CASE STUDY # 8

GIFT GALORE

The ethics and morality of giving and receiving gifts at work can be most of time, confusing. In
this case, both Adora and Josie have strong arguments regarding the policy implemented by the
Civil Service Commission about receiving any kind of gift, directly or indirectly and the possible
repercussions or problems in the future.

In my humble and honest opinion as someone who has worked in the hospitality industry,
receiving gifts and tips from our regular patrons or customers is a huge compliment to our
service. It shows their appreciation for the quality of work and service we provide them while
staying at our place of work. If their action of gift giving is based purely out of appreciation then
I find no issue or problem about gift giving in the government. If, however, their supposed “gift
giving” is given in anticipation of or in exchange for something like a favor, then it violates one
of the eight norms or R.A. 6713 which is “COMMITMENT TO PUBLIC INTEREST” and goes
under one of the prohibited acts and transaction of the said R.A. where under no circumstance
shall a Public Official and Employee solicit or accept, directly or indirectly any kind or form of
gifts which may lead to favors or do something in exchange for the gift they have given.
Therefore, it is always encouraged to exercise caution when accepting “gifts” from those who
avail the service of your office. If you are not certain about the intention of the gift bearer, just
politely decline the gift and thank them for their sentiments.
