Urban Transformations in Khora Village, NCR

2. Shruti Dubey
3. This paper gives a detailed account of the way in which rural land at the periphery of the metropolitan capital of
Delhi is acquired, occupied, claimed, sold, and developed in formal as well as informal ways by both state as well as
non-state actors.
4. This review is based on three theoretical concepts:

i. Urban informality (Roy and Al Sayyad 2004)

Urban relationship between the legal and illegal, legitimate and illegitimate, authorized, and
unauthorized. The relationship is both uninformed and changeable and yet is the site of considerable
state power and violence
ii. Periphery (Simone2007)
Importance of the periphery in many ways.
iii. Everyday state (Gupta 2000; Fuller and Harriss 2009)
The state does not appear as a monolith in our narrative, but is segregated into the higher planning state
and the lower everyday state, both of which operate in different circuits of capital.

5. The transformation of a village called Khora at the border of Delhi, Noida and Ghaziabad (both satellite towns of
Delhi) to throw light on the peculiar form of capital accumulation happening over there. The village, with its
extended abadi in the form of Khora colony, is situated between the south eastern periphery of Delhi. Since the
high density development of Khora is essentially linked to the development of Noida, the paper is for understanding
how the accumulation in Khora is tied to the new town of NOIDA. An EPZ was established in an area located close
to Noida Phase II Industrial Development Area by the central government (NOIDA 2011). The policies of economic
liberalisation gave a further boost to capital-intensive, medium- and large-scale industries. With the opening up of
the economy in the early 1990s and the New Economic Policy that was crafted at the same time, there was a
greater emphasis on foreign direct investment in infrastructure, establishment of multinational companies, and a
boom in the information technology sector. Basically this paper is telling us about how unlocked and still there is a
possibility to unlock the unban transformation through informal sector of a peripherical area.
