No: (077) 772-1212 loe 130-131 Fax NO" (077) 770-3965 Emaimart@ilocosnorte gov ph FB page: Matthew Marcos Manotoc Website: ww llecosnorte.gov. ph PROJECT DESCRIPTION 3.0 PROJECT DESCRIPTION 3.1 Project Location and Area The Padsan River, also called as Laoag River, is the largest river in the province of Ilocos Norte in the istand of Luzon with a total length of 73.10 kilometers (45.5 miles) and a drainage basin of 1,320 square kilometers (510 square miles, it is notable because its main channel bisects the central townships of the municipalities of Dingras and Sarrat, as well as that ofthe ‘Component City of Laoag, which isthe capital of llocos Norte. ‘The proposed Dredging of Padsan River, Phase 1, consists of two segments: the frst segment starts at Sta. 0 + 000 up to Sta. 2 + 500 while the second segment covers Sta, 0 + 000 to Sta. 2+ 800. Total length for dredging totals an over-all distance of 5.3 kilometers (6,300 meters) within an approximate area of 102.00 hectares. With a total length of 73.10 kilometers and a drainage basin of 1,320 square kilometers, it fs notable because its main channel bisects the central townships of the municipalities of Dingras and Sarrat, as well as that of the Component City of Laoag, which is the capital of llocos Norte. There are three different perspectives of the Padsan River. Itis the main body of water that runs through the eastern towns in locos Norte down to Laoag City. The whole ecosystem provides for the daily survival of the countless locals and wildlife, ‘A massive river clean-up along the stretch of Padsan River is being eyed to bring in better ‘opportunites to the llocanos through sand extraction, Dredging is the removal of sediments and debris from the bottom of lakes, rivers, harbors and other water bodies. It is a routine necessity in waterways because sedimentation-the natural process of sand and silt washing downstream-gradually fils rivers, channels and harbors. Purpose and necessity of the dredging project The proposed dredging at Padsan River will reduce sitation which reduces the flood-carrying capacity of the river. During heavy rains, flooding affects highly-populated areas of Laoag City, San Nicolas, Sarrat and Dingras. Laoag River Basin ‘Sandbars observed along Padsan River Generally, a large sized sandbar causes a larger bank erosion, the size of sandbar is usually measured by its wave length. Furthermore, the sandbar moves downward enduring fioods, being accompanied by the movement of stream convergence point. The movement of stream convergence point brings about 2 new bank erosion at the downstream. Finally, the movement of sandbar causes bank erosion at every iver section. However, if the movernent of sandbar is restricted by some river morphological characteristics, bank protection works can be concentrated on some limited river sections. Dredging is also performed to reduce the exposure of fish, wildlife and people to contaminants to other areas of the water body. This environmental dredging is often necessary because sediments in and around the cities and industrial areas are frequently contaminated with a variety of pollutants. These pollutants are introduced to waterways from point sources such as sewer overfiows, municipal and industrial discharges and spills or maybe introduced from non- point sources such as surface runoff and atmospheric deposition. The disposal of dredged materials is managed and carried out by local governments, as well as by private entities, The Local Government Unit and the Department of Environment and Natural Resources provides oversight and authorization for the disposal of dredged materials. The dredging of Padsan River will be undertaken under a private entity, the He Sha Prime Sand and Gravel Aggregates Philippines, Ino. The Department of Public Works and Highways has issued a Clearance for the proposed Padsan River Flood Control and Dredging Project to the said corporation last January 14, 20121. Under the Clearance, it is specified that the estimated area to be dredged is around 102.00 hectares. Dredging depth shall be limited to two meters, varying throughout the length of the dredge area. The dredged channels shall be able to accommodate a design flow capacity of 5,8000 cubic meters per second at a velocity of 2.60mis, 3.3 Project Site Consideration From the view of sediment movement and river bed configuration, an alluvial river is usually in ‘an equilibrium state. The location of dredging and alignment of the dredged channel or the dredge cut should be determined very carefully. As far as the deepening of the approach is concemed, the location is more or less dictated by local circumstances. If the alignment does not comply with the natural characteristics of the river, the channel will either fill up rapidly or else never become as deep as wide or wide as required. The heavily-silted characteristics of the Padsan River have drastically reduced its discharge capacity (flow rate) causing perennial and large-scale flooding in the river delta that directly affects nearby barangays and municipaliies, The decreased discharge capacity caused insuffcient transport of fuvial sediments to the shore thereby inducing coastal erosion in the adjoining coastines. The proposed area for dredging site is suitable for containing more dredging output since there were enough area for spoils from the river. The location units for dredging operation is 18.201167°/120.523819°N to 18.103809°/ 120,70976746" E. ‘A massive river clean-up along the stretch of Padsan River is considered to bring in better ‘opportunities and for the enhancement of the river status as well. 3.4 Project Development Plan/Technology Options and Project Components ‘The Dredging Pian provides the method and objectives for dredging operations in the Padsan River to achieve a certain depth and width to increase the conveyance capacity of the river to maintain the navigabilty of the river channel. The dredging wil be accomplished in the following phases: Phase 1: Removal of large debris and garbage using grab or bucket deployed in the area to lean the waterway of Padsan River along Segment 1 (Sta. 2+500) and Segment 2 (Sta. 2+800). During Phase 1, the materials removed will be loaded to service boat thru sand-bagging and will be transported and disposed properly to barangays specifically in Brgys. Casi, Pla, Navotas, Zamboanga and Salet-Blangon. During the entire dredging project, progress willbe monitored through bathymetric surveys and daily accomplishment report and the environmental impact and water quality, through water sampling in various locations. MT/Hour The project shall be accomplished as follows: Design Process/Parameters for the Specific Dredging Project The equipment used in river dredging is also called Sand Excavation Engineering Ship, the maximum power is 8400 KW for the main engines. The ship, is 110 meter long, 22 meter wide and 17 meter high. The ship is equipped with working and living areas and has about 15 workers. a. Working Principle of Sand Excavation Engineering Ship After sand excavation engine starts to work, the sand and pebbles are combined with mud impurities by the front sand scoop pipe and vacuum chamber pressure; excavate sand into the front screen and use to rotate for the separation of the sand and pebbles. The sand is then hauled into the engineering ship warehouse. It is then rotated to the middle belt conveyor through four rows of chain plate gripper in the warehouse and finally delivered tothe large belt boat. b. Working Efficiency of Sand Engineering Ship According to the working conditions of the river, the economic operation of the ‘sand excavation engineering ship is about 3-4 thousand tons of sand excavation per hour. The mining depth ofthe river can reach 36 meters and the sand pipe can be lengthened or shortened according to the site conditions which is extremely efficient for river dredging. Because of the high engine power during production and operation, the noise might be loud, ¢, Maintenance and Repair of Sand Excavation Engineering Ship During the operation of the ship due to the high-speed operation of the three engines, the engine set and other supporting parts of the engineering ship suffer relatively large losses. Repairs and maintenance must be guaranteed. Firstly, the ship workers are professional technicians, mechanics, welders, mechanical electricians and a professional sand excavation chief officer. Secondly, the ship's wearing parts will be fully equipped before sailing, including some uncommon parts. The sand excavation engineering ship scoop the river sand onto the barge belt boat. When the barge belt boat is fully loaded and leaves the sand excavation engineering ship, the barge bett boat then sails to the designated anchorage to load the sand. The barge belt boat then unloads the sand onto the big ship unti it is ful of the authorized tonnage. The position of the dredge at any given time shall be monitored by concerned agencies through Geo-agging, a process of adding geographical information to various media in the form of metadata which usually consist of coordinates, bearing, alttude, distance and name of places. This is attributed to the increasing rate of sedimentation associated with the current river profi. The existing slope and width of the Padsan River cannot accommodate the high volume and increasing flow rate of water in the river.Thus, this proposed project shall cary out and achieve the necessary profile ofthe river to increase the conveyance capacity and hence prevent the overflow of water to Padsan River. The equipment wil be removed from the area and will be transferred to the Equipment Management Division or mobilized to its next assignment. However, before taking another assignment, the equipment must be inspected by personnel form the BOE to determine if the equipment is in good condition and must be certtied safe to operate before deploying to another projec. ‘Any temporary structures constructed for the operation will be removed upon demobilization. Considering the gathered data of total volume, capacity of the equipment and effective hours per day, the project duration is estimated for 360 days or equivalent to one year. The Table below represents the estimated operational cost of the amphibious excavator covering a six (6) month period with twelve (12) operating hours per day having two shifts which may deliver an accomplishment of almost haif of the target volume to be dredged. At this stage, proponent opted that the Environmental Quality Performance Levels will be not be included but will be considered after the issuance of the ECC so that proponent, EMB and other members of the MMT could thoroughly agree on the parameters to be monitored. Considering that the report is an Environmental Impact Statement (EIS), the discussion on the monitoring plan will focus on the construction and operational phases only. The monitoring of the abandonment phase will be based once the proponent 1as provided the details of the abandonment plan to EMB.
