Guidelines
All of the above will serve as the Analysis or Research Survey of the Area.

1.) First question is – What do we have?

Answer the following sub-questions
 What in these existing/actual conditions are the Strength, Weakness, Opportunity and Threat
(SWOT Analysis)?
 What in these existing/actual conditions needs improvement and development?
 What in these existing/actual conditions are under utilized and over utilized?

2.) Second question is – What do we want? (Identify the applicable and best plans for development.)
3.) Third question is – How do we do what we want? When? (Implementation Plan and Time
Table/Schedule)

Make recommendations.
