Effective this date, the Special Action Force (SAF) is hereby strengthened with the activation of additional five Special Action Battalions to effectively perform its functions as provided under Section 35 (b) of Republic Act No. 6975 and to carry out the mandate of the PNP to actively support the Armed Forces of the Philippines (AFP) in intemal security operations (ISO) pursuant to Executive Order No. 546, series of 2008. 2. The SAF Command Group shall be composed of the Director with the rank of Police Director (as prescribed under NAPOLCOM Resolution No. 2010-001), the Deputy Director with the rank of Police Chief Superintendent and the Chief of Staff with the rank of Police Senior Superintendent. 3. The SAF shall maintain six (8) Support Staff which shall be headed by Police Commissioned Officers (PCOs) with the rank of Police Senior Superintendent, namely: a) Human Resource Management Division; b) Intelligence and Investigation Division; c) Operations Management Division; d) Logistics Management Division; e) Community Affairs Division; and f) Financial Management Division. 4. Likewise, the SAF shall be composed of the following operating units/battalions to perform the mandated functions: a. The Special Action Battalions (SABs), composed of the 1st Special Action Battalion; 2nd Special Action Battalion; 3rd Special Action Battalion; 4th Special Action Battalion; 5th Special Action Battalion; 6th Special Action Battalion; 7 Special Action Battalion; 9th Special Action Battalion; 10th Special Action Battalion; 11th Special Action Battalion; 12th Special Action Battalion; and 14th Special Action Battalion, shall exercise command and control over its, respective five (5) Special Action Companies (SACs); conduct long range reconnaissance/surveillance operations deep into enemy territories through infiltration and extricate by air, land and sea; conduct internal security operations (ISO) against Dissident Terrorists (DTs), counter-terrorism and anti-criminality operations in the areas of priority as directed by competent authority; and provide support to other PNP units in their efforts to fight against syndicated crime group; b. The Force Support Battalion (FSB) shall exercise command and control over the following units: 1) Base Police Unit; 2) EOD/K9 Unit; 3) Chemical, Biological, Radiological and Nuclear (CBRN) Response Unit; and 4) Search, Rescue and Recovery Unit (SSRU). The Force Support Battalion shall provide service support to SAF Headquarters; act as the reserve unit of the Command; responsible for the security and development and maintenance of SAF camp; and shall perform other tasks as the Director, SAF may direct; ¢. The Rapid Deployment Battalion (RDB) shall exercise command and control over the following companies: 1) 81st Special Action Company (SAC); 2) 82nd Special Action Company; 3) 83rd Special Action Company - Crisis Response Group (CRG); 4) 84th Special Action Company - Seaborne; and 5) 85th Special Action Company - Crowd Dispersal Management Company (CDM). The RDB shall conduct special operations in counter - terrorism, hostage rescue, search and rescue and limited offensive/defensive demolition operations anywhere in the country; work closely with other K9 units; provide and assist the command with continuous conduct of counter terrorism and urban warfare training; and provide operational support to the Line Battalions and other operating units, as necessary; d. The Light Armor Battalion (LAB) shall provide maximum. security services to the populace through rescue operations during calamities, escort duties to VIPs and other services within its mission; conduct offensive, defensive and delay operations in coordination with other PNP and AFP units; perform reconnaissance as an economy of force unit; provide fire support services to line units in their campaign against insurgency and other threat to national security; provide police services to the community such as anti-criminality and other incidents which pose threat to person, life, property and liberty; and perform special police duties against terrorism. It shall be composed of five (5) Light Armor Companies (LACs), namely: 1) 4st Light Armor Company; 2) 2nd Light Armor Company; 3) 3rd Light Armor Company; 4) 4th Light Armor Company; and 5) 5th Light Armor Company; e. The SAF Air Unit shall assist in law enforcement operations; conduct tactical operations; render disaster relief, search and rescue operations; conduct administrative and other urgent field/staff flight missions; train, develop and professionalize pilots and its air assets; and perform other duties as directed by competent authority. It shall be composed of seven (7) Air Stations which shall be headed by a PCO with the rank of Police Superintendent; and f, The PNP-Formed Police Unit (PNP-FPU) activated pursuant to General Orders Number DPL 06-03 dated August 2, 2006 shall serve as a specialized unit composed of qualified elements from the Special Action Force, PNP Health Service, Finance Service, Logistics Support Service, Communications and Electronic Service, Intelligence Group, Criminal Investigation and Detection Group and other support units to be deployed to United Nations Peacekeeping missions whenever their services are needed. The PNP-FPU shall be self-sustaining, multi- skilled and fully equipped to provide the United Nations Civilian Police with adequate operational and security support. fr 5. The Special Action Force shall have a Training School to perform the following functions: a. Conduct training for Public Safety Basic Recruit Course (PSBRC), SAF Commando Course (SAFCC), and other specialization courses like Airborne (BAC), Urban Counter-revolutionary Warfare Course (UCRWC), Explosive Incident Counter- measures Course/Tactical Explosive Entry Course (EICC/TEEC), Basic Underwater Search and Rescue Orientation Course (BUSROC), Sniper Course, Emergency Medical Technician Course (EMTC), Special Counter-insurgency Operations Unit Training (SCOUT), and Instructors Training and Management Course (ITMC); b. Conduct 1SO training in neighboring provinces like Laguna, Batangas, Cavite and Rizal; c. Respond to emergency situations whenever requested by other units of the PNP, especially Civil Disturbance Management (CDM) and Search and Rescue Operations in times of disaster; d. Conduct Police Community Relations activities; e. Develop and revise training doctrines to further improve and standardize the training of all SAF troopers on basic and specialized courses; and provide quality training and education and a pool of qualified and competent instructors; f. Conduct training inspections and periodic general knowledge examination and/or school evaluation; and g. Perform other tasks as directed by Director, SAF. 6. The Police Commissioned Officers and Police Non-Commissioned Officers assigned in the field shall satisfy the mandatory requirement for SAF Foundation Course (COMMANDO) or its equivalent training from the AFP, such as: Scout Ranger Course; Special Forces Courses; Force Recon, and the like. The SAF personnel who have not completed the SAF Foundation Course or its equivalent shall be detailed to the Base Police Unit (BPU) to perform sentinel and facility maintenance duties. 8. The qualified personnel from the PNP Health Service, Communications and Electronics Service, Engineering Service and other support units shall be placed on detail to the SAF in the exigency of the service. 9. The issuance of this General Order is in accordance with the vested powers of the Chief, PNP under Section 26 of Republic Act No. 6975.
