Case analysis: Solid waste management of barangay Calandagan municipality of Araceli

1.0 INTRODUCTION:

The barangay Calandagan was used to called Tudela in the past decades, in honor of the
first families who set foot on the island, Calanday Family, it change the name of Tudela into
“Calandagan”. But the truth is before the approval of Republic Act no. 1670 “the name of barrio
Tudela, Municipality of Araceli, Province of Palawan was changed to barrio Calandagan’’ on
June 20,1957. It is known as the biggest Barangay of Araceli, its population as determined by the
2015 Census was 2,429 represented 16.29% population of Araceli( CENSUS 2015).

The barangay Calandagan has no concreate solution in controlling waste, according to the
barangay first kagawad Rogelio A. Batiancila the solid waste management in the barangay is
unplanned it is because of lack in dumping site in the area. This is the main problem in the said
barangay.

Due to the continuing growth of population in the barangay calandagan the growth of
waste is also increasing, this problem is danger in the health of the people. Also due to its
typography the said barangay is open sea some of the garbage brought the ocean in sea shore are
not actually come from in the citizens of barangay frequently it come from neighbour
municipality or places.

The goals/objectives of this case analysis study are to determine the conflict and causes
regarding the said activities. To achieve this, gathered information by interviews and deep
analysis from legitimate sources was conducted. In addition, possible solutions in the particular
problems will also be determined that will serve as guide in policy-making decisions of the
leaders for the betterment in management of solid waste in the barangay Calandagan
municipality of araceli.
2.0 BACKGROUND:

2.1 COMPOST PIT FOR EVERY HOUSEHOLD

The Republic Act (RA) 9003, otherwise


known as the Ecological Solid Waste
Management Act of 2000, provides the
necessary policy framework, institutional
mechanisms and mandate to the local
government unites.

The barangay calandagan LGU’s


announces every household should make
a compost pit at least 6 feet, this is under
the RA 9003, to ensure the garbage would not dispose on the ocean. The barangay officials along
with the health personnel’s namely Ma’am Michelle Alinsasaguin check the progress of this
ordinance.

But according to some citizens this strategy is not effective because some implementers
are not committed to the ordinance. Also the wages of the implementers is a big problem.

2.2 WEEKLY OPLAN LINIS OF SANGUNIANG KABATAAN

According to the sanguniang kabataan chairman Mr. Jobert Abrina, the sanguniang
kabataan organization along with the teachers
of Calandagan National High School,
conducted an Oplan linis in the whole area of
calandagan every weekend in afternoon of
Sunday that started 3pm to 5 pm. The teachers
collaboration with sanguaniang kabataan
ensures the participation of every high school
students to the said activity. Every purok has
one teacher to lead the students in cleaning the area.

According to teacher Rachelle Batiancila the grade 7 advisor this activivties is


successful because it teaches the student and future parents to be a responsible citizen of
barangay calandagan. The said activity was stop because of this pandemic, but the sanguniang
kabataan didn’t stop so promote the cleanliness in the area.

2.3 ECOLOGICAL SOLID WASTE MANAGEMENT ACT OR R.A. 9003 AND HE R.A.
8749 OR THE CLEAN AIR ACT

Under the Ecological Solid Waste Management Act or R.A. 9003 and the R.A. 8749 or
the Clean Air Act, it prohibits and penalizes open burning defined “as the thermal destruction of
waste by means of direct exposure to fire.” Implementing rules of R. A. 8749 provides that “no
person shall be allowed to burn any materials in any quantities which shall cause the emission of
toxic and poisonous fumes. Such material include but not limited to plastic,” among others.

According to Barangay Captain Delfin Gadiano, the barangay calandagan make an


ordinance that ensures the segregation of the waste into biodegradable and non-biodegradable.
They buried the non-biodegradable like plastics, glass, baterries and etc. but they didn’t buried
the bottles. “di namin nililibing and mga bote tinatambak lang namin ito, ngunit di kami nag
susunog ng basura dahil bawal ito ayon sa batas” he said in the interview via voice call.

Another ordinance under the R.A 9003 and R.A 8749 the LGU of barangay calandagan
implemented a policy that punish those citizens caught while burning their garbages and also
those who dispose their waste in the ocean. This act is to stop the air and water pollution in the
said barangay. Aside of that also the barangay announce that every fishermans should buried the
waste of their caught fish to ensure the cleanliness of the coastal “ dahil sa kakulangan sa lugar
para tapunan ng basura, kailangan nilang ilibing ang mga bituka ng isda para di mabulok sa
tabing dagat” – Barangay Captain. Delfin Gadiano.

A fine of not less than Php300.00 but not more than Php1,000.00, or imprisonment of
not less than one day but not more than 15 days, or both awaits any violators.
2.4 MANDATORY COMFORT ROOM FOR EVERY HOUSEHOLD

With the collaboration of 4ps


officials, barangay officials
and healthcare personnel’s,
according to Mr. Celestino
Fabiano the head of 4p’s in the
araceli, they make a mandatory
policy that every household
should made their own
Comfort Room to ensure the
man waste would not dispose
in coastal and also to ensure sa
safetiness of the citizens from infections and viruses like suka tae or gastroenterirtis that main
causes is viruses. If the members of the 4ps failed to meet this requirements they can be loose
their memberships.
3.0 EVALUATION OF THE CASE

3.1 MADAGSA ISLAND WASTE ISSUE NOVEMBER 2018

This island is one of the hidden gems of


barangay calandagan, it called madagsa
island, it has fascinating and breath-taking
view and coral reef. But somehow the LGU of
barangay cant monitored this island frequently
because it takes 10 to 15 minutes riding in
pamboat to reach the island. This island is the
most known island for beach activities in the
area but somehow because it’s open area most
of garbage from calandangan and other places
bound their because of strong waves.

This cases are the big problems of the


barangay due to its lack of dumping site, they
don’t know on how to dispose those waste
bound in the madagsa island. However
according to the report the LGU of araceli continue the cleaning operation that’s why they are
confident enough that waste bound in the island is not come from the barangay. “ hindi naman
nangaling ang mga basura sa calandagan kundi sa mga barko at ibang lugar, tapos naanod
lang dito yan” statement of 1st kagawad Rogelio Batiancila via voice call.

According to the Barangay Captain. Delfin Gadiano they are immediately take action to
this issue, they are taking the responsibility in cleaning those garbage by segregate the
biodegradable and non-biodegradable, the biodegradable along with some non-biodegradable
was buried on the land on about 10 feet to ensure the garbage will not causes pollution but
garbage like glass bottles are not included they put those kind of garbage in their dumping site.
They didn’t burn those garbage to ensure the clean air in the environment.
3.2 WASTE OF FISH IN THE COASTAL

The main source of income in the barangay calandagan is fishing and every month the kind of
fishing is changing the two main method is kitang this is usually used in the month of October to
January while the other one is kiming method this used from the month of march to September
this month is the season of bisugo fish, due of it the main problem face off calandagan citizen is
on how to dispose the waste of their fishes.

According to the barangay

fishermens put their fish waste only in
coastal, as a results the ocean got
polluted and smells bad. But the
barangay didn’t go blind on this issue.
They start making policies that mandates
the fishermens to buried the waste of
their fish and be responsible.

According to Mr. Martin


Mollenido one of the fishermans in the
barangay, sometimes his not follow the
policies about because it time consuming
and the waves will clean it for them. “di
ako sumusunod minsan kasi lilinisin
naman yan ng alon” he said via phone
call.

3.3 DUMPSITE NEAR IN HIGH SCHOOL

One of the common dumpsite of the barangay is the cemetery near in the high school, this
dumpsite is been there since 2000, due to the lack of area for waste this land fill have been
overused and overloaded.

4.0 PROPOSED SOLUTION

The researcher proposes the following solutions based on what is feasible and would contribute
to the LGU of Barangay Calandagan in the solid waste management.

4.1 THE BARANGAY SHOULD PROMOTE 3R’S

It is the process of converting waste into some new or usable product thereby


preventing waste disposal. With the lead of barangay officials along with healthcare personnel’s of the
barangay they should promote this into the citizens of barangay and thought them on how to make a
useful crafts from waste. In this way the waste will decrease as well as it would benefits both the
environment and the people.

4.2 MANDATORY CLEANING OPERATION EVERY 2 WEEKS

The barangay should do a mandatory cleaning operations on every Purok to lead by


Purok president to ensure the cleanliness of every places in the area so that citizens of every
Purok would participate in the activity.

4.3 EVERY WEEK INSPECTIONS OF DUMP SITE

The barangay officials should inform the barangay tanod to inspect the dumpsite every
weekend to ensure if the landfill is overused or overloaded because every dumpsite has
limitations. This inspection would help to identify the threats of waste in the health of the
citizens near in the area.
5.0 RECOMMENDATION

The following recommendation is all provided by the researcher.

5.1 POLITICAL WILL OF THE IMPLEMENTERS

The responsible individuals should have strong political will to ensure the effectiveness
of every policy and ordinance of barangay.

5.1 HIGH RISK HIGH RETURN

The barangay officials should make a strong policy that gives high return to those who
against in the policy, this is to make sure they are afraid to against in the policies about waste.

6.0 CONCLUSION

The problem of solid waste is inevitable because the growth of population is continue to
increase, the barangay Calandagan which is only a small island is struggling in their battle
against waste management due to its small area for dumping site and also it threathens the health
of the citizens, but the barangay officials never close their eyes in searching for the best solution
that would benefit not only the citizens but also the environment.
