1. You have been asked to make the economic case for public funds to be committed for the
construction and marketing of a new convention centre. What arguments would you put
forward?
Using financial tools and grants to improve the effectiveness and return on public
investments is a must. We, in our group, decided that in the initial plans of the
construction, the management should consider the social, environmental, distributional,
and economic impacts the scheme is expected to have. The next argument is that the basis
for the public funds must be secondary investments, such as hotels, restaurants, bars,
shops, and supporting enterprises. This action is highly recommended because the value
of these buildings will grow over time and will positively impact the city's economic
performance and development. The last one is the consideration of the allocation of
subsidies. In order to accomplish the goal of more significant impact and specific
productivity impacts, subsidies should be given to the initially less productive small
businesses in underdeveloped areas around the venue.
