptance protocols for completed commissioning, etc.) Fabrication requirements Fabrication and assembly of Fuel gas system shall comply with the requirements as specified at Section 4, Fabrication Requirements of Specification for Fuel Gas Package (doc No, MKS-112-TS-TX1- SP-01). Inspection and testing requirements BIDDER/ PACKAGER shall have resposibility to perform testing & inspection, Factory Acceptance Test, Site Acceptance Test and sufficient certificates of the Fuel gas system as specified at section 5, Inspection and Testing Requirements of Specification for Fuel Gas Package (Doc No. MKS-112-TS-TX1-SP-01), “A MIETSOVPETRO ‘TECHNICAL REQUIREMENT edhe 7 FOR SUPPLY FUEL GAS SYSTEM Page | 7of tt 8 10. uu. ‘The COMPANY reserves the right to perform or nominate a representative to observe, witness a Factory Acceptance Test (FAT) and inspect at the PACKAGER’s shop to verify overall system functionality prior to the Fuel gas system being shipped to COMPANY 's yard. Painting, preservation and shipment requirements BIDDER/ PACKAGER shall have responsibility to perform Painting, preservation and shipment of the Fuel gas system as specified at section 6. Painting, preservation and shipment of Specification for Fuel Gas package (doc, No. MKS-1 12-TS-TX1-SP-01), Delivery time Fuel gas package shall be delivered at Vietsovpetro Port, No.67, 30/4 Road, Thang Nhat Ward, Vung Tau City, S.R Viet Nam not later than twenty-two (22) weeks from the date of signing contract date (the shipping time is included). BIDDER shall submit a detail schedule to complete the scope of work within 01 week after Contract signed. This schedule shall specify the manufacture duration, delivery uration, all key milestones and update every week. Origin of country BIDDER/ PACKAGER must indicate the manufacturer’s name and country of origin for main equipment and components of the Fuel gas system in the Technical Proposal. There is no restriction of origin of country for Fuel gas system and its equipment. Guarantee BIDDER shall be responsible to guarantee for the complete Fuel gas system for a period of (12) months from completion Site Acceptance Test (SAT) at COMPANY’s offshore site or eighteen (18) months from the date of delivery (whichever comes first). Detail of guarantee requirements are specified at Section 10. GUARANTEE of the Specification for Fuel Gas package (doc. No. MKS-112-TS-TX1-SP-01). BIDDER/ PACKAGER shall submit and send all drawings/technical documents to COMPANY for review/approval before fabrication and assembly. Engineering/ Design documentation of BIDDER/ PACKAGER shall be reviewed and approved by PACKAGER’s TPI (ABS, Lloyd, DNV-GL, BV) before approved by VIETSOVPETRO. Within five (05) working days after receipt of BIDDER/ PACKAGER’s technical documentations, COMPANY shall send comments to BIDDER/ PACKAGER. Within five (05) working days after receiving comments from COMPANY, the BIDDER/ PACKAGER CONTRACTOR shall actively discuss and/ or arrange meetings with COMPANY to solve COMPANY’s comments; get agreement with COMPANY for closing those comments, revise documents and issuing final documents for approval (Final issue). BIDDER shall be responsible for providing all documentation in accordance with the BIDDER Data Requirements List (BDRL) approved by the COMPANY: Designed documentations, AS BUILT Drawings and Documentation as per Contractor's standard, including O&M Manuals, Certification Dossiers and Vendor Data Book.
