A. BASIC OPERATING REQUIREMENTS: AIRCRAFT ARE AUTHORIZED TO OPERATE
IN THE LMA IF IN COMPLIANCE WITH ALL OF THE FOLLOWING CONDITIONS:
1. BE EQUIPPED WITH AT LEAST ONE OPERABLE TWO-WAY RADIO CAPABLE OF
COMMUNICATING WITH POTOMAC TRACON (PCT) OR, WHEN OPERATIONAL, JYO
TOWER ON APPROPRIATE RADIO FREQUENCIES.
