Forcontext,JohnClark,DirectorofSafetyandSecurity,begancorrespondencewithrepresentativesof
LCSOimmediatelyfollowingtheJune22,2021SchoolBoardmeetingwhereacivildisturbancerequired
themeetingtobeendedandthepublicaskedtovacatethepremiseswithsubstantialsupportfrom
LCSO. ThecoordinationwithLCSOincludednumerousemailcorrespondenceaswellasaseriesof
“countdown”meetingsbeginningthelastweekofJuly. Thecountdownmeetinginvitationsweresent
July8,2021formeetingstobeheldJuly29,August5andAugust9. Threerepresentatives,Major
McDonald,Lt.BrumbaughandCpt.SchleidenofLCSOattendedthefirsttwoofthosemeetings. Director
ClarkalsoextendedaninvitationtoMajorMcDonaldtoattendtheAugust5closedsessionbriefingofthe
SchoolBoardtosharethecoordinatedplan. MajorMcDonaldacceptedtheinvitation. Duringthose
meetings,LCPSsharedplansandexhibitsindicatingLCSO,LCPSandPrivateSecurityassetsto
establishaunifiedplantoprotectthepublicaswellasLCPSSchoolBoard,Staffandfacility.
AsreportedbyDirectorClark,yesterday, Aug 5, 2021 ,MajorMcDonaldannouncedatthe2PM
meetingthatwouldnotbeattendingtheSchoolBoardclosedsessionandmoreimportantlyLCSOwould
notbesupportingLCPSforthemeetingonAugust10orAugust11.
ImmediatelyafterDirectorClark’sbriefing,IreachedouttoLt.Col.EricPrughandCol.MarkPolandvia
voicemailtoascertaintherationaleforthechangeinsupport.
Lt.ColPrughreturnedmycallaround4PM,joinedbySheriffChapman. Thefollowingstatementsare
paraphrasedfromtheconversationandareprovidedtorecordtherationaleofferedforthewithdrawofon
sitesupportatthemeeting.
SheriffChapmanofferedthissummaryoftheLCSOplanforAugust10and11.

● LCSOofficerswillbe“inthearea”forquickresponseifsomethinghappensandtheyarecalledto
respond.
IprovidedadditionalcontextthattheAugust11,2021meetingwouldincludeapproximately 200public
participantsinsidethebuildingandSheriffChapmanconfirmedtheirplanwouldremainthesame.
Duringtheconversation,SheriffChapmanmadeanumberofpointsasjustificationand/orrationalefor
theirdecisiontonotprovidetherequestedsupportforthemeeting. Ihaveprovidedbulletedparaphrased
statementswhichoccurredrandomlythroughouttheconversation:

● SchoolBoardunilaterallydecidedtohiresecurityfirmwithmetaldetector
● SchoolBoardunilaterallydevisedasecurityplanforAug10SB
● SchoolBoardmadeallofthesedecisionswithoutconsultationwithLCSO

● LCSOhasbeenmadetoappearasthemuscleforschoolboardandworkattheschoolboard’s
direction
● Afterjune22-LCSOandSheriffChapmanreceivednationalcriticismforbeing “badguy”atthe
meetingbeingblamedforwhattookplace. Hestatedthatsomeofthecommentsincludeddeath
threats. Hecontinuedtosaythathe(Chapman)receivedallofthecriticismandthatthe
SuperintendentandSchoolBoardtooknoneofthepushbackfromthecommunityornational
arena.

● VeryconcernedaboutBethBartsbringingpeopleinfromoutofstate
IconcludedmycommentsnotingthattheSchoolBoardandSuperintendenthasreceivedsignificant
criticismbothlocallyandnationallyincludingdeaththreatsaswell. Ialsochallengedthestatements
regardingplanningeffortswithoutanyconsultationwithLCSOasdescribedearlierregardingDirector
Clark’scoordinationwithLCSOstaffinongoingplanningmeetingsandcalls. IalsonotedthatIwould
reportbacktoDr.ZieglerandthatwewoulddiscusstheissuewiththeSchoolBoardthatevening.
