Client: Department of Education (DC) Feb 2006 – Jan 2007
Sr. Developer
Project Description:
The Office of Local Education Agency Grants Programs (OLGP) is responsible for the management
of federal grants issued under the No Child Left Behind Act (NCLB) to the District of Columbia
Public School Local Education Agency (DCPS LEA). In order to accomplish this task the OLGP has
established two branches, Grants Management and Instructional Support. The branches are
support by the functional areas, Grants Management, Compliance Monitoring, Program
Management, School Support, and Private and Home Schooling.
Grants Management supports the LEA programs budget preparation and financial activities in
accordance with NCLB. Grants Management provide the other functional areas with financial
information about their programs.
The primary objective of the Compliance and Monitoring Program is to determine if schools are in
compliance with federal regulations and meeting the objectives identified within the local/state
plans. Compliance Monitoring audits the accounting procedures and expenditure of the funds
allocation, assess whether the objectives of the programs are being met, and analyze the data
collected for trends. Compliance Monitoring provides a snapshot of:
1. How the schools are implementing the program for the different entitlements (Title I, II,
III, IV, V)
2. How the funds are being used in relation to the entitlement allocation
3. The status of the programs
