THE ISSUES

ISSUE – 1
FACULTY SHORTAGE AND FAILURE TO ATTRACT TALENTED PROFESSIONALS
The gaps:
It is estimated that 1,20,000 faculty members are needed for various engineering colleges
The shortage of faculty members will be there for next five years
The knowledge of teaching pedagogy is poor in faculty members

UP GRADATION OF QUALIFICATIONS OF EXISTING FACULTY
The means:
Quality Improvement Programme (QIP)
Early Faculty Induction Programme (EFIP)
Short-Term Courses
But unfortunately for certain reasons these mechanisms do not serve their intended purpose of
upgrading the qualifications of existing faculty.
The suggested remedial measures:
Revision of Existing Norms
 The teachers in the private engineering colleges have to be given opportunity to
advance their career through QIP
 The current scholarship, contingency have to be revised
 Teachers of private engineering colleges should get sponsorship with full salary as a QIP
scholar like the teachers of the government engineering colleges.
 Each Ph.D scholar under the QIP scheme has to serve an academic institution in the
country for a period of at least 5 years on completion of Ph.D programme (For ME /
M.Tech 3 Years).
 After completion of Ph.D through QIP, the respective faculty must guide at least one
student for Ph.D at the institution where he/she is employed.
Adjunct Faculty for Sharing Expertise with Industry
 The academic institutions should invite research professionals from national
laboratories to serve as the faculty members over a specified duration and to interact
with faculty in research.
 National Laboratories and Academic Departments can share in the expensive
equipment/research facilities.
Strategic Policies to be adopted by the Government
 The Government has to make postgraduate qualification mandatory for recruitment to
many positions in the engineering profession.
 The Ph.D must be a desirable qualification for teaching at postgraduate level.
 Government should encourage industry to support postgraduate programme or to
establish scientific infrastructure with tax rebates.
 An appropriate mechanism of partnership between the Ministries of Engineering and
the MHRD

INSTITUTIONALIZING FACULTY DEVELOPMENT MECHANISM
The suggested method/tool:
“VIRTUAL TECH – VIRTUAL TECHNICAL UNIVERSITY”
How it would work:
VIRTUAL TECH will develop course material using the expertise available in the country
The students at VIRTUAL TECH are primarily teachers at various Institutes or Universities
A credit pass book will be given
Depending upon the level of credit, certificate/diploma/post-graduate degree would be
awarded.

EXPANDING POST GRADUATE EDUCATION AND RESEARCH

Extensive use of the NPTEL Programme
Summer Schools
Novel Post Graduate Programme – Post Graduate programmes to be offered by IITs at Private
and Government Engineering Colleges
ISSUE - 5
POST DOCTORAL WORK ON PROJECT MODE
This is suggested to overcome the issue of complacent among the doctorate holders.
Each QIP scholar, who has successfully completed Ph. D to be given a project
