SOCIO-ECONOMIC PROFILE, 2019

MUNICIPAL HISTORY

D Umaran was once a part of the Municipality of Araceli from 1903 up to 1960. The place was created as a municipality on June
18, 1961, under Republic Act No. 3418. The first settlers in the municipality of Dumaran came from the Municipality of Cuyo.
The early settlers from Cuyo landed in Dagman in 1875 in search for food and a root crop locally known as “ corot”, which they
find delicious when properly prepared. Bernardo Aborot, Felipe Umblas, Bruno Reino and Juana Heredero were believed to be the
original settlers. Later on, more people from Cagayancillo and Cuyo came and they decided to form a barrio. But they were short of five
families to qualify as such so they recruited five families from Calandagan, which was also then in process of organization. Likewise, in
another barrio, Juan Casenas and his group of settlers combined forces with the Paguntalan and Palces families of Barrio Lagman to
form what is now Barangay San Juan. On the other hand, the Tagbanuas founded Barrio Bacao half a century ago. Again, the Cuyunos
like the Argulles family came in settled down for good. This barrio was the headquarters of “Company B’ under Lt. Felipe Batul, a school
teacher, then its commanding officer.

LOCATION AND LAND AREA

The Municipality of Dumaran is located between 10⁰34 east longitude, sharing common boundaries on the south by Lancan Bay, on the
north by Pali Island, on the east by the interiors of Barangay Itangil and on the west by the Sulu Sea. It is 131.2 nautical miles from
Puerto Princesa City and 54.5 nautical miles from the Municipality of Roxas, the nearest commercially active municipality. Dumaran has
a total land area of 55, 327.08 hectares. It represents 3.7 percent of the province’ total land area and is compose of 16 barangays.

TOPOGRAPHY, SOILS AND CLIMATE

About 71.00 percent of the land area of the municipality is located in mainland Palawan while the rest is part of Dumaran Island. The
portion within the island is distinctly different from the mainland area with respect to contour. The island consisted mainly of low hills
of not more than 150 meters elevation while the mainland are mostly comprised of high hill and mountains. Flat lands are limited both
in extent and occurrence. Flat lands are found in relatively small patches along the coasts and in minor stream valleys.

The soils of Dumaran have been investigated only on a broad, reconnaissance level of survey of the Bureau of Soils in 1960 and in 1979.
Based on these surveys, the following soil types are Babuyan Silty Clay Loam, Coron Clay Loam, rough Mountainous Land, Beach Sand
and Hydrosol.

The climatic condition of Dumaran falls with Type 1 classification. The dry season is from March to June while the wet season is from
July to December.

WATER RESOURCES

There are three major river systems in the municipality: The Ilian River that can be used for domestic and agricultural purpose; the Leget
and Abo Rivers that empty in Sabang Bay and Leget Point. The tributaries of these three major rivers are the major sources of potable
water and water for agricultural uses.

A total of four waterfalls were reported in the area. The highest is the Umalongay Falls having a height of 600 feet. There are three
natural springs namely: Ilian, Lagoyloy and Itangil Spring. In terms of coastal water resources, the shoreline of Dumaran are covered
with coral reefs which can be hazardous to navigation vessels but very favourable to the maintenance of marine life within the area. The
most extensive reefs are found between Avenanamatan and Masinge Point. Between these two points, the coral reefs even extend to
more than three kilometres from the nearest shoreline.

DEMOGRPAHY

Based on the 2019 CBMS survey result, Dumaran have a population of 20,345 distributed among the 2,961 households with an
average of 4 persons per household. Of the total population, 52.00 percent are male while 48.00 percent are female.

Going down at the barangay level, Barangay Sta. Teresita recorded the highest number of inhabitants with 2,914, followed by
Barangay Danleg with 2,219, while the sparsely populated barangay is Barangay Calasag with only 359 inhabitants.

ECONOMY

Agriculture is the major economic activity of the municipality followed by fishing and trade and industry. Major crops are
planted are palay, corn, coconut and cashew, while livestock and poultry meat production are still very much below to meet the
nutritional requirement of the population.

EMPLOYMENT

Employment rate in the municipality during the year 2019 was reported at 93.61 percent, a little bit lower than the provincial
average of 95 percent.

UNEMPLOYMENT

The percentage of unemployed persons with ages 15- years old and above in the municipality stood at 7.51 percent. This
proportion was found higher compared to the provincial standard of 5 percent.

NATURE OF EMPLOYMENT

Most of the employed persons in the municipality are working either on short-term, seasonal or casual basis with 51.76 percent
while those on the permanent basis is only 37.98 percent, while on the other hand, those who worked on different jobs on a
day to day or even week to week basis is only 6.73 percent.

ENTRPRENEURAL ACTIVITY

Based on the 2019 CBMS survey result, it reveals that majority of the households in the municipality were engaged in crop
farming and gardening with 60.66 percent, followed by those who are into livestock and poultry industry with 52.85 while only
23.47 percent of the total households were engaged in fishing activity.

More than half (52.58%) of the total households in the municipality have income below the poverty threshold during the year
2019. This 2019 proportion ratio was much higher compared to the provincial standard of only 11.2 percent

SUBSISTENCE INCIDENCE

Based on the 2019 CBMS survey result, the only 35.46 percent of the total households in the municipality have income below
the food threshold.

At the barangay level, Barangay San Juan posted the highest proportion ratio of households in subsistence incidence with 63.41
percent; while on the other hand, Barangay Bacao has the lowest with only 15.00 percent.

As for the house ownership, Table 8 shows that 62.75 percent of the households in the municipality own their houses, 21.04
percent are living on their own houses, rent free lot with consent of the owner while only 0.91 percent are renting house and
lot.

POWER

As of present, the electricity in the municipality is being provided by NAPOCOR and distributed to the power consumers by the
Palawan Electric Cooperative. The proportion of households with access to electricity was reported at 99.16 percent or 2936 out
of 2961 total number of households.

INFORMAL SETTLERS

Based on the 2019 CBMS survey result, only 8.75 percent of the total households in the municipality are recorded as informal
settlers. Majority of those squatters can be found in Barangay Calasag with 41 households (57.75%).

Almost 66.53 percent of households in the municipality used light material for most of their walling structure; while only 16.78
percent used concrete walling materials and those households using mixed but predominantly salvaged materials accounted for
only 1.82 percent.

ROOF TYPE

Majority of the households in Dumaran used light materials in their roofing construction with 55.83 percent; while the
proportion ratio of households using strong materials accounted for 30.33 percent and only 1.25 are constructed with mixed but
predominantly salvaged materials.

percent; followed by shared faucet CWS with 20.36 percent while only 0.03 percent depends on unprotected spring.

ACCESS TO SANITARY TOILET

The proportion of households with access to sanitary toilet in Dumaran was reported at 11.42 percent as per 2019 CBMS survey
result. This proportion ratio of 2014 was lower than the national average of 15.00 percent and that of regional average of 20.30
percent.

67.75 percent; while those using water-sealed, other depository own use was reported at 7.63 percent and those households

BASIC EDUCATION AND LITERACY

ELEMENTARY EDUCATION

Out of 23544 boys and girls with ages 6-12 years old, 582 or 16.42 percent are not attending elementary school. At the
barangay level, the highest proportion of children not attending elementary school can be found in Barangay Sto. Tomas with
33.33 percent, while Barangay Calasag was the lowest with only 10 percent.

SECONDARY EDUCATION

Out of 1880 persons with ages 13-16 years old, only 381 or 20.27 percent are not attending secondary education.

At the barangay level, Barangay Culasian posted the highest proportion rate of persons with ages 13-16 years old not enrolled
in the secondary education with 34.21 percent, followed by Barangay Ilian with 28. 03 percent. On the other hand, Barangay
San Juan has the lowest with only 14.04percent.

LITERACY

The illiteracy rate among persons with ages 10 years old over in the municipality was reported at only 3.6
percent.

Going down at the barangay level, it reveals that Barangay Itangil had the highest proportion of illiterate
persons with 5.95 percent and Barangay Sta. Maria posted the lowest with only 0.4 percent.

malnourished children with 1816.33 percent; followed by Barangay Catep with 16.04 percent while the lowest
proportion rate was recorded by Barangay Sta. Teresita with 0.56 percent.

CHILD DEATH

The proportion of child death with ages under five years old in the municipality was posted at 0.16 percent or
only 3 child death out of the total of 1887 children.

Santa Maria recorded the highest child mortality rate with 0.10 percent or 2 children while child death in
Barangay Tanatanaon was only 0.06 percent or 1 child.

CAUSE OF DEATH

Based on the 2014 CBMS survey result, it shows that Diseases of the heart and tuberculosis are the primary
cause of death in the municipality during the reference period with both recorded three numbers of deaths.

Persons with Disability

There are 248 or 1.27 percent individuals who have disabilities in the barangay. Most of them are from Barangay Santo
Tomas with a proportion of 3.15 percent, followed by Barangay Itangil with 2.48 percent. The highest proportion of disability

There are 11 individuals or .06 percent that were identified as victims of crime. Most of them were from Barangay Tanatanaon
with 7 individuals or 0.39 percent followed by Barangay Santa Teresita and Barangay Poblacion with 2 individuals respectively.
The crimes committed were reported as follows 5 were victims of rape, 3 were theft, 2 physical injury and 1 robbery.

The municipality has one post office and one Provincial Radio Communication Service (PRCS) that provides communication line
between Dumaran and the outside municipality and other countries. With the advent of modern technologies like mobile phone,
internet and other high technology gadgets, communication within and outside the municipality becomes more easier than
before.

At present, shuttle vans and buses plies the route of Puerto Princesa to Barangay Sta. Teresita, then from Sta Teresita
motorized pumpboats service the island in going to Poblacion Dumaran and to other neighbouring municipalities.

I. INTRODUCTION
 

The indigenous peoples in the Philippines are defined by the


Indigenous Peoples‟ Rights Act (IPRA) of 1997 as: “A group of
people or homogeneous societies identified by self-ascription and There are no accurate figures on the population of indigenous

The services of barangay enumerators were also engaged. A


team of 5 to 6 residents per barangay were trained in filling up
the questionnaires and geotagging the households and
household members.

The result of the survey was encoded in spreadsheet


applications and SPSS software for statistical analysis and
ArcMap GIS software for geographic profiling.

4.1. Household Profile

A. Population Size
 

 Sta. Teresita is the most populated with 2462 persons and 502 households.
 Calasag is the least populated with 71 persons and 278 households.
 

A total of 18799 surveyed population in 4256 households in the Municipality of Dumaran in this survey. Table 1 shows
the distribution of the respondents by barangay.

B. Age Distribution

 Majority of the surveyed population in the barangay falls under the age range of 0 to 14 years old.

The distribution of the surveyed population according to age is as follows: 0-14 years (children) 6840 or 36 percent, 15-
24 years (early working age) 3675 or 19 percent, 25-54 years (prime working age) 6124 or 33 percent, 55-64 years
(mature working age) 1197 or 7 percent, 65 years and over (elderly) 963 or 6 percent. Refer to Table 2.

The age structure of a population affects a community's key socioeconomic issues. Communities with young populations
(high percentage under age 15) need to invest more in schools, while communities with older populations (high
percentage ages 65 and over) need to invest more in the health sector. The age structure can also be used to help
predict potential political issues. For example, the rapid growth of a young adult population unable to find employment
can lead to unrest.

C. Sex Distribution

 There are around 3 % more males than females in the municipality.

Gender-wise, the respondents in the barangay are composed of 9550 males representing 51 percent of the population
and 9249 females representing 49 percent. Refer to Table 3.

surveyed population are elementary graduates, while thirteen
(8) percent of the population have no education. Almost half
of the work force (15 to 64 y/o) are elementary
undergraduates.

As to educational attainment, Table 4 shows that 7496 members (40.6 percent) consider themselves as elementary
undergraduates, including those in daycare and kindergarten / preparatory school, while 2411 members (13.02
percent) consider themselves as elementary graduates. High school undergraduates and graduates are numbered
at 4370 and 2077, placed at 23.70 percent and 11.25 percent, respectively. College graduates rank last in
proportion with a total of 780 members (4.23 percent). College undergraduates and those who have availed of
vocational/technical training are reported at 1327 or 7.2 percent. See Table 4.

Among the work force or those within the 15 years old and above who did not finish elementary education is
at (1.60 percent). Among the work force, or those within the 15 to 64 year-old age group, 3.3 percent have
finished elementary school.

E. Marital Status

 Single and married population of marriageable age (10 y/o and above) comprised 60 percent and 19 percent,

aged 0 to 14 years old. Married respondents take up the next proportion (36 percent), corresponding to almost one
fourth of the population of marriageable age, or those aged 10 years old and above. Unmarried respondents living
together follows at 8percent, while widowed respondents at 2 percent. Least are respondents who are separated from

A. Household Composition LIVING-IN SINGLE

 Household members are largely children and women.

The average household size among surveyed households is four (4) members, with an average of two males and two
females per household. It can also be noted that children constitute a large percentage (53 percent on average) in the
composition of surveyed households. What is evident across all sitios barangaywide is that more than two-thirds of the
individual population of the surveyed households belong to the combined sector of Children and Women.

B. Senior Citizen/Elderly Group

 There are Senior Citizens in the Municipality of Dumaran,

There are 1,365 individual senior citizens in the surveyed households. Gender-wise, males senior citizens are more
than the female senior citizens by 3 percent.

In terms of age, 41 percent belong to the 60 – 65 years old age group, 40 percent are within 66 – 75 years old, 15
percent are within 76-85 years old, and 4 percent are within 86 and above was surveyed in the barangay. See Table
7.

D. Economic Activities/Sources of Income

 Respondents are engaged in communication, Social Recreation and Presonal Services.

The surveyed households source their income primarily through farming/forest product gathering (28 percent) or
in wholesale or retail selling (6 percent). ( 1 percent) of households are involved in mining and quarrying
industry; 4 percent in construction industry; 41 percent in fishing; 6 percent in livestock and poultry; 1.00 percent
in Manufacturing and 1 percent in Communication, Social, Recreational and Personal services. See Table 9.

E. Housing Features

 72.00 percent of the surveyed households are vunerable.

Twenty Eight (28) percent of the households surveyed are living in houses made of strong materials and 39 percent
of the households surveyed have roof and walls that are totally made of light materials (cogon, nipa or bamboo).
Around 29 percent are built with mixed but mostly light materials and around 4.00 percent are either mixed with
mostly makeshift or totally makeshift materials. Based on these data, 72 percent of the surveyed households are
considered to be vulnerable to natural/man-made disasters as they used light construction materials and/or makeshift
materials on the roofs and outer walls of their housing units.

4.1.3 Access to Government Programs/Services

A. Water and Sanitary Toilet

Majority of the households get their water from the dug wells with 58.26 percent, only 14.92 percent of
households uses owned faucet, 13.89 percent uses shared faucet, 1.27 percent used own tubed/piped
deep well, and 2.44 percent still collect water from lakes, rivers, and rain. Also at 1.27 percent are
households buying water from refilling stations/peddlers.

23.53 percent of households have no toilet facility in the barangay. Sixty percent (60%) of surveyed
households have their own toilet facilities while 6.02 percent uses other depository own use. Five
percent (5.0%) of household who is using dug holes with cover as toilet.

B. Electricity

Around 37.00 percent of households in the barangay are using Solar Home Systems it was followed by
households connected to PALECO at 17 percent. Thirteen percent (13%) are using generator set.
Households using battery are at 5.0 percent and 29 percent are using other sources like (gasera, etc.)

C. Health Insurance

About 41.00 percent of the 1727 total surveyed households have no health insurance. Of these, 21 percent in
Itangil, 13 percent in Bohol, 11 percent in Ilian and 9 percent in Sta. Teresita.

D. Social Pension

About 56 percent of the 1365 identified senior citizens in the barangay are receiving social pension. The other 44
percent still have not receive any social pension. Most of them are located in Barangay Bacao, Barangay Sta.
Teresita and Barangay Itangil with 165 members, 158 members and 140 members respectively. .

E. Pantawid Pamilyang Pilipino Program (4Ps)


 

There are 1572 (37 percent) of the 4256 surveyed households have access to the Pantawid Pamilyang
Pilipino Program (4Ps) of the Department of Social Welfare and Development. These households are mostly
found in Barangay Itangil ( 157 households) and Barangay Bacao ( 154 households) Barangay Tanatanaon
( 154 households). The other households are located in Brgy. Sta. Teresita ( 152 households) and Barangay
