AFFIDAVIT OF JUSTIFICATION/EXPLANATION

I, DAVIDSAMUEL T. ALCABEDOS, 59 years old, American Citizen, married to

Marina Baptista Tabbuac, with residence address at 640 Lyyski Street, Sparks, Nevada
89431 USA, after having been duly sworn to in accordance with law, do hereby depose and say
that:
1. I am a natural born Filipino citizen by birth;
2. I lost my Filipino citizenship when I was naturalized as a citizen of the United States of
America in March 14, 2014;
3. I would also like to retain and reacquire my Philippine citizenship under Republic Act
No. 9225.
4. As requirement for my petition with the Bureau of Immigration, I have executed my
Oath of Allegiance on March 30, 2021, under Doc No. 279, Book No. 56, Page No.
XXVII Series of 2021 before Notary Public Ronnie R. Rapanut;

5. My Oath of Allegiance was not taken before the Bureau of Immigration Legal Officer in
Metro Manila because I am not allowed to travel to Manila due to the declaration of the
Inter Agency Task Force on Emerging Infectious Diseases placing the National Capital
Region under Enhanced Community Quarantine (ECQ) and, likewise, the declaration of
the Provincial Government of Ilocos Sur placing the same under Modified Enhanced
Community Quarantine (MECQ) prohibiting non-essential travels outside Ilocos Sur.

Moreover, my Oath of Allegiance was not taken before the Bureau of Immigration Legal
Officer in Metro Manila because the first available open date when I tried to make an
online appointment with the bureau was May 27, 2021 already and I will no longer be in
the Philippines by that time since my departure date for the United States of America is
scheduled on May 12, 2021. Hence, I cannot personally appear before and file my
application for Petition for Retention/Re-Acquisition of Philippine Citizenship under
R.A. 9225 with the Bureau of Immigration.

6. That I am executing this affidavit to attest to the truth of the foregoing and for
whatever legal purpose this may serve.
