CHAPTER 1
INTRODUCTION

Industrial Attachment was introduced to inspire the students with practical, technical
skills in real life.

The training time allows the students to link the theoretical skills and principles learned
in class to serve the institutions and society in general and thus equipped with practical
skills and work environment philosophy. Due to the above reasons, NATIONAL YOUTH
SERVICE has organized a period of training in any institution on a choice of students to
provide every student an opportunity to apply the skills and knowledge achieved during
the course of study and to acquire new skills in managing relationship and carrying out
the jobs assigned. This is the reason why I came to Nairobi City Hall to be trained in
order to get practical skills.

1.1 HISTORY OF THE ORGANIZATION

The Nairobi City County is charged with the responsibility of providing a variety of
services to residents within its area of jurisdiction. These include the services that were
hitherto provided by the defunct City Council and the ones that have been transferred
from the national government.

The former includes Physical Planning, Public Health, Social Services and Housing,
Primary Education Infrastructure, Inspectorate Services, Public Works, Environment
Management while the latter include Agriculture, Livestock Development and Fisheries,
Trade, Industrialization, Corporate Development, Tourism and Wildlife, Public Service
Management.

HOST ATTACHMENT DEPARTMENT

2.1 MAIN FUNCTIONS OF THE ORGANIZATION


The Information, Communication, and E-Government Sector functions include the
following:-
 Maintenance of reliable and efficient LAN/WAN connectivity network, including
upkeep of the servers, LAN/WAN; ensuring all computers are correctly setup and
have the most updated service packs; implementation of network applications and
updates.

Strict measures are taken to ensure minimal downtime of the County’s systems.
Scheduled backups are carried out making loss of data failure from system failure or
otherwise hard.

Providence of network security services; including upgrades and patches of the office
applications, ensuring a virus-free network environment by implementing timely and
continuous updates of anti-virus files.

Prepare and review specifications for ICT systems and equipment; install and/or oversee
the installation and extension of the LAN and computers as need be in the office.

Provide documentation of all network services such as network topology, files structure,
cabling layout, backup procedure in place.

Provide adequate user support on office applications and ICT equipment usage, and liaise
with ICT-Services section on training needs. In addition, maintain optimal performance
of communications networks and computer based systems and related equipment and
maintain an accurate and up-to-date inventory of ICT equipment.

2.3 DUTIES AND RESPONSIBILITIES OF THE KEY PERSONNEL IN THE
ORGANIZATION
a. Director ICT
 Leads and motivate the ICT team, making sure they deliver the County’s
requirements.

Create and reviews a relevant, up-to-date and forward driven vision for the ICT
sector and the County’s E-government.

Collaborates with other staff to develop the county’s ICT and E-government
vision.

Carefully balances the use of resources, both internal and external, through
careful scheduling, control and management of hardware and software provisions.

Ensure ICT and E-government developments and new software/hardware are fit
for purpose, and deliver the intended benefits.

Makes sure all computer systems and procedures uphold confidentiality and
security, by seeing that they go in line with best practices, and adhere to high
standards.

Make a significant contribution to the strategic direction, management and culture


of the whole Nairobi City County.

b. Deputy Director ICT


Develops policies that ensure maximum effectiveness and minimum downtime of
IT systems.

In charge of making sure that all systems are operating most efficiently and are in
accordance to best standards.

Assist in developing and implementing short and long-range plans, conceptual
designs, and capital outlay (budget) requirements and documentation for assigned
areas.

Ensures smooth running of bids and contractor choosing, and work done later.

Provides solid plans on the development and upholding of the County’s mission.

Ensures non-conflicting inter-department communications

c. Assistant Director ICT Strategy Projects & E-Government

Heads the ICT department and oversees its day-to-day running.

Implements management board decisions.

Sees that the organization's core business succeeds.

Reviews and recommends infrastructure’s tenders and contracts.

Evaluates systems to gauge their success.

Maintains extensive documentation of the County’s technological infrastructure


for efficiency in the department’s operation.

d. Assistant Director E-Government


Works hand in hand with ICT Offices in planning and executing projects, while
ensuring that the correct product specification, direction and resources is given to
the Software team. He also ensures realistic time-lines while meeting deadlines.

To turn functional requirements into detailed specifications, which then are


implemented into re-usable implementations.

Demonstrate leadership abilities through timely software upgrade and keeping of


strict schedules.

Help ICT offices successfully troubleshoot and fix technical problems.

Monitor individual employee’s performance.

e. Assistant Director Information Security
Responsible for a working and reliable network in all departments.

Analyzes the County’s intranet and in charge of upgrades.

Assesses organization’s current and future network needs.

Ensures that the County's network is using required standards.

Leads and directs ICT officers.

f. Assistant Director Infrastructure


Analyzes computers, servers, routers and any other ICT hardware component and
recommends upgrades or changes.

Maintains records and specifications of all computers being used in all the
departments of the organization.

Assesses organization’s current and future computer needs.

Leads and directs the work of ICT officers.

g. ICT Officers
To provide ICT related services to all departments of the Nairobi City County.

To provide maintenance to all ICT assets located in the other departments.

To solve ICT related issues in all Nairobi City County departments.

CHAPTER THREE
EVALUATION OF THE ATTACHMENT PERIOD

3.1 Discussion of the weekly activities


The ICT department of the NAIROBI CITY COUNTY, which I was attached is divided
into three sub-sections namely; the Hardware section, the Network section, and the
Software section.
At the beginning of my attachment, my main objective was to gain experience in every
sub-section’s daily activities. At the end of my attachment period the main objective was
achieved.
These are the daily activities I carried out during my attachment period at the ICT
department of the Nairobi City County: -
3.1.1 Network Troubleshooting

The NAIROBI CITY COUNTY, network infrastructure is well laid. However, few
problems arise and require IT staff assistance. Such problems include IP address
conflicts, faulty cables, and issues with network devices such as switches and routers. To
address these problems, I was engaged in terminating new patch cables, testing their
suitability and immediate replacement where necessary. I was also engaged in IP address
conflict resolution. This process entailed running ipconfig /release *con* command to
reset conflicting IP address connection. In addition, I also configured IP addresses in new
machines and those that would lose the configuration with time, a task that involved
inputting IP address for the machine, default gateway address, and preferred DNS server
address. Lastly, network devices such as switches and routers would lose connection due
to factors such accidental unplugging of network cables, power failure, or loss of
configuration settings. As a result, I used to check the connectivity to ensure that no cable
is unplugged or restart the device. However, I used to do re-crimping of the Ethernet
cables using RJ45 where I noticed damages, on rare cases routers were reconfigured but
under the direction and supervision of the supervisor. There was also pulling of cables to

connect them to the switch, backbone is used to connect network from one switch to
another.
3.1.2 PC and Hardware Maintenance and Troubleshooting
This is another task that I was actively involved in; it involved installation of network
printers and sharing them among several users. Troubleshooting printers included
removal of paper jam, replacement of cartridges, and replacement of printer drivers. In
addition, I installed new operating systems such as windows XP, 7, 8, 8.1 and 10 to
machines, replaced faulty devices such as hard discs and VGA, and faulty power cables.
Further, I repaired faulty boot sectors using a hard disc running a similar operating
system or using bootable CDs and choosing repair option to repair corrupt operating
systems

3.2 CHALLENGES ENCOUNTERED AND SOLUTIONS

Challenges encountered included:

 No clear work schedules since devices have scheduled time of breaking down.
This, of course being common in IT, was countered by being always alert and
ready to jump into action, armed with the required tools.

Uncooperative staff in other departments, which was calmly solved by being


patient and hearing them out. Most were just frustrated from troublesome devices,
and cooperated after being heard out.

3.3 RECOMMENDATION

The following are some recommendations:


The period of practical training is not enough for the students to acquire all the
necessarily skills and knowledge needed, therefore NATIONAL YOUTH
SERVICE should try to increase the period, or make it frequent, requiring
students to get attached several times during the 3 years.

To the students, they have to be serious and follow well their training because the
training will help them in their future working life.

The institution should equip students with more practical skills to enable students
apply them during their industrial attachment period.
It was observed that in the information technology field practical concerning the
hardware part is necessary as I had to repair electronics during my attachment. I
therefore recommend the institution to come up with hardware classes to help the
students in their future work life

3.4 CONCLUSION
I would like to thank Nairobi City County for offering me this chance to acquire enough
knowledge in various aspects that include networking, application installation,
troubleshooting, PC maintenance and repair. Through the attachment period, what
initially seemed daunting soon became manageable. Further, through the attachment I
have gained valuable insight, new concepts and different work scenarios that I have never
been exposed to before. Lastly, attachment has offered a wonderful chance to understand
usefulness of ICT, its nature and value.
