SAFETY PLAN AND EMERGENCY PROCEDURE

We have received the Universal MEP Projects & Engineering Services Limited Contractor Orientation.
We agree to comply with all safety rules and requirements for my assignment and work area. We
understand that there are general and specific safety requirements regarding work at UMPESL and this
program has introduced both requirements to me in a general introduction.
The company we work for we will ensure all provided guidelines with instructions and training for
specific safety requirements. I have been appropriately trained, qualified, and instructed by our client to
safely perform my assignment at project site.

Contractors
Roles & Responsibility
Follow EHS rules instructed by management through EHS department/Site management.
Follow EHS code of practices.
Participate in the tool box talk; EHS meeting conducted by SSO / Site Engineer.
Perform every work in safe condition.
Ensure PPEs are provided to worker (working under him) as required and worn the same.
Must not create unsafe environment.
Keep the work place clean & hazard free.
Follow safest work procedure
Deploy Site EHS Supervisor / Steward as per the requirement.
Authority
Ensure PPEs is worn by every workmen working under his supervision.
Stop the work if unsafe condition prevails.

Accountability
Incidents occurred due to his/her violation of EHS requirements.

EMERGENCY PROCEDURES
Emergency procedure shall be followed as per the directives of UMPESL emergency
response plan.
GENERAL:
1) Raise an alarm
2) Do not panic
3) Do not run
4) Move continuously towards the assembly point
5) Close the doors behind you
6) Do not use lift
7) Contact your emergency controller
Do not re-enter the site to collect personal belonging without clearance from the
emergency procedure.

11.0Site safety rules


1. No workers below 18 years and above 50 years of age shall be engaged for a job.
2. All workers shall be screened before engaging them on the job. Physical fitness of the
person to certain jobs like working at height or other dangerous locations to be ensured
before engaging the person on work. The final decision rests with the site management to reject
any person on the ground of physical fitness.
3. Smoking, drinking of Alcohol & Drugs is strictly prohibited at workplace.
4. Contractors shall ensure adequate supervision at workplace. They shall ensure that all
persons working under them shall not create any hazards to self or to co-workers.
5. No one is allowed to work at or more than two-meter height without wearing safety harness
belt and anchoring the lanyard of safety belt to firm support preferably at shoulder level.
6. All general Personal Protective Equipments (PPEs) like safety shoes, safety helmet (with chin
strap), safety goggles, safety harness & job specified PPE’s shall be arranged before starting the
job as per recommendation of site HSE in charge
7. Everyday toolbox meeting shall be conduct by concerned engineer / supervisor.
8. All excavated pits shall be barricaded and barricade to be maintained till the back filling is
done. Safe approach to be ensured into every excavation and caution boards shall be
provided. Especially in road cutting area ensure additional safety precautions.
9. During night work adequate illumination of workplace shall be ensured before starting the job.
10. All the dangerous moving parts of the portable / fixed machinery being used shall be
adequately guarded
11. Proper approach shall be provided in excavated area. Ladders being used at site shall be
adequately secured at bottom and top. Ladders shall not be used as work-platforms
12. Erection zones and dismantling zones shall be barricaded and nobody will be allowed to stand
under suspended load.
13. Horseplay is completely prohibited at workplace. Running at site is completely prohibited,
except in case of an emergency.
14. Sleeping below of the Vehicles & Excavators strictly prohibited.
15. Material shall not be thrown from heights. If required, the area shall be barricaded and one
person shall be posted outside the barricade for preventing the trespassers from entering the
area. Use safety nets & ensure same are clean regularly.
16. Other than the electricians, no one is allowed to carry out electrical connections, repairs on
electrical equipment or other jobs. Competent electricians (License holder) shall be engaged.
17. Ensure there is no joint in power cable which is exposing in working area.
18. Power supply shall be taken through Earth Leakage Circuit Breakers (ELCB) of 30-mA
sensitivity.
19. Inserting of bare wires for tapping the power from electrical sockets is completely
prohibited.
20. All major, minor accidents and near misses to be reported to Site In charge / HSE
department.
21. All scaffoldings / work-platforms shall be strong enough to take the expected load. The
width of the working platform and fall protection arrangements shall be maintained as per
recommendation of HSE department. Tag system should be followed strictly.
22. All tools and tackles shall be inspected before use. Defects to be reported immediately.
Ensure 3rd party certificate for all lifting tools & tackles and machineries.
23. Good housekeeping to be maintained. Passages shall not be blocked with materials.
Materials like bricks shall not be stacked to the dangerous height at workplace. Stacking of rebar
must be barricaded.
24. It is prime duty to ensure that work place is free from rubbish & garbage. Provide dust bin
wherever required.
25. Debris, scrap and other materials to be cleared from time to time from the workplace and at
the time of closing of work every day. Proper waste disposal should be ensured.
26. Ensure gas cylinders are secured from falling. Use trolley. Gas cylinders shall not have rolled on
ground horizontally. Inspect the condition of hoses. Leak test to be done before starting of the
work. Ensure Cutting sets are in good condition. Ensure Flash back arrestors are being used in
both the end that is at torch end & at cylinder end.
27. Use standard machine for cutting rebar. Use face shield / goggles while working with
grinding / cutting/ drilling machine.
28. Adequate firefighting equipment shall be made available at workplace and persons are to be trained
in fire fighting techniques with the co-ordination of HSE Coordinator
29. All the unsafe conditions, unsafe acts identified by contractors, reported by site supervisors and /
or safety personnel to be corrected on priority basis.
30. Monthly HSE meeting shall be conducted with HSE department
31. No children shall be allowed to enter the workplace
32. First aid box shall be available at all working places & vehicles
33. Drinking water for workers shall be provided at all working areas
34. Ensure the work permits if applicable
35. Right man for right job should be followed strictly.
36. Follow road safety guidelines while transportation of materials
37. Other than the Driver/ operator, no one shall travel in a tractor / cranes etc.
36. Maintain health & hygienic conditions at labor accommodation. Ensure food waste is
properly disposed.
37.Ensure every labor attended health check up by site doctor.
38. Disciplinary action would be taken by the management if violation is found.
