Local 241 Fallen Angels

REPORT OF THE PRESIDENT B/A

KEITH D. HILL
SEPTEMBER 2021

Below is my report for month of September 2021, presented to the

Executive Board on September 29, 2021.

CONTRACT TALKS:
➢ This month’s negotiation session went as well to be expected. The Union is still only faced
with two proposals that are rejected. This administration truly understands and can’t wait
to finalize this for all the hard-working Brothers and Sisters that sacrifice themselves every
day.

➢ To dispel this rumor!!! We have not had a conversation about a bonus since March, our
proposal still stands on the table at this point. The wage proposal is a joint proposal and
will not be discussed without 308 our Sister Local. We are at the point in negotiations
where we are only dealing with items that deal with Local 241.

➢ This administration is working hard to bring this membership another contract with no
losses or givebacks. WE HAVE NOTHING TO LOSE OR NOTHING TO GIVE!

FIRST TRANSIT:
The members of First Transit have voted and approved their contract by 89%. I would like to thank
the members of First Transit for believing in Local 241 and trusting us to deliver a contract that
brings their quality of life up to par and ahead of their other counterparts. I would like to thank
Marqueal Williams, ABA of Maintenance for allowing me to push the issues, for following my lead,
for pushing issues with me and hammering this contract home in three meetings. I commend you
and I thank you.

➢ This tentative agreement is historic in nature, not only were there no give backs to the
company, but it provides for increases in wages and improvements in benefits, including
more paid holidays and sick days. It provides an average increase in wages for workers of
approximately 20%, which members will receive during the two-year period, August 1,
2021 to July 20, 2023 or more than 6% on average per year over the life of the contract.

REPORT OF THE PRESIDENT B/A

SEPTEMBER 2021 (CONT.)

FIRST TRANSIT (Cont.):

➢ The most important, I repeat the most important part is Local 241 has negotiated its fourth
contract that we can say we have no losses or give backs. Let’s keep this moving forward
for all bargaining in the times to come.

SAFETY:
➢ Security remains one of the most important issues of this administration. The safety of all
members: CTA, Pace and First Transit is top on the list of this administration. The month of
September has brought on another round of talks about our safety as we do our jobs. The
conversation about things on the bus as well as new ideas off the bus, talks and pressure
about the shield that encloses the operator are very heavy and both parties agree that it is
a must.

➢ The Union believes that this shield is a must have for our safety, the shield would prevent
anyone from reaching or spitting on an operator. The new shield would have all operators
full protected and enclosed; I will keep the members updated on when we can see them
being installed on buses.

➢ Also, this month we talked about the silent alarm and its effectiveness. Far too often we
push the alarm and no help comes, the help comes too late or they end up in the wrong
place.

➢ CPD and CTA think, once the alarm is pushed, we should sit in one spot!!! Local 241 is
totally against this and do not recommend this!!!

➢ Sitting still makes us a bigger target or will elevate a situation. I expressed that with all the
technology that is in the world, you mean to tell me they can’t find a moving bus. The
Union has a few suggestions for this. We are requesting that maybe once the alarm is
pushed the middle marker light turn into a strobe light to identify that the operator needs
help on the bus. I’m not big on the other choice, but will ask the members their opinion.

➢ The destination signs to say operator needs help can alert the police but could also bring
unwanted attention to a situation. Both parties are still reviewing this option.

➢ President Biden passed a bill that ties federal funding to safety and asked all public agencies
to form a committee with the Unions. This committee has been established and will start
meeting biweekly in October. A report will be given on a monthly basis and if you are having
a concern, please reach out to the Union so we can address this in our meetings. Safety
will remain a major focus of this administration.

REPORT OF THE PRESIDENT B/A

SEPTEMBER 2021 (CONT.)

79TH AND COTTAGE:

➢ Starting with the winter pick of 2021, the Brothers and Sisters of 77th Street garage will be
making a relief on 71st and Cottage for their safety. This has been a battle a few years in
the making, the change has been made.

➢ The recommended way of travel is the redline to 69th, at that point you can either take the
#30 or the 71st which will give the operators two buses to take to the new relief point.
More details will be coming to the 77th Street garage members next month.

RETIREES PENSION:
➢ I’m proud to say once again this administration has held the rates for our most vulnerable
members, our retirees on healthcare. The retirees will not see any increase in price for the
fourth year in a row. We have heard the voices of the retirees asking for no increase.

➢ This task is challenging and as the fund now is over $2 billion dollars plus for the first time
ever in the history of the fund. Also, this administration after learning about the hidden
cost of indexing can proudly say that cost was held as well so that it is another savings to
our retirees.

➢ Both Local 241 and 308 retired members with 26 to 30 years of service or have 25 to 29
pensionable years in this area, both Locals have well over 2000 members combined in this
area. This group of retirees will see a decrease in premiums of $72 dollars from $279 to
$207 giving them $72 dollars back in their pockets. I would like to thank all my 241 Trustees
and 308 Trustees for keeping the fight and protecting our retirees.

➢ Also, I would like to inform the members of Local 241, they will not see a pension increase
in 2022 and also the RHCT will be going down to 1% from 3%. For both groups, we still have
a long road ahead of us to fix many problems in some form, just work with this
administration as we tackle these items.

EXPEDITED AND PRE-ARBITRATION & LABOR CHARGES:

➢ In the Month of September, Local 241 held an Expedited Arbitration to address grievances.
The Local took over (60) grievances winning (46) in some form by way of the arbitrator.
This administration will keep addressing the grievances and keep working to reduce the
amount of time members must wait to be heard.

➢ Upon taking office we had a back log going as far back as 2002, I can proudly say we have
come within a 5-year window and hopefully will cut that down two years by this time next
year.

EXPEDITED AND PRE-ARBITRATION & LABOR CHARGES (Cont.):

➢ Pre -Arbitration was also held in the month of September taking over (15) cases, winning
(9), please welcome our (9) Brothers and Sisters back to work.

➢ Labor charges in the month of September, we had four (4) cases dismissed and two (2) new
case brought against the Local.

PACE NORTHSHORE:
➢ I’m still waiting on PACE to get back to the Local with dates to start contract talks. Both
parties have indicated that they are ready to start.

➢ Also, the Local is still waiting to have an election on the property to fill the slot of steward
for Northshore.

PACE WEST:
➢ PACE has indicated they would like to start negotiations towards the end of October so the
Local will still be taking proposals for a few more weeks, so please get yours in.

➢ We will also be trying to have a meeting to present them to the members, if it is safe to do
so with Covid. Also, I need members to check their check stubs and make sure they are
being paid correctly.

Misc:
➢ Brothers and Sisters please stop allowing CTA and PACE to mark up your work record. Over
the last month I have done a few hearings and handled discipline in all locations. When
they call you in the office on a compliant, please, stop the interview and request the Union.

➢ We are having a few issues with payroll and seven-day sick claims, please reach out to the
Union.

➢ Brothers and Sisters please record everyone that board your bus that’s PACE and CTA
ridership, this will play a role in the future and it will help or hurt us.

➢ We as operators must do a better job of looking out for each other and working better
together, we are all we got on the street.

➢ For the next month, let’s work on being one band, one sound and one group as we are each
other’s keeper. Let’s be safe and call the Union if you need help.

REPORT OF THE PRESIDENT B/A
KEITH D. HILL
SEPTEMBER 2021 (CONT.)

Last week we suffered a terrible loss of 3 Sisters/Members of Local 241. Sister Rosia Evans and
Sister LaQueenia Williams of 103rd Street garage and Sister Quinidra Wilkerson of Forest Glen
garage. We would like to express our deepest sympathy and condolences to all. Let’s keep the
families as well as the members at both garages lifted in prayer.

In Solidarity,

5
REPORT OF THE PRESIDENT B/A
KEITH D. HILL
AUGUST 2021

Below is my report for month of August 2021, presented to the Executive

Board on September 15, 2021.

FIRST TRANSIT:
➢ In the month of August, Local 241 started contract talks with First Transit Group. I am
excited to report that a tentative agreement for a new contract has been reached with
First Transit. It was the hard work of your committee and the support of membership
that allowed this contract to be achieved.

➢ This tentative agreement is historic in nature, in that not only were there no give backs
to the company, but it provides for increases in wages and improvements in benefits,
including more paid holidays and sick days. It provides an average increase in wages
for workers of approximately 20%, which members will receive during the two-year
period, August 1, 2021 to July 20, 2023 or more than 6% on average per year over the
life of the contract.

➢ The most important, I repeat the most important part is that Local 241 has negotiated
its fourth contract that we can say we have no losses or give backs. Let’s keep this
moving forward for all bargaining in the times to come.

PACE WEST:
➢ As we prepare to go into contract talks, I would like the members of PACE to think about
a few things. I think the time is right to challenge the National Safety Board. I haven’t
seen one case that has made an impact or changed the position of the company when
dealing with an accident. We need to put management in a position to evaluate
accidents differently and address rules that are outdated and do not fit the streets we
drive on. The configuration of the streets is different, are smaller, are more congested
with other obstacles than cars. This is something I would like members to think about
and come up with ideas please.

1
REPORT OF THE PRESIDENT B/A
KEITH D. HILL
AUGUST 2021 (CONT.)

PACE WEST (Cont.):

➢ The next major fight would be to enhance the pension benefit for our members. This
might be something we need to work on in a few different angles. We might have to
seek the help of Springfield; we need members from PACE West to help in traveling
down state and to help explain why this is so important to us the worker. The
opportunity that is in front of us now, is at the contract table to ask for this. Although
I came in on the tail end of negotiations a few years ago this was a topic we addressed
and was met with strong resistance! Local 241 is ready for this fight and any resistance
and needs the members to be ready.

➢ Members, please look over your paycheck stub, we are seeing a large increase in
problems with payroll. If you have a problem, please reach out to the Union so we can
assist and correct the problem.

PACE NORTHSHORE:
➢ Local 241 is still planning to hold an election for steward in the upcoming months if
Covid and restrictions lighten up, so please lookout for the bulletin.

➢ Also, we are waiting on dates so we can start negotiation for the members of
Northshore.

➢ We are also working on scheduling a labor management meeting soon.

CTA:
➢ Contract talks are moving, Local 241 has had a few breakout sessions.

❖ The Local held a breakout session with the help of the International to assist
our Brothers and Sisters in Maintenance. We put on a presentation to the
CTA that I think was great and straight to the point of what our Brothers and
Sisters need.

➢ Also, had to deal with an ongoing problem, every time a holiday approaches the CTA
tries to make the SCP work the holiday at straight time instead of giving them the day
off, this is the fourth time we’ve had to step in and address this issue, hopefully this will
be the last.

➢ Also at the table, the Local has put fourth several contract proposals and only two have
been rejected at this time. The goal of this administration is to have this wrapped up
by the end of the year. This administration feels the members deserve something soon
and deserve it now and will keep working to get them what they deserve.

2
REPORT OF THE PRESIDENT B/A
KEITH D. HILL
AUGUST 2021 (CONT.)

PRE-ARB AND EXPEDITED ARBITRATION:

➢ The month of August, the Local did not hold a pre-arb but will hold it in the month of
September as the Local look forward to bringing Brothers and Sisters back to work.

➢ The Local also held Expedited in the month of August we discussed sixty (60) grievances
winning forty-three (43) in some form and losing seventeen (17) by way of an
arbitrator’s award.

➢ Also, we had one new labor charge filed against the Local and four (4) charges
dismissed.

SECOND MEDICAL OPINION:

➢ As the members know we have been going back and forth with the CTA over second
and third opinions. It came to the Local’s attention that the CTA had all of a sudden
stop paying members for attending these appointments. The fact is, they made a few
members go on their off day and refuse to pay them, this is wrong and against the law.
After a meeting with CTA and the CTA admitting that they had all of sudden stop paying
members, the Union demanded they compensate members. Not only is this against
the law, it harms a practice the CTA has been doing for years. The law says “the
company must pay you mileage and all expenses” but most important, the CTA had
already established a practice. After a few meetings we are working on getting them
to uphold the practice but most important slowdown on sending members. We have
a few follow up meetings in September I will keep all posted.

RELIEF POINT:
➢ As safety remain a big focus of this administration, we have been looking at a few
reliefs, the 79th and Cottage Grove relief point we think need to be moved for the
safety of the members. After looking at a few options we’ve come up with a few;

❖ 95th and the Red Line is a choice

❖ 35th and Indiana is a choice
❖ 71st and Cottage Grove is also a choice

➢ With these choices given to CTA, they came back with their usual excuses of budget
and the impossible story. The Local is in favor of all of them but is leaning towards the
71st and Cottage Grove move. Please be on the lookout as we move forward and will
hopefully have a definite answer in the next month for the members.

3
REPORT OF THE PRESIDENT B/A
KEITH D. HILL
AUGUST 2021 (CONT.)

COVID MANDATE:

➢ In the month of August, the CTA presented to the Local a mandatory vaccine policy
requiring that all employees become fully vaccinated by October 25, 2021. They say it
is based on health and safety considerations and health and safety is a mandatory
subject of bargaining. Is there evidence that masking and social distancing and testing
hasn't worked to prevent the spread of the disease? The Illinois Supreme Court in the
Central Cities emphasized that bargaining need not be protracted to satisfy the law.

➢ The rule for teachers is get the vaccine or undergo weekly testing. Classrooms and
buses are equally crowded, and classrooms have whole swaths of under 12 students
who are not vaccinated. Why not the same deal for us? After the meeting we still had
more questions and a feeling of how unfair this is to be imposing this on our
membership. The Local will keep the members up to date as this develops.

Keith D. Hill

For the month of August, I was assigned to assist the North Park garage to do the
discipline as well as assisting the other northwest and south side garages, assigned
by President Keith Hill and corresponding with other 1st Vice President duties.
SLEEP APNEA
The officers and myself are receiving a lot of calls from the members about sleep
apnea, stating that the sleep apnea machines are on back order. That is negative, I
spoke with to the Leave Management and was told to tell the members to go back
to Concentra and get another company for the machine. Please do not let them
keep you off work, because you won’t get paid for it. Contact Leave Management
if you have any more questions: Deshone Maddox at (312)681-2253.
FMLA
The Local is still receiving a lot of discipline on members that are not calling CTA
and the Reed Group to report FMLA. They are calling that falsification. So please
make both phone calls and keep a record of it!
EXTRA BOARD
A lot of members are calling the office complaining about the Extra Board. Some of
the complaints are valid and some are not violations. CTA is holding a lot of runs in.
That is not a violation and we are checking a few garages at the moment and will
stop it, if there are any violations. We will keep the members informed and please
don’t be scared to contact the union.
HARD DRIVES
I have been looking at a lot of hard drives, finding that management is charging
members on emotions and not the CTA rules. If you feel that the accident was not
your fault by the way of S.O. P’s, please file a grievance.
EXPEDITED/PRE-ARBITRATION
I attended Expedited and Pre-Arbitration along with President Keith Hill and 2nd

SEPTEMBER 2021 REPORT

I would first like to give thanks to our Creator. Whom is

called by many names. I hope you and your families are
in good health and in the best of spirit.
As the 2nd Vice President, I have the responsibilities to represent the Local and
its Members assigned by President Keith Hill.

COVID-19 Pandemic/Vaccine:
I have continued to help our members throughout this Covid-19 Pandemic. For
all of Local 241 members especially with pre-exiting illnesses, please take care
of first yourself and family’s members. Please Local241 members fill out your
request for “Religious Exemption/and or Medical Accommodation” related to
the Covid-19 Vaccine.
▪ Q. How can the unvaccinated person cause a new variant when their
body has not been exposed/tampered with?
▪ A. According to Dr. Malone these new vaccines seem to usher the new
variants into the cells instead of keeping them out, because of something
called antibody-dependent enhancement (ADE). Also research from Israel
has shown that natural immunity is 27 times more effective against the
SARS-Cov-2 variants than the Pfizer so-called vaccines. Right now, the
predominant variant is the Delta and CDC Director Walensky said, these
vaccines have no ability to prevent transmission of Delta variant. Please
investigate for yourself there is always more than one side to a story.
This mandatory vaccine is causing a major division throughout the Unions,
workforce and the entire world.

Step II Grievance Meetings:

I am continually resolving grievances and the Step II level.
Bullying and Harassment
I intervened in several disputes; AP 1601 Bully Harassment EEOC this also
applies to Management. There are General Rules on horseplaying, name calling
and the use of profanity language is not permitted.

Discipline Hearing at CTA Headquarters:

I also attended a discipline hearing at 567 W Lake St., Chicago Transit Authority
Headquarters with Union Steward Michelle Townsend-74th Street garage.

Contract Negotiation:
I attended Contract Negotiation with President Keith Hill, 1st Vice President
Woodrow Eiland, ABA Maintenance Marqueal Williams and myself 2nd Vice
President Tanno Muhammad.

Drug Hearings:
During September 2021 drug hearings, I found that this is a trying time as we
continue to hear about the death toll increasing in the United State of America.
The Drug Policy has not changed, you cannot come to work with Marijuana,
Cocaine, Methamphetamine, etc. in your system.
▪ 5 Drug Cases:
3-Entered into SAP (Substance Abuse Program)
2-Resigned

September 2021 Pension Meeting:

▪ Pension fund 2.8 billion, member contribution is 13.324%
▪ HCTrust 857 million, members paying 3%

Condolences:
Members of Local 241, please keep the families and co-workers in prayer for the
loss of our Sisters Rosia Evans, Quinidra Wilkerson and LaQueenia Williams.

you and your families and friends are in the best of health and in good spirit.

As the 2nd Vice President, I have the responsibilities to represent the Local and its members
assigned by the President.

I also visited 77th, 103rd, 74th, North Park, Chicago Avenue, Kedzie, Forest Glen garages as well as
PACE Southwest and PACE West properties. I assisted the several discipline hearings, discharges
and accident cases along with grievances.

Prayers go out to the Brother of Chicago Avenue garage for a speedy recovery.

FREEDOM, JUSTICE AND EQUALITY

Dear Brothers and Sisters,
Greetings, my name is Tanno Muhammad, I’m speaking as a Union Vice President and a dues
paying member. We have a voice and freedom of choice. We have worked hard for a company
through the Pandemic, putting our lives on the line daily and now we have been given an ultimatum.
I know if we stick together and remain pro-choice, our freedom today will be our children and
grandchildren freedom tomorrow. We can not let anyone take away our freedom. This so-called
government, that is supposed to be a democracy (Pro-Choice) has turned out to be a dictatorship.
Remember Brothers and Sisters of Local Union 241, United We Stand or Together We Fall. To
allow one member to lose their livelihood is one too many. I am begging for all Local 241 members
to stand together for freedom of choice, equality and justice for all. It might be me today, but think
about what the future holds for all of the generations to come.
Scientist are not really sure how to treat this virus, I am and you are a human being and not
experimental animals. For the Chicago Transit Authority and the so-called government wanting
some foreign substance injected into your bodies, that is criminal. Please read, study and do not just
listen to the television (telling lies to your vision).

STEP II GRIEVANCES MEETINGS:

I attended several Step II meetings during the month of July at CTA Headquarters-567 West Lake
Street, Chgo. IL. I was able to resolve many grievances at the Step II meeting.

EXPEDITED ARBITRATION:
We took 60 cases; Won 43 cases and lost 17 cases, with no cost to the membership.

PRE-ARBITRATION:
We’re continually bringing our members back to work, out of 15 cases we returned 9 members.

DRUG HEARINGS:
This month the drug hearings seem to have soared higher than before with the COVID-
19/Pandemic, which has brought about anxiety and depression. Our members have been trying to
cope with the loss of loved ones, schools closing, no babysitter and etc.…… If you are in need of
help, please, please, please reach out to
the EAP (Employee Assistance Program) -(888) 371-1125 for assistance!!!!
The EAP was established in part so that the employee who recognizes that he/she has a drug use
and or alcohol misuse problem may have an opportunity to receive treatment and rehabilitation.
❖ 2-Shy Bladder: 1 brought back to work and working on the other.
❖ 3-Resigned.
❖ SAP (Substance Abuse Program).
❖ 2-Discharged.
❖ Also attended PACE Southwest drug hearing with ABA Marqueal Williams.

PENSION MEETING:
Pension Fund is over 2-billion dollars. Members are contributing 13.324% funded.

I leave you as I came in Peace and Paradise,

Tanno Muhammad
