Topic Agenda : Ensure The Distribution of
Vaccines Evenly To Face Global Pandemic

Background
As quoted from the World Health Organization (WHO), the Corona virus comes from Coronaviruses (CoV)
which causes diseases ranging from the common cold to more severe ones such as Middle East Respiratory
Syndrome (MERS-CoV) and Severe Acute Respiratory Syndrome (SARS-CoV). Meanwhile, Novel
Coronavirus (nCoV) is a new strain that has not been previously identified in humans. Corona virus is
zoonotic, meaning it is transmitted between animals and humans. According to investigations that have been
carried out, SARS-CoV was transmitted from civet cats or better known as civets to humans and MERS-
CoV from camels to humans. However, some Corona viruses are also known to circulate in animals that
have never previously infected humans.Vaccines are a product of substances that are inserted into the human
body and this will stimulate the immune system in the human body to finally be able to protect and protect
the human from the disease that is being fought in this case the Covid-19 corona virus.Vaccines to ward off
diseases caused by a new type of corona virus, COVID-19, are hope for every country exposed to this
deadly disease. COVID-19 is still hitting almost all countries in the world. Some countries are even reported
to have entered the second wave of the pandemic.

Past Action
Developing countries, including Peru, in fighting COVID-19 depend on early detection and prevention to
contain COVID-19 before it becomes a pandemic that the government cannot handle. Peru has been firm in
implementing COVID-19 prevention and handling measures. This must be done by Peru because COVID-19
can be a deadly disaster for a country with a limited health system. To handle Covid-19 patients, Peru has
brought in medical equipment such as masks, hazmat suits, testpacks, disinfectant booths, and ventilators
from various countries, especially China. One of the programs carried out by the Peruvian state is to hold a
COVID-19 immunization program. Peru launches its COVID-19 immunization program with China's newly
arrived Sinopharm vaccine. The COVID vaccination program with a Chinese-made vaccine began as the
South American nation struggles to contain a second wave of the virulent coronavirus that has forced a
lockdown in the capital Lima. Health workers in Peru started the program in the intensive care unit of the
Arzobispo Loayza Hospital in Lima where medical staff were scheduled to receive the first 300,000
doses. .Peru, mired in a political crisis last year, initially lags behind its wealthier neighbors and has locked
down deals on supplies of a COVID-19 vaccine. But since then Peru has signed vaccine supply agreements
with the US-based vaccine producing countries Pfizer, the Anglo-Swedish company AstraZeneca and
Sinpoharm. In addition, Peru is also scheduled to receive a COVID vaccine through the World Health
Organization's COVAX. Peru also plans to immediately begin immunizing one million officers, police and
military personnel.Peru launched a national vaccination campaign against Covid-19 in February, with
frontline health workers prioritized for vaccination. The Ministry of Health recently reported a 98%
reduction in mortality among fully vaccinated doctors.

Possible Solutions
1. Equal acces for all
Director General of the World Health Organization (WHO) Tedros Adhanom Ghebreyesus since
June has said that the recovery of the condition of countries around the world could occur faster if the
COVID-19 vaccine was available to all citizens. The corona vaccine as a global public good must be
accessible to everyone to ensure that everyone has equal access to this vaccine product.
2. Supervision of vaccination distribution
Maintain supervision of vaccination distribution activities to ensure vaccine delivery covers or
reaches the target population in a country. In addition, mitigation efforts need to be made to prevent
the circulation of fake vaccines or blank vaccines.
3. Administration of vaccines to high-risk countries
For the administration of vaccines, priority should be given to high-risk countries. Because it can
reduce COVID-19 cases in other countries. In addition, we must ensure that people who travel from
high-risk countries must meet requirements such as complete vaccination.
