6. The academic committee of SKILLMART had its annual meeting on June, 2017 in Addis. In the
meeting, Bahirdar Campus Dean of Skillmart reported that there was a rise of demand for its
programs in Bahirdar though there was a high rate of attrition rate in the previous years. Hence, the
committee decided to have a trip for 15 days (From Sep1- Sep15, 2017) to visit Bahirdar branch of
SKILLMART. However, before the final decision and approval of the finance, the management was
asked to provide a proposal to the board of SKILLMART on the relevance of the visit. The aim of the
visit was to evaluate the performance of Bahirdar Campus and to share their experience. On their
way to Bahirdar, they were also planning to visit Dalas NGOs and sign a MoU to work together to
improve the quality of education. They also had a plan to visit Gondar and make a need assessment
to check the existence of demand for project management, analysis and evaluation program.
In addition, they had also a plan to visit historical and natural heritages in their way. Hence, the
academic director of SKILLMART called for proposals for tour and travel agents who are supposed to
arrange transportation, bed and mill for 15 days for 6 staff. Only ABC Tour Company responded to
the request for proposal and requested Birr 50,000 per person. After getting the document from
ABC Company, the academic stream committee of SKILLMART wrote a proposal to the board. The
board investigated the document presented and also made cost benefit analysis and allowed the
trip and assigned the academic dean of SKILLMART as a manager for this project with a budget of
400,000. Based on the agreement, the project team sat and prepared a detailed project
management plan. Although they planned to stay 15 days, due to public unrest, they were forced to
stay for more than 30 days after having a discussion with the board of SKILLMART. During the public
unrest, they have also lost some of their documents. Even though there was an extension on their
visits, they were not able to compile the need assessment at Gondar town. Moreover, during their
stay at Bahirdar, they failed to collect information from students. Finally, they returned to Addis on
October 4 and submitted a final report on October 10 for the board of SKILLMART.
