Chapter 1

PROJECT AND ITS BACKGROUND

Project Context

Barangay Katipunan is one of the 142 barangays of Quezon City. Its current
population is 2.936M and counting. This pandemic, the Barangay encountered
problems with regard to their Health Information Records. Although the Barangay
contains records of their constituents in Microsoft Excel, it is still difficult for them
to process the different transactions in the Barangay specifically the health records
of the residents. Currently, the Barangay Health Worker who is the in-charge of the
maintaining and monitoring the health records of the constituents, depends only
on logbook and pre-printed forms to keep the medical records of the patient in the
Barangay. When visitation of Doctor and the Nurses in the Barangay, as health
monitoring purposes, the Barangay Health Workers is confronted with bulk of
documents containing the diagnosis, and prescription of the visiting Doctor. The
Barangay Health Worker need to organized the records manually for safe keeping.
In this case, records of Child Health Record, Maternal Record, and Household
Record, Doctors Intervention, Quarterly Visit, and Schedule Appointments must be
categorized in order to determine what sort of records will be needed in the next
visit of the Doctor.
In terms of report preparation, the Barangay Health Worker need to record
the diagnosis to the pre-printed form and at the end of the day, the Barangay Health
Worker needs to enter the records to the computer using Microsoft Excel in each
category. Reports such as Child Health Medical Record, Maternal Record, and
Household Record, Doctors Intervention, Quarterly Visit, and Schedule
Appointments are being prepared and hard copy are produced for filing and
submission purposes. This cycle is repeated quarterly every visit of the Doctor or
Nurses.
The tedious process experienced by the Barangay Health Worker, triggers the
researchers to propose a project title: Barangay Health Management system in
order to provide a solution to the Barangay in dealing with their health records.
Health information systems serve multiple users and a wide array of purposes that
can be summarized as the generation of information to enable decision-makers at
all levels of the health system to identify problems and needs, make evidence
based decisions on health policy and allocate scarce resources optimally. Data
from different sources are used for multiple purposes at different levels of the
health care system. The individual data about the patient's profile, health care
needs, and treatment serve as the basis for clinical decision-making. Health care
records provide the basis for sound individual clinical care. Problems can arise
when health workers are overburdened by excessive data and reporting demands
from multiple and poorly coordinated subsystems.

Purpose and Description

The purpose of this project is to provide solution to Barangay Katipunan current


situation in handling and managing residents’ Medical Records. The development
of the system in this project provides an effective tool in managing the different
health records in the Barangay such as: Child Health Medical Record, Maternal
Record, and Household Record, Doctors Intervention, Quarterly Visit, and
Schedule Appointments
The Web-based Barangay Health Management system contains the
following major functionality with their description:
• Database Management. This module allows the administrator of the
system manage the database system. Updates and modification of
information of the residents are done in this module.
• User management. This module allows the administrator to manage the
user who will use the system. Assigning of authorized users are done in this
module.
• Medical Record. This module contains medical information of the residents
in the Barangay.
• Resident’s Profile. This functionality caters the different household in the
barangay, it includes medical records of mother, child, adults and senior
citizens.
• Schedule Appointments. This module handles the schedule and
appointment of daily, monthly or quarterly check-up of the residents in the
Barangay. The resident can also generate printed copy of the schedule by
accessing their portal.
• Resident’s Portal. The resident’s portal allows the residents of the
Barangay access their medical records using their mobile phone, laptops,
or desktop computers. They can also print the medical records from the
barangay.
• Reports. This module is for the report generation. The system is capable of
recording all medical transaction in the Barangay. The reports are easily
generated such as individual medical records, daily, monthly and quarterly.
The system can also generate report of the daily, Monthly and Quarterly
Schedule of the patient. List of residents per purok and the entire barangay
can also be generated.

Objective of the Study

The This project aims to design, develop and Implement Barangay Health
Management System for Barangay Katipunan, Quezon City. Specifically, the
proponent aims to:

1. Identify the different functionality of the system for the:

o Administrator (Barangay Health Worker) to:


▪ Manage User
▪ Update Database of the system
▪ Manage the Resident’s Information
▪ Manage Medical Records
▪ Manage Schedule of Checkup
▪ Generate Reports
• Individual medical records
• Daily, monthly and quarterly medical reports
• Daily, Monthly and Quarterly Schedule of the patient
• List of residents per purok and the entire barangay
o Doctors to manage and generate reports the medical records of the
residents in the barangay.
o Resident users to access and generate medical records using their
Portal.

2. Evaluate the system using Software Product Quality (ISO 25010) as


perceived by users’ acceptability with respect to:
• Functionality
• Performance Efficiency
• Usability
3. Develop an online Health Management System
4. Test the system’s functionality
5. Implement the Online Health Management System

Significance of the Study

City Health Unit. Monitoring of the health condition of the residents is very
significant to the City Health Unit. It provides them a comprehensive report of the
health status of the residents in the barangay. Using this medical record, the City
Health office can plan, strategize, and prepared for making a decision to improve
the health status of the Barangay

Community Health Team in the Barangay. Using the system, the


Barangay Health Worker, can directly input the medical information of the resident
of the Barangay. It will also minimize the cost of generating multiple forms used for
the recording the diagnosis of the patient.
Residents of the Barangays. Using the system, the residents become
aware of the schedule and make an appointment in the Barangay by accessing
their own portal using the system through the use of their laptop, desktop and
mobile phone.
Researcher. This research endeavor generates novel knowledge and
innovative technology that improves their professional well-being and contribute
for the betterment and welfare of the society as a whole.
Future Researchers. The output of this research serves as the basis for
the future researchers to improve the current technology being develop for
enhancement. It also provides them with a comprehensive information that can
help them improve their research undertakings.

Scope and Limitation

The system is consisted of four users: Barangay Health Worker (BHW),


Doctor or Nurse, and the Residents of the Barangay. Each user has a different
level of access to the system. The BHW is the administrator of the system is the
Barangay. The BHW is the in-charge of the monitoring health condition of the
residents in the Barangay, and scheduling of the quarterly visit of the doctors,
Midwife and other health related transaction. The administrator can access all the
transaction in the system. The following are the functionality of the system with
respect to their level of access.

The System will be developed using PHP as the interface of the user to
the system. The database of the system is MySQL serves as the repository of data.
The system is an Online Medical Health Office Management System that uses
three layers of architecture. The Application layer, Data layer and the Presentation
layer. The system can be accessed by the users through web browser and requires
internet connectivity.
