Read the questions below and briefly discuss your answer in the space provided. 

1. Identify at least 2 other legislations in the country (local or national)


that promotes the welfare of the voluntary sector. Indicate the specific
provisions and its relevance to the voluntary sector.

-1. Republic Act No 9418- 9418 or the Volunteer Act of 2007, mandates the
establishment of volunteer programs in the national government agencies and
local government units to promote and encourage volunteering in government
programs and projects as well as enjoin government employees to render
volunteer service in social, and economic.

-The provision, It shall be the policy of the State to promote the participation of
the various sector of the Filipino society, and as necessary, international and
foreign volunteer organizations in public and civic affairs, and adopt and 2
strengthen the practice of volunteerism as a strategy in order to attain national
development and international understanding The inculcation of volunteerism as
a way of life shall rekindle m every Filipino the time-honored tradition of
bayanihan to foster social justice, solidarity and sustainable development.

The relevance, is to act that regulates a system for provincial improvement,


reinforcing volunteerism and for different purposes. For Section 7, it is about
the role of the government to govern, facilitate and encourage the participation
of many people in volunteering (national or international).

-2. REPUBLIC ACT No. 5416- An Act Providing for Comprehensive Social Services
for Individuals and Groups in Need of Assistance, Creating for This Purpose a
Department of Social Welfare.

-The provision, It is hereby declared that it is the responsibility of the


Government to provide a comprehensive program of social welfare services
designed to ameliorate the living conditions of distressed Filipinos particularly
those who are handicapped by reason of poverty, youth, physical and mental
disability, illness and old age or who are victims of natural calamities including
assistance to members of the cultural minorities to facilitate their integration
into the body politic.

-The relevance, Voluntary sector and RA no. 5416 their mission is to provide
social protection and promote the rights and welfare of the poor, vulnerable
and disadvantaged individuals, families and communities. In addition they are
reinforcing the eradication of the ruthless who live in this country.

2. Name some of the weaknesses of the legal frameworks in the voluntary sector


that is currently enforced in the country. 

3. If you are to suggest a policy that can be used as an additional framework


supporting the voluntary sector, what policy will you suggest? Justify.

Competition and contracts in the voluntary sector: exploring the implications for
homelessness service providers in Philippines
-The Philippines is one of the fastest-growing economies in Southeast Asia, yet it is
facing a homeless crisis. There are approximately 4.5 million homeless people,
including children, in the Philippines, which has a population of 106 million people.
Homelessness in the Philippines is caused by a variety of reasons, including lost jobs,
insufficient income or lack of a stable job, domestic violence and loss of home due to a
natural disaster. The government and non-governmental organizations (NGOs) are
working to address this issue.
-This study explores the impacts of contractual government funding and competitive
tendering on voluntary organizations (VOs) providing homelessness services in
Philippines. In addition this proposal makes sense in our country. The main intention of
this research is to help the homeless people by bestowing upon them a permanent
shelter that they have never had before.  Another pertinent point is to reinforce the
eradication of the homeless people who are always wandering along the street.
