CONSTITUTION AND BYLAWS
The first Constitutions and bylaws done by establishers of IFMSA-PS, supervisors and officials,

The IFMSA-PS Constitution
1. Name / Seat
1.1. The official name of the organization is
IFMSA - Palestine, (IFMSA stands for:
International Federation of Medical
Students` Associations).
1.2. The official abbreviation shall be IFMSA
PS
2. Nature
2.1. The organization is an independent
association of medical students in
Palestine including West Bank and Gaza.
3. Principles
3.1. The federation pursues its aims without
political, religious, social, racial, national,
sexual or any other discrimination
3.2. The federation promotes humanitarian
ideals among medical students and so
seeks to contribute to the creation of
responsible future physicians
4. Objectives
4.1. The goal of the federation is to serve
society and medical students in general
and in Palestine in particular:
a. Empowering medical students in using
their knowledge and capacities for the
benefit of society.
b. Providing a forum for medical students in
Palestine with other medical students
throughout the world to discuss topics
related to individual and community
health, education and science and to
formulate policies from such discussions.
c. Promoting and facilitating professional
and scientific exchanges as well as
projects and extracurricular trainings for
medical students, thereby sensitizing
them to other cultures and societies and
their health problems.
IFMSA-PS Constitution and Bylaws,
d. Providing a link between medical
students, associations, national and
international organizations, and to
encourage the co-operation between
them for the ultimate benefit of society.
e. To take part in all IFMSA activities and
to represent Palestine in IFMSA activities
and meetings.
5. Members
5.1. The Organization is composed of
members, hereinafter also referred to as:
full members, associate members and
Alumni Members.
5.2. All medical students inside Palestine are
considered as Associate members and
the student himself decides how much
active he wants to be in IFMSA.
5.3. All the members have the right to take part
in all IFMSA-PS activities, projects and
exchanges.
5.4. IFMSA-PS full members are the only ones
who have the right to vote in officials`
elections and in Executive board elections
or to candidate for them and as described
in the bylaws.
5.5 Full members are members who have
signed in one of the committees and have
been active in IFMSA or IFMSA-PS, or
have been in Executive Board or as
IFMSA-PS Official.
5.6 Alumni members are the full members
who have been accepted by officials and
Alumni because of there great work
history in IFMSA-PS.
6. Executive Board
6.1. The organization shall be managed by the
Executive Board. The Executive Board of
the association is composed of at least
three persons. The full members elect
them and appoint one of the Executive
Board members as President, one of the

Executive Board members as Secretary
General and one of the Executive Board
members as Treasurer.
6.2. The Executive Board is elected for a one
year period.
6.3. The Executive Board is entitled to officially
represent the organization.
6.4. The Executive Board can delegate tasks to
other persons, but it will remain
responsible for these tasks at all times.
6.5. An Executive Board member will cease to
hold office:
a. At the end of his term;
b. By a written resignation;
c. By his death;
d. By removal from office by court in
cases provided for in law.
e. By removal from office by supervising
council and Alumni members.
6.6 Executive Board elected for a year starts
their work on the 1st of November of that
year and finishes the work on the thirty
first of October of the next year.
7. Supervising Council
7.1. The Supervising Council supervises and
advises the Executive Board and other
IFMSA-PS Officials, and has the right to
dissolute the organization and to cease
Executive Board member as in bylaws.
7.2. The Supervising Council is composed of at
least 3 persons. The supervisors should
include a doctor representing the medical
Palestinian college council in Al-Quds
University, and one representing FQMS
(Foundation of Al-Quds Medical School)
and a member of Alumni who is elected
by Alumni members and he is not an
official or executive board member in the
IFMSA-PS at that moment.
7.3. Supervising Council could include post
graduate students from Alumni members
who had experience in IFMSA and
worked as IFMSA-PS official or Executive
Board member at least for one year, but
they shouldn`t be from the executive
board or a standing committee national
officer of IFMSA Palestine at that time.
7.4. The Supervising Council has the power to
overrule decisions of the Executive Board
for important reasons as described in the
Bylaws of the association.

7.5. The Supervising Council has the power to
suspend any Executive Board member or
and any IFMSA Official.
8. Standing Committees, Divisions,
Projects and Working Groups
8.1. A Standing Committee works to benefit a
specific field of interest. The activities of a
Standing Committee shall be continuous.
8.2. A Standing Committee consists of a
standing Committee Director and the
medical students working in the fields of
interest within IFMSA-PS in the
committees that our NMO is member of
them.
8.3. Officials council determines whether to be
a member or withdraw our membership of
a Standing Committee and then proved
by Executive Board. Then announced
according to IFMSA bylaws.
8. 4. IFMSA-PS Standing Committees are:
a. The Standing Committee on Medical
Education (SCOME)
b. The Standing Committee on
Professional Exchange (SCOPE)
c. The Standing Committee on Public
Health (SCOPH)
d. The Standing Committee on Research
Exchange (SCORE)
e. The Standing Committee on Refugees
and Peace (SCORP)
8.5 As we are part of IFMSA and aim to
achieve its goals; IFMSA-PS standing
committees are similar to those in IFMSA.
Standing committee on Reproductive
Health & AIDS (SCORA) is currently
under SCOPH and this is valid unless
SCORA is established nationally.
8.6. In order to regulate the practical internal
management of a standing committee, a
Standing Committee can have internal
Standing Orders. The Standing Orders
have to comply with the Constitution and
Bylaws of IFMSA and IFMSA Palestine.
And as IFMSA bylaws the standing
committees are represented for IFMSA by
the National Representatives of the
IFMSA-PS participating in the respective
Standing Committee.
8.7. Changes in Standing Committees at the
international level are applied
automatically on the national standing
committees, except if the national
executive board or officials sent different
recommendation, the bylaw changes

regarding this will be submitted by the
Alumni, or by the Executive Board with
approval from the Alumni, this doesn't
need to go into votes or to wait up to the
National Assembly.
9. Officials
9.1 An IFMSA-PS official is a person elected by
the IFMSA-PS full members, or appointed
by the Executive Board, or a person
having an official position in IFMSA.
9.2. All IFMSA-PS Officials have to work
according to the IFMSA and IFMSA-PS
Constitution and Bylaws of the two
organizations.
And have to promote the principles and
objectives of the organization.
9.3. All IFMSA-PS Officials have to present an
activity report to the IFMSA-PS members
in the meeting for elections (National
Assembly) for the coming year.
9.4 IFMSA-PS official has to send the report
requested from IFMSA committees
directors on time, in case of any delay or
malpractice from the officer; IFMSA-PS
Supervising council and Alumni council
have the right to remove the officer and to
appoint another person to do his job up to
the time of elections.
9.4 Officials elected for a year starts their work
on the 1st of November of that year and
finishes the work on the thirty first of
October of the next year.
10. IFMSA-PS Alumni
10.1. IFMSA-Palestine Alumni is the reference
and the highest decision maker in the
following cases:
1. If IFMSA Palestine existence is
threatened.
2. If the IFMSA Palestine Executive Board is
not working properly or contravene the
bylaws of IFMSA or IFMSA Palestine.
3. If there is any risk that IFMSA Palestine
may loose their membership in IFMSA.
4. If there is any internal conflict in IFMSA
Palestine.
5. If the supervising council is not working
according to the bylaws.
6. If IFMSA Palestine is not working for the
goals it was established for.
10.2 The Alumni supervises and advises the
Executive Board and other IFMSA-PS
IFMSA-PS Constitution and Bylaws,
Officials, and has the right to dissolute the
organization and to cease Executive
Board member as in bylaws.
10.3. The Alumni is composed of Al-Quds
Medical school students including West
Bank and Gaza who had been working in
IFMSA as officials, or in IFMSA Palestine
as Executive board or national officials.
The Alumni members should not be an
executive board member at that time.
In each year Alumni should have a
representative from FQMS (Foundation of
Al-Quds Medical School) in its body.
10.4 The Alumni members should elect the
Alumni council every three years, Alumni
council is consisted of four persons; an
Alumni Director, Supervising council
member, Training Support Director,
Projects Support Director.
10.5 The Alumni Director will facilitate the work
within IFMSA Palestine Alumni members
and will be the representative of Alumni in
IFMSA Palestine.
10.6 Alumni supervising council member will be
part of the supervising council as listed in
the bylaws.
10.7. Any member wants to be in IFMSA
Palestine Alumni has to apply for that by
official application. The member will be
accepted after the Alumni council accept
his application and he should not be a
member in the IFMSA-PS Executive
board at that time.
10.8. The Alumni has the power to overrule
decisions of the Executive Board for
important reasons as described in the
Bylaws of the association.
10.9. The Alumni with the Supervising Council
has the power to suspend any Executive
Board member or and any IFMSA
Palestine Official.
11. Finances
11.1. The income of the Federation is
composed of contributions of members,
subsidies, gifts, legacies and other
contributions.
11.2. The contribution shall be fixed by
Executive Board, officials of IFMSA-PS
and National Assembly yearly.
11.3 The financial year of the Federation runs
from the first of November up to and
including the thirty first day of October of
the next year.

11.4. Annually, the Executive Board shall

report at the yearly meeting the
developments and the pursued policy in
the association. It submits the accounts
and the statements of assets and
liabilities for approval to the members'
annual meeting (National Assembly).
11.5 These documents shall be signed by all
members of the Executive Board; if the
signature of one or more of them is
lacking, this shall be disclosed, stating the
reasons thereof.
Approval by the Officials, Supervising
Council and Alumni of the documents as
referred to in this paragraph, discharges
the Executive Board for its management,
unless the Alumni members make a
reservation.
11.6. The Executive Board are responsible for
all financial actions of the association.

12. Amendments to the Constitution

12.1. Amendments to the Constitution have to
be decided upon by National Assembly
with two thirds majority at a meeting in
which at least one third of the full
members are present or represented and
to be agreed by supervising council and
Alumni members.

13. Bylaws
13.1. To regulate matters not described in this
Constitution the federation has Bylaws.
The Bylaws have to comply with this
Constitution. Amendments and changes
to the Bylaws have to be decided upon by
the full members.

14. Dissolution
14.1. The dissolution of IFMSA-PS shall be
decided by the full members by three
quarter majority and to be agreed by
supervising council and Alumni members.
14.2. A proposal for dissolution shall be
sending out to all members at least six
months before the beginning of the
General Assembly meeting of IFMSA.
The proposal shall be sent out by
registered mail and official paper.
14.3. Any funds remaining at dissolution will be
spent according to the objectives of the
association to an institution of general
benefit.

The IFMSA-PS Bylaws
1. Name of the organization
1.1. The official name of the organization is
IFMSA - Palestine, (IFMSA stands for:
International Federation of Medical
Students` Associations).
1.2. The official abbreviation shall be IFMSA
PS
2. Language
2.1. The official language of IFMSA-PS is
English internationally and Arabic and
English nationally.
3. Mission Statement
3.1 Our mission is the same of IFMSA which is
to offer future physicians
comprehensive introduction to global
health issues. Through our programming
and opportunities, we develop culturally
sensitive students of medicine, intent on
influencing the transnational inequalities.
And we add to IFMSA mission ours which
is" to empower future physicians with a
sense of social responsibility locally and
globally. And to encourage the spirit of
international cooperation with other
medical students worldwide and to
increase health awareness among
Palestinian medical students through
education, exchange, in addition to enrich
our medical curriculum and society health
awareness"
4. Logo
4.1. The official logo will be the same as
IFMSA logo but with IFMSA-PS instead of
IFMSA word.
5. Members & Membership
5.1. The Organization is composed of
members, hereinafter also referred to as:
full members, associate members, Alumni
Members.
5.2. All medical students inside Palestine are
considered as Associate members and
the student himself decides how much
active he wants to be in IFMSA-PS.
5.3. All the members have the right to take part
in all IFMSA-PS activities, projects and
exchanges.
5.4. IFMSA-PS full members are the only ones
who have the right to vote in officials`
IFMSA-PS Constitution and Bylaws,
elections and in Executive board elections
or to candidate for any of them, in
addition to vote in National Assembly.
5.5 Full members are members who have
applied for the membership officially and
are signed and active in one of the
committees in IFMSA-PS, or have been in
Executive Board or IFMSA-PS Officials,
or have official rule in IFMSA
international.
5.6 Alumni members are members who have
been accepted by alumni as described in
the bylaws.
5.7. Regulations to obtain full and maintain
membership of IFMSA-PS;
a. member has to be signed in one of the
committees and has been an active
member in IFMSA-PS.
a b. Associate member becomes a full
member after he applies to, and the
executive board accepts his application.
c. the member should determine which
committee he wants to join in the coming
year, and he can change from a
committee to another during the year.
d. the member should fill the application
form of IFMSA-PS membership and the
date of joining IFMSA-PS must be put in,
and stamped by the executive board.
e. Executive Board has the right to take the
full membership from any student if he
didn't work within the bylaws of IFMSA
and IFMSA-PS.
f . member can change his committee to
another one but he has to inform the vice
president on internal affairs.
5.8. Regulations for IFMSA-PS Membership
Fees:
a. Associate members don’t pay any fees
for IFMSA-PS.
b. IFMSA-PS full member pays fee from
$0-20, which is determined by IFMSA-PS
yearly.
c. Only the National Assembly who decides
the fees of IFMSA-PS for the coming
year, and all the members including
officials shall pay the fees.
d. each member has to renew his full
membership after completing the year,
and he has to pay the fees determined for
that year, then sends a letter or e-mail to
the Vice president internal telling him that.
5.9. All official members are considered as full
members and have to pay the fees.

5.10. Full Membership with voting right is the
full member who has been active in
IFMSA-PS and completed a year in
IFMSA-PS or more, at the time of one
week before the National Assembly.
5.11 The full member should fill an application
to get his voting right, the paper should
include the date he joined IFMSA
committees and the name of projects and
activities he had taken part in during the
year, signed and stamped by the vice
president on internal affairs and the
committee National Officer of the
corresponding committee. The full
member will loose his voting right if he
didn't take part in the activities and
projects of his committee in IFMSA or
IFMSA Palestine in that year.
5.12 The date of the full membership starts
from the date in the application form of
the member and stamped by IFMSA-PS.
5.13 IFMSA-PS Vice President Internal should
send the Executive Board a report
illustrating the people who have the right
to vote in IFMSA-PS National Assembly
two weeks before the assembly.
5.14 The full member has to have paid all the
debts he has to IFMSA-PS and
registration annual fees if there is before
getting his voting right.
5.15.The Executive Board reviews the
applications of the members and
announce the members with voting rights
a week before elections.
5.16 IFMSA-PS has Honorary list for persons,
The status shall be granted to persons
who have greatly contributed to the
achievements and aims of IFMSA-PS.
Being in the honorary list doesn`t mean
that the person is a member in IFMSA
PS. Only persons can become in
Honorary List Members, The Officials with
voting rights and executive board can
elect Honorary Life Members list during
the Annual meeting. The status shall be
granted to persons who have greatly
contributed to the achievements and aims
of IFMSA-PS.
5.17 Students in Health related colleges can
contribute in IFMSA-PS activities and can
take part in our national and international
activities only if approved by Alumni, no
funding from IFMSA-PS should be
provided for non-medical students.
IFMSA-PS Constitution and Bylaws,
6. Meetings
6.1 Meetings of the IFMSA-PS are the
sessions of meetings done to discuss
IFMSA-PS topics and work. This is held
once every two months at least in the
faculty of Medicine in Al-Quds University.
6.2 Quorum. One third of officials and 4 of five
from the executive board members or
persons represent the member of
Executive board officially.
6.3 Language. The official working language
during the Meetings is Arabic & English.
6.4 Adjournment. The Chairperson can decide
upon adjournment of the meeting. If the
chair fails to adjourn the meeting, any
official can suggest the adjournment of
the meeting.
6.5 Executive Board member is the one who is
listed in 7 of constitutions and bylaws.
While an Official is the standing
committees national officers in the NMO
and they all have the rights of voting in
addition to other positions which are
appointed by executive board; and these
persons don't have the right to vote
except if it had been decided by the
National Assembly to give them voting
rights.
6.6 Chairperson should be from the Executive
Board and if the president is attending he
is the one who is responsible to do it or to
appoint one instead of him.
6.7 After each meeting there should be a
report, all reports shall be written. A copy
on paper and (if possible) in digital format
must be handed in to the Executive
Board.
6.8 All reports shall include
a. the title of the report
b. the author of the report
c. the date of the report
d. the meeting for which the report was
written
e. a summary of the report
f . the report itself
6.9 Meetings of the IFMSA-PS are the
sessions of the Monthly meetings,
meetings of Executive Board National
meetings and General Assembly
Meetings.
6.10 Quorum. One third of all officials with voting
rights shall form a quorum.
6.11 Breaks. There will be breaks upon request
of the Chair or an official with voting
rights. Such a request must be followed

by the agreement of the majority of
participants.
6.12 The General Secretary of IFMSA
Palestine shall name all the officials and
write who is absent. The absent official
will not have a vote in the meetings
except if the Executive board gave him
the right to vote late in specific topics.
6.13 Participants in Officials meeting are:
a. IFMSA-PS Executive Board Members
b. IFMSA Officials with voting rights
c.IFMSA-PS Officials without voting rights
e. Project Coordinators
f . IFMSA-PS committees assistants
g. IFMSA & IFMSA-PS Alumni members
6.14. Observers in IFMSA-PS Meetings are:
a. Any medical student in Palestine
b. Invited guests
c. anyone form supervising council
d. anyone form IFMSA Palestine Alumni
The participation of persons of must be
approved by the Executive Board of
IFMSA-PS.
6.15 Speaking rights. All participants and
observers have speaking rights during the
Meetings and National Assembly.
6.16 Proposing rights. Only full membership
participants have proposing rights during
IFMSA-PS Meetings.
The Chairperson is responsible for the
conduct of the meeting and for
interpreting and giving his ruling on all
matters of procedure, order, competency
and relevancy, as stated in the
Constitution and the Bylaws.
6.17 The Chairperson in the meetings is the
President of IFMSA Palestine; if the
president is absent Vice President
Internal will take his position or any
Executive Board member the president
point to chair the meeting.
6.18 Executive Board meetings are having the
same way of work but attended only by
Executive board members.
6.19 During Officials meeting only Executive
Board Members, Directors of the
committees have voting rights.
Support divisions' directors don’t have
voting rights except in case they were
given the right of voting by National
Assembly.
6.20 During National Assembly (in which
officials and executive board members
are elected), full members who will elect
them have to:
IFMSA-PS Constitution and Bylaws,
a. Have been a member for more than a
year in IFMSA-PS.
b. Have signed and applied for the
National Assembly meeting.
c. Not been suspended from IFMSA-PS
for any reason.
d. Had taken part in IFMSA or IFMSA
Palestine activities and projects in that
year.
6.21 At the start of elections, the chair must do
a roll call. All members with voting rights
will be called to see if they are present.
Official voting cards will be handed out to
the members that are present. The results
of the roll call will be recorded and
incorporated in the minutes.
6.22 Any full member participant mentioned on
the credential form can speak or ask
questions for the candidature persons.
6.23 In Elections simple majority is needed to
elect persons.
6.24 Any motions or changes to the bylaws
follow the same theme used in IFMSA
Bylaws with the same strategy.
6.25 In the National Assembly, Executive
Board is elected first, then National
officers are elected after, and then
Publication and IT Support Division.
6.26 Alumni elect the alumni council each
three years and they do that after the
national assembly immediately or at the
latest two weeks after the meeting.
7 Executive Board
7.1 The Executive Board is the body
responsible for the work of IFMSA-PS in
the year they are elected for.
7.2 The Executive Board will be composed of
5 members as follows:
a. President
b. Secretary General
c. Treasurer
d. Vice-President for Internal Affairs
e. Vice-President for External Affairs
7.3 The term of office of all Executive Board
members is one year. Before the term
begins, there is a preparatory period from
immediately after the National Assembly
Meeting where they were elected until the
thirty first of October of that year. In this
preparatory period, the respective
Executive Board member shall
specifically train them.

7.4 The incoming Executive Board members
shall also be trained by persons with
extensive experience in strategic/
operational planning as well as time and
project management. This training will be
organized by the IFMSA-PS Training
support Director. Each incoming
Executive Board member shall present
strategic/ operational plans in the first
month after being elected. The office
period runs from the first of November
until the thirty first of October of the next
year. After the end of this term there is an
advisory period from the first of November
until first of January of the next year in
which Previous executive board member
at least should attend the meetings of the
new term officials and coordinate and
supervise them.
7.5. IFMSA Palestine president is not allowed
to hold any other official post in IFMSA
PS Committees.
7.6. No individual is allowed to be a member of
the Executive Board for more than three
election periods.
7.7 All Executive Board members have
representation authority in the name of
IFMSA-PS in the specific field of their
task.
7.8 President of the Executive Board must
attend all General Assembly Meetings or
to send one of the Executive Board
members to attend it on behalf of him,
and he will be the representative of the
delegation.
7.9 President tasks:
a. Chair the Executive Board.
b. Call for meetings of the Executive Board.
c. Represent IFMSA-PS to external
relations and maintaining contacts.
d. Follow up and support the activities of
local Officers and committee officials.
e. Develop short- and long-term strategies
for the work and structure of IFMSA-PS,
especially in relation to external
organizations.
f. Report on the status of the IFMSA-PS to
IFMSA in cooperation with General
Secretary of IFMSA-PS and Internal Vice
president.
g. Monitor the work of the IFMSA-Palestine
electronically groups and
announcements.
h. Raise funds for IFMSA.
7.10 Secretary General tasks:
IFMSA-PS Constitution and Bylaws,
a. Be responsible of the administration,
correspondence and archives of IFMSA
PS.
b. Produce the minutes of the Executive
Board, officials meetings, and national
annual meeting and send them in due
time to the Supervising Council and
IFMSA through the president.
c.Be responsible for the functioning of the
General Secretariat.
d. Maintain the registration of IFMSA-PS in
IFMSA.
e. Update the Constitution and Bylaws with
the changes decided upon the National
Assembly.
f . Prepare and send out invitations,
provisional agenda, and other relevant
information concerning National
Assembly Meetings.
g. Assist the Vice President for Internal
Affairs in maintaining the contact between
the members and the Executive Board.
h. Be responsible for updating the Officials
Manual and the full members Manual.
I. Inform members that they have lost
membership status or having been
excluded from IFMSA-PS immediately
after the National Assembly Meeting.
j. Raise funds for IFMSA-PS.
k. Maintain an updated database of IFMSA
PS Alumni and IFMSA-PS members.
7.11 Treasurer tasks:
a. Be responsible for the financial
administration and bookkeeping of
IFMSA-PS.
b. Collect membership fees (if there are
fees).
c. Be responsible for the official bank
accounts of the IFMSA-PS.
d. Present an adequate report, as decided
by the Executive Board, on the financial
situation of IFMSA-PS at every executive
board meeting.
e. Propose the budget of the next financial
year to the Financial Committee.
f . Present an annual financial report,
preferably reviewed by a professional
auditing company to the Financial
Committee.
g. Audit the financial report of Organizing
Committees of a National Meeting.
i. Review the budgets of all IFMSA-PS
projects and events.

to General Secretariat at the end of his
term

7.12 Vice-President for Internal Affairs tasks:
a. Be responsible for the development of
the organization.
b. Be responsible for maintaining contact
between the members and the Executive
Board.
c. Emphasize sufficient support to full
members to ensure their survival in
IFMSA-PS.
d. Develop an annual evaluation procedure
and subsequent needs assessment for
full members.
e. Compile the results from a full members
satisfaction survey and an IFMSA-PS
Officials satisfaction survey twice annually
for full members and supervising council.
f. Contact every member at least twice
each year and to ask for suggestions and
complaints.
g. Assist the Secretary General in updating
the full members Manual.
h. Establish contacts with associate
members stimulate them to join and
participate in IFMSA-PS activities.
i. Raise funds for IFMSA.
7.13 Vice-President for External Affairs tasks:
a. Develop and implement fundraising
strategies for IFMSA-PS.
b. Be responsible for the public relations
and mass media contacts of IFMSA-PS.
c. Be responsible for the development of
promotional material for IFMSA-PS and
support the work of the New
Technologies and Publishing Dept.
d. Raise funds for IFMSA-PS.
7.14. The Executive Board can delegate tasks
to others. Any Executive Board member
can propose to delegate one of his
personal tasks to another person. The
Executive Board has to take a decision
about this. The Executive Board member
to whom this task belonged will remain
responsible himself for this task at all
times.
7.15 The Executive Board shall meet at least
one time each month.
7.16 The quorum for an Executive Board
meeting is the total number of Executive
Board members minus 1.
7.17. All Executive Board members have one
vote at the Executive Board meeting.
IFMSA-PS Constitution and Bylaws,
7.18. The Executive Board takes decisions with
at least three votes in favor.
7.19. Presence shall be preferably physical
presence. Alternatively, presence can be
by video conferencing, telephone
connection or direct internet connection
such as IRC or ICQ in such a way that the
discussions can be followed continuously
without interruption and direct input can
be given.
7.20. An agenda for the Executive Board
meeting shall be sent out at least two
weeks before the meeting. The agenda
for the Executive Board meeting shall
contain at least the following points:
adoption of the past Executive Board
minutes, activity reports by the Executive
Board members, financial report by the
Treasurer.
7.21. Executive Board members who cannot
attend have to inform the other Executive
Board members and submit their activity
report in writing.
7.22. Executive Board members who are not
present can submit written proposals in
advance.
7.23 Minutes shall be taken which comprise a
summary of discussions, decisions taken,
and reports presented. These minutes are
to be made available to all IFMSA-PS
Officials within two weeks of the end of
the meeting.
As proof of the adoption of the Executive
Board Meeting minutes, both the
President and the Secretary General shall
sign the minutes and file them according
to bylaws of General Secretary.
7.24 Only the Executive Board may allow
observers to be present at Executive
Board meetings.
7.25 Observers of Executive Board meeting
are:
a. Full Members of IFMSA-PS
b. Alumni Members
c. Supervising council member.
d. Invited guests
e. Members from organizations in an
official relation with IFMSA-PS
f . External advisors
7.26. All participants have both speaking and
proposing rights during the Executive
Board meeting.
7.27 Observers have neither speaking nor
proposing rights, unless given by the
Executive Board.

7.28. A decision of the Executive Board can be
overruled by the Supervising Council or
Alumni for the following important
reasons:
a. When the decision will result in an
illegal or criminal offence
b. When the decision violates the
Constitution or Bylaws
c. When the decision violates decisions of
the National Assembly
d. When the decision is beyond their
mandate as specified in the Constitution
or Bylaws
7.29 Procedure for overruling an Executive
Board decision:
a. Any full member of IFMSA-PS may
inform the Supervising Council or Alumni
of any decision of the Executive Board for
the important reasons listed in the
previous article (7.28) The Supervising
Council and Alumni will then be
responsible for investigating such claims.
b. In the event that the Supervising Council
and Alumni determine that the Executive
Board has committed the offences
described in the previous article (7.28.),
the Supervising Council or Alumni shall
overrule this decision and must notify all
other Officials and members of their
findings within one week of their decision.
c. Any decision by the Alumni or
Supervising Council to overrule or not to
overrule a decision by the Supervising
council or Alumni shall be voted by three
of the four members in Alumni officials
listed in (10.4) of constitution or by two
thirds majority of the supervising council.
If such a majority is not reached the
decision is reinstated. The voting should
be through the Director of Alumni.
7.30 If IFMSA Palestine Supervising council
and IFMSA Palestine Alumni had
opposite point of view, the Alumni will be
in charge of the final decision.
7.31 The IFMSA-PS Executive board is
responsible to send the annual report
requested by IFMSA and it should be
filled and sent as IFMSA required and in
the dates they asked for with all the
information they requested and as written
in IFMSA bylaws.
IFMSA-PS Constitution and Bylaws,
8. Supervising Council
8.1. The Supervising Council shall consist of
five members or at no time less than
three members.
8.2. The Supervising Council shall consist of:
a. One member from the IFMSA Palestine
Alumni who is elected by Alumni
members.
b. One Doctor representing the School of
Medicine in Al-Quds University.
c. One Doctor representing FQMS.
Those persons should not currently be
engaged in any IFMSA work or activities
and could be: a graduate, an honorary life
member, or anybody with experience in a
field that could help IFMSA in its work.
8.3. The members of the Supervising Council
are not allowed to currently hold an
elected or appointed position within the
IFMSA.
8.4 Executive Board and Officials elect the
supervising council in the first meeting
after being elected in the National
assembly. The elected supervising
council should be accepted by Alumni.
Supervising Council are elected for a
period of two years.
8.5. The Supervising Council shall be
responsible for overseeing the actions
and decisions made by the Executive
Board and Officials of IFMSA.
8.6. Supervising Council members will receive
a copy of all Executive Board meeting
minutes at the latest three weeks after the
meetings and will be responsible for
review. More than half of Supervising
Council member shall post a signed copy
of any comments to the General
Secretariat within two weeks of receiving
the minutes. (e-mailed copies could be
used with one copy sent to the secretary
general and one to the President)
8.7. The Supervising Council is responsible for
Adopting or refusing the report
represented by IFMSA-PS Officials of
their term period including budget and
financial actions.
8.8. The Supervising Council will have the
authority to temporarily suspend any
Executive Board member or IFMSA-PS
Official for the important reasons detailed
in Suspension of Officials.
8.9. Any full member of IFMSA-PS or any
IFMSA-PS Official may request the
Supervising Council to investigate the

actions of an Executive Board member or
IFMSA-PS Official.
8.10. In the event that the Supervising Council
determines that an Executive Board
member or other IFMSA Official has not
acted in accordance with their duties and
responsibilities, the Supervising Council
must notify all Officials and the dean of
the college for their findings within one
week.
8.11. The Supervising Council has the authority
to stop and suspend any financial
transaction that is not made in the best
interest of the IFMSA-PS and its
members, or contradicts the Constitution
and Bylaws of IFMSA or IFMSA-PS
bylaws.
8.12. All decisions made by the Supervising
Council shall require a three of five or
three two of three majority.
8.13 After the election of the members of the
Supervising Council, they will be in
contact and decide who will deal with
financial matters and be the observer and
advisor of the Financial Committee during
the year.
8.14 After the election of the members of the
Supervising Council, they will be in
contact and decide who will deal with
Constitutional matters and be the
observer and advisor of the Constitution
Credential Committee during the next
year.
8.15 After the election of the members of the
Supervising Council, they will be in
contact and decide upon one person who
is responsible for the communication
within the Executive Board. All members
of the Supervising Council are
responsible for the communication with
Executive Board.
9. Standing Committees
9.1 A Standing Committee works to benefit a
specific field of interest. The activities of a
Standing Committee shall be continuous.
9.2 A Standing Committee consists of a
Standing Committee Director and the
medical students working in the fields of
interest within the Standing Committee.
9.3 Any member can become a member or
withdraw his membership of a Standing
Committee through an official application
to the Executive Board.
9.4 IFMSA-PS Standing Committees are:
IFMSA-PS Constitution and Bylaws,
a. The Standing Committee on Medical
Education (SCOME)
b. The Standing Committee on
Professional Exchange (SCOPE)
c. The Standing Committee on Public
Health (SCOPH)
d. The Standing Committee on Research
Exchange (SCORE)
e. The Standing Committee on Refugees
and Peace (SCORP)
As we are part of IFMSA and aim to
achieve its goals; IFMSA-PS standing
committees are similar to those in IFMSA.
Standing committee on Reproductive
Health & AIDS (SCORA) is currently
under SCOPH and this is valid unless
SCORA is established nationally.
9.5. In order to regulate their practical internal
management, a Standing Committee can
have internal Standing Orders. The
Standing Orders have to comply with the
Constitution and Bylaws of IFMSA and
IFMSA-PS. They are decided by the full
members in the respective Standing
Committee.
9.6. IFMSA-PS committees are the same of
IFMSA committees, and any changes in
IFMSA committees are applied
automatically on the national committees.
To create a Standing Committee of
IFMSA-PS, a proposal to establish a
Standing Committee must be written. At
least five full members must write that, in
this proposal, their interest and active
participation in the Standing Committee in
question. The National Assembly will
decide that, if not applied around the time
of National Assembly and voted by full
members, Assembly will decide about this
proposal with a two-thirds majority.
9.7. The National Assembly can decide to
dissolve, change the activities, or change
the name of a Standing Committee. Such
a decision needs at least two-thirds
majority.
9.8. The National Officer of a Standing
Committee has speaking and proposing
rights during National Assembly Meetings
and speaking and proposing rights at
Executive Board meetings.
9.9. The National Officer of the Standing
Committee must attend the National
Assembly Meetings.

9.10. The Standing Committee Directors with the
approval of EB can appoint assistants to help
in the work of the standing committee.
9.11. The Standing Committee meets during the
National Assembly Meetings. The
Standing Committee meets at least twice
a year.
9.12. The Standing Committee meeting is the
decision making body of the respective
Standing Committee.
9.13. The objectives of a Standing Committee
meeting are:
a. To run activities with concrete plans of
action, co-ordination and working
strategies.
b. To formulate policies by resolutions and
declarations to be incorporated in the
policy statements of IFMSA-PS after
decision by the National Assembly.
c. To report their activities back to the
Executive Board and National Assembly
and IFMSA Standing Committee.
9.14. The standing committee assistant has to
be a full member of IFMSA-PS and will
have to present a filled out application.
9.15. The Standing Committee assistant
cannot represent IFMSA-PS in any way to
externals without approval from the
Executive Board.
9.16 The National Assembly can propose and
decide to make a committee inactive for a
year; this decision should be taken before
the election of National Officers.
9.17 Changes in Standing Committees at the
international level are applied
automatically on the national standing
committees, except if the national
executive board or officials sent different
recommendation, the bylaw changes
regarding this will be submitted by the
Alumni, or by the Executive Board with
approval from the Alumni, this doesn't
need to go into votes or to wait up to the
National Assembly.
10. Support Divisions
10.1.1.IFMSA Support Divisions are designed
to carry out a general task which is of
permanent importance for the internal
management of IFMSA-PS.
10.1.2. IFMSA-PS Support Divisions are:
a. The Projects Support Division
b. The Publications & New Technologies
Support Division
c. The Training Support Division
IFMSA-PS Constitution and Bylaws,
10.1.3. All Support Divisions work under the
direct jurisdiction of the Executive Board.
Decisions of the Support Divisions shall
be approved by the Executive Board.
10.1.4. The Publications & New Technologies
Support Division is elected by the
National Assembly. The Support Division
Directors of training and projects are
elected by Alumni, Support division
directors are considered as an IFMSA-PS
Official without voting rights.
No other members of the Support Division
shall be considered IFMSA-PS Officials.
10.1.5. The Director of a Support Division shall
a. Co-ordinate the activities of IFMSA-PS
within his specific field
b. Collect relevant information
c. Inform and support Officials and Project
Coordinators of IFMSA-PS on issues
related to his activities
10.2. The Projects Support Division
10.2.1. The Projects Support Division is the
advisory and reference body of issues
related to IFMSA-PS Projects.
10.2.2 The Projects Support Division shall:
a. Evaluate the extent to which candidates
for IFMSA-PS Projects meet the minimum
criteria for IFMSA-PS Projects, as defined
in the Bylaws.
b. Present a written report of candidate
projects to the Officials council.
c. Advise the Officials council whether to
accept and reaccept candidates for
IFMSA-PS Projects
d. Maintain an updated IFMSA-PS Projects
database.
e. Present in co-operation with the IFMSA
PS Executive Board a report with the
updated list of projects, grants and events
(either they have the status of the official
IFMSA-PS project or not) that commit
IFMSA-PS legally, to every National
Assembly. The short summary of each
that project, grant and event should be
presented to the National Assembly. The
summary must include:
I. An interim financial report till that date,
provided by the project Coordinator and
an interim budget for the next six
months
II. The deadline for final Financial Report
as required by projects sponsors and
partners

III. The deadline for the activity report as
required by projects sponsors and
partners
IV. The full name and contact details of
the Coordinator on behalf of IFMSA-PS
10.2.3. A Director that is elected at the National
Assembly Meeting leads the Support
Division.
The director of the Projects Support
division may appoint other persons to the
Projects Support Division.
10.4 The New Technologies and
Publications Support Division
10.4.1. The IT and Publications Support
Division is responsible for producing the
IFMSA-PS publications, including:
Medical Student Magazine, the IFMSA
PS Annual Report and IFMSA-PS Press
Releases. Any release or announcement
from the IT & Publication Department or
director should be approved first by
Executive Board.
10.4.2. The IT and Publications Support
Division consists of a Director that is
elected by the National Assembly. The
Director may appoint other persons to the
Publications Support Division as needed
to fulfill the tasks of the Publications
Support Division.
10.4.3. ECHO
a. ECHO is the electronic newsletter of
IFMSA-PS. It serves to update the
alumni, external partners, and the IFMSA
PS members regarding the news and
internal workings of IFMSA.
b. ECHO is published bi-monthly.
c. The ECHO Editorial Board consists of
Director of the Publications Support
Division who serves as Editor-in-Chief,
and a team of assistants that is formed by
the Editor-in-Chief to assist with the
publication of the newsletter.
d. All IFMSA-PS members are invited to
contribute articles to ECHO.
10.4.4. Al-Quds Physician
a. Al-Quds Physician is the thematic
magazine of IFMSA-PS. It serves to
highlight specific issues of special interest
to the student members of IFMSA-PS,
particularly those issues that are related
to the current activity of the IFMSA-PS
and Standing Committees.
IFMSA-PS Constitution and Bylaws,
b. Al-Quds Physician is published when a
group of students interested in working on
a topic of special interest is identified or
interested to publish another edition of it.
There is no regular schedule to the
publishing of Al-Quds Physician.
c. All issues of Al-Quds Physician are
planned at least in the same year.
d. The Director of Publications Support
Division initiates the development of the
Editorial Board for each issue of Al-Quds
Physician. An Editor-in-Chief is identified
for each issue of Al-Quds Physician and
works directly with the Director of the IT
and Publications Support Division.
The Director of the Publications Support
Division offers advice and technical
expertise when needed to the Al-Quds
Physician Editor-in-Chief. The IFMSA-PS
Director of the Publications Support
Division also works to ensure the timely
production and distribution of Al-Quds
Physician.
e. Al-Quds Physician Editorial Board is
responsible for the structure, layout,
content, editing, and fundraising for the
magazine.
10.4.5. IFMSA-PS Annual Report
a. The IFMSA-PS Annual Report highlights
the most important activities of each
IFMSA year. It is published once
annually.
Contributions to the Annual Report are
collected by one month before being sent
to IFMSA, and the final Annual Report is
produced after being sent to IFMSA.
b. The Executive Board and Director of the
Publications Support Division is primarily
responsible for the full production of the
Annual Report, including the structure,
layout, content, articles, and editing of the
Annual Report.
c. The Director of the IT and Publications
Support Division may request that specific
Officials submit a written contribution to
the Annual Report. If an Officer is
requested to submit a written contribution
to the Annual Report, the request must be
made no later than a month before being
sent to IFMSA the matter will be referred
to the Executive Board for review. The
Treasurer should finish his contribution
maximum two weeks after the acceptance
of the financial report by the Supervising
council.

10.5. Press releases
a. IFMSA-PS prepares press releases to
communicate newsworthy events through
the media. These press releases are
prepared on an as needed basis.
Executive Board can do that without
referring to the IT and Publication
Director.
b. The Director of IT and Publications
Support Division is the primary author of
IFMSA-PS press releases. All press
releases must be submitted to the
Executive Board for final approval before
being submitted to the media.
The Director of the Publications Support
Division may appoint other persons to
assist in the task of writing press releases
as needed.
10.5.5 The IFMSA-PS annual report requested
by IFMSA could be part of this report, in
any case the report requested by IFMSA
should be filled and sent as IFMSA
required and in the dates they asked for
with all the information they requested
and as written in IFMSA bylaws.
10.6 The Training Support Division
10.6.1. The Training Support Division co
ordinates initiatives in leadership and
skills training and the development of
human resources in IFMSA-PS.
10.6.2. The Training Support Division works
towards organizing skills training sessions
in conjunction with IFMSA-PS activities.
10.6.3. The Training Support Division functions
as a resource for full members, in that it
recommends trainers, training material
and training methods, and in that it
advises and supports training programs
organized in IFMSA-PS.
10.6.4. The Training Support Division is open
to all IFMSA-PS members and invited
persons.
10.7. The director of support divisions are
named as following Projects Support
Director for the Projects Support Division,
Publication and IT department Director for
The Publications and New Technologies
Support Division, and training support
director for the Training Support Division.
10.8 These Support Divisions directors can
appoint students from full members for
tasks but they will still be responsible of
doing their job.
IFMSA-PS Constitution and Bylaws,
10.9 IFMSA-PS Alumni elect the Training
support division director and Projects
support division director. The elected
person can be from full members or from
Alumni.
11. Projects
11.1. The term Projects refers to activities in
any field of interest of medical students
within IFMSA-PS and IFMSA principles,
aims and policy statements. This includes
Projects, Events, Workshops, Surveys,
Networks and Campaigns.
11.2. Projects in all there categories must
comply with the Constitution and Bylaws
of IFMSA and IFMSA-PS.
11.3. All IFMSA projects must be listed on the
IFMSA-PS website within one month of
being recognized or endorsed.
11.4. Any full member or associate member in
FMSA-PS can propose a project as
candidate for IFMSA-PS Projects.
11.5 The candidature may be sent to the
Executive Board by email at any time of
the year. The candidature must include a
scanned completed candidature form
signed and stamped by the students
wants to work in the project, a proposal
with its plan, the name of the Coordinator,
executive summary, project objectives
and methods.
11.6 The Executive Board will review the
project and gain advice from the Projects
Support Division Director and other
relevant Officials. The Executive Board
will decide upon the endorsement within
one month of receiving the application.
The Executive Board should inform the
members the endorsement within one
week of the endorsement.
11.7 The project gaining the endorsement will
receive a letter of recommendation from
the Executive Board and can use the text
"endorsed by IFMSA-PS" in their project
material. This letter must be sent within a
month by the Executive Board.
11.8.The project that fails to receive the
endorsement will be notified by the
Executive Board.
11.9.To keep the endorsement of the project
the project coordinator has to deliver a
half-year report and a complete
description of the project for the IFMSA
PS VPI and Projects Manager . These
must be sent to the General Secretariat in

electronic format before the first of
January and before the first of May. The
first report shall be delivered on the
closest date to six months after the
endorsement.
11.10.The Executive Board or the National
Assembly can decide to remove the
endorsement from a project from proposal
of IFMSA-PS. This calls for simple
majority.
11.11.For IFMSA initiatives and IFMSA
transnational projects, these projects
follows IFMSA bylaws and constitutions
completely.
11.12.These items must be considered in the
written project proposal for new projects
and events of national IFMSA-PS
projects.
They should be explained as clearly as
possible:
a. Name of the project or event
b. Name of Responsible Standing
committee(s)
c. Name and address of Organizing
Committee or project leader
d. Names of the project Local Organizing
Committee and International Organizing
Committee coordinators if existed.

12. Reporting
12.1. All reports have to be sent to the General
Secretariat in electronic format. Only in
the case that project Coordinator has
difficulties with electronic communication,
the Coordinator can ask permission from
the Executive Board to submit reports on
paper to the General Secretariat.
12.2. All IFMSA-PS projects have to submit a
half-year report to the General
Secretariat. The half-year report must be
submitted before the first of January and
before the first of May.
12.3. The half-year report for IFMSA-PS
Projects must include:
a. Activities conducted after previous report
b. General financial status
c. Plan of action for the next half a year
d. Coordinators description of the status of
the project.
12.4. The endorsement will automatically be
removed if the projects coordinator fails to
deliver a half year report.
12.5. The half-year report for IFMSA-PS
Projects must include:
a. An activity report of the past half-year.
b. An evaluation (e.g. a comparison with
the plan of action, summary of student
reports).
c. An updated general plan of action.
e. A detailed plan of action for the coming
half year.
f. An updated general budget.
12.6. It shall be the task of the Director of the
Projects Support Division to establish, to
consolidate or sustain, and to lead a peer
review committee for project proposals. It
is also possible to appoint full member to
carry out this task. The appointed person
shall not become an IFMSA-PS officer for
this duty.
13. Elections and Voting
13.1. Full members elect the Executive Board
and Committees officials in a special
meeting in the National Assembly, if the
National Assembly was not held or
changed its date was changed elections
should be done in a special meeting in

elections date between 25th of August and
31st of September.
13.2. Candidature to any of these positions
shall be sent before 31st of July of that
year.
13.3.Candidature should include member CV,
history in IFMSA-PS, motivation letter and
Future plans.
13.4. Each candidature has to do a
presentation before election for the
members in the meeting of elections.
13.5 Elections preferred Date is in the first
week of September and not to precede
25th of August or to exceed 31st of
September.
13.6. A. Each member can candidate to one
position only in the Executive Board or
one position only as official.
B. No two members can co-candidate for any
executive board or official position.
13.7. During the first two weeks after the
deadline of applications the person can
change to which position he candidates.
Cancellation could happen during the
month before elections and two days
before elections.
13.8. Supervising council is elected by officials
and Executive Board members.
13.9. In elections, the voting should be
democratic and there should be a
committee “elections & credentials
committee” who will be responsible to
watch the elections and to be sure that
everything is going according to the
bylaws. There should be one from the
supervising council, and one from the
Alumni at least taking part in the elections
& credentials committee.
13.10 Local committees should send their votes to
The credential committee one day before the
elections of the main committee.
13.11 Each local Committee as a whole has the
same percentage for voting in the national
election as the other local committees.
Each local committee's votes for each
candidate are counted and divided by the
number of full members who voted then
divided by the number of local committees.
The votes of all local committees are then
added together as percentages and
recalculated.
14. General Secretariat
14.1. The General Secretariat is the head
office of IFMSA-PS.
14.2.The General Secretariat is the

documents shall be filed in the archives of
the General Secretariat, after they have
been adopted by the National Assembly:
a. Minutes of the National Assembly
Meetings
b. Database including the status of all full
members in IFMSA-PS
c. Midterm and final reports of all IFMSA
PS Officials
d. Reports of all IFMSA-PS Projects and
Events
e. Reports of the Supervising Council
g. Final reports of the Financial
Committee

15.10. If an Official is removed from office, the

15.11. In the absence, suspension, removal,
resignation, or death of an elected IFMSA
Official, the Executive Board must take a
decision regarding the replacement of
that official (except in the instance of a
resignation of a Supervising Council
member). The Executive Board may
decide either to redistribute tasks among
themselves, or to have a special election
for that position at the next meeting. This
decision can only be taken during an
Executive Board Meeting.
15.12. In the event that the Executive Board
takes the decision to have a special
election for a vacant position at the next
Meeting, then the election may take place
at special meeting for full members.
Candidates must fulfill all criteria for
becoming an IFMSA-PS Official. The
elected candidate will assume office
immediately upon election and will fulfill
only the remainder of the current term.
Candidatures must be handed in to the
Chair no later than two days before the
day of the elections. Candidates must
have an opportunity to give an oral
presentation the day before the election.
The election will otherwise proceed in
accordance with the bylaws listed herein.
During the interim period between when
the vacancy is created and the new
officer is elected, the Executive Board
may choose to appoint an interim officer
to fulfill relevant responsibilities for the
interim period.
15.13. Vacancy of Executive Board positions.
In the special instance of the suspension,
removal, resignation, or death of an
Executive Board member, there shall be a
right of ascension as follows:
a. The Vice-President on External Affairs
shall replace the President, in the event of
the absence, suspension, removal,
resignation, or death of the President.
The Executive Board must decide if this is

to be an interim or permanent
appointment.
b. The Vice-President on Internal Affairs
shall replace the Secretary-General, in
the event of the absence, suspension,
removal, resignation, or death of the
Secretary-General.

c. The Vice-President on External Affairs
shall replace the Treasurer, in the event
of the absence, suspension, removal,
resignation, or death of the Treasurer.

d. If a Vice-President is suspended,
removed, resigns, dies, or assumes
another position on the Executive Board,
his tasks will become the responsibility of
the remaining Executive Board members,
who will decide about redistribution of
these tasks among themselves. The
remaining Vice-President shall take the
title of Vice-President. without reference
to Internal Affairs or External Affairs. The
Executive Board may decide either to
have a special election for the vacant
Vice-President position at the next
Meeting, or to redistribute these tasks
among themselves.
In this instance an election must be
conducted to elect a permanent Executive
Board member for the vacant position at a
special meeting.
If the Executive Board decides to make a
permanent appointment as listed above,
then the Executive Board may decide
either to have a special election for the
vacant Vice-President position at the next
Meeting, or to redistribute these tasks
among themselves.
15.14. Vacancy of Supervising Council
positions. In the case of a vacancy of any
of the positions during the year, a special
election for that position must be
conducted at the next Executive Board
Meeting. The elected person will fulfill this
position for the remaining period in
accordance to bylaws and accepted by
the Alumni council.

16.Amendments to the Constitutions
and Bylaws
16.1. Proposals for changes must be submitted
to the IFMSA-PS General Secretariat
before the National Assembly by one
week.
General Secretary should ask members to
submit the bylaws changes three weeks
before the NA.
16.2. The IFMSA-PS General Secretariat has
to distribute the proposed changes to all
full Members no later than the one month
after approval.
16.3. Once a change to the Constitution has
been proposed, no further amendments
to that proposal may be submitted at any
time
16.4. The Executive Board is responsible for
acquiring advice from supervising council
and Alumni.
Concerning legal consequences of the
proposed amendment and supervising
council decides if this needs to be
approved by the college council or
students’ affairs department in the
university or not. The Executive Board
must present this advice to the National
Assembly prior to the vote. And any
proposed amendments have to be
acceptable by the Alumni before voting.
16.5 Proposed changes not fulfilling these
requirements cannot be voted upon by
the National Assembly.
16.6 Changes to the Constitution are voted
upon by ballot.
16.7 Changes to the Constitution require a
two-thirds majority.
16.8 Amendments to the Constitution will take
effect immediately after the National
Assembly unless otherwise specified in
the proposal.
16.9. Any amendments to the Constitution shall
be exclusively discussed and voted on
under the point of the agenda
“Amendments to the Constitution and
Bylaws” This point cannot be reopened
during the same National Assembly
Meeting.
16.10 Full Members who have been in IFMSA
PS for more than a year attending the
National Assembly Meeting can vote by
proxy on amendments to the Constitution,
or by e-mails with a copy from each
participant going to the national Alumni
Director and the e-mail can be sent one
time only.
16.11 A proposal to change the Bylaws must
be submitted in writing or by e-mail to the
IFMSA-PS Constitution and Bylaws,
Secretary General one week before
National Assembly. The Secretary
General has to send a compilation of all
the received proposals in writing or by e
mail to the Full members who have been
full members for one year or more in
IFMSA-PS a week before opening of the
National Assembly.
16.12. Local committees can send their votes
about the elections to the elections &
credentials committee with a copy to the
Supervising council.
16.13 Changes in Standing Committees at the
international level are applied immedietly
on the national standing committees,
except if the national executive board or
officials sent different recommendation,
the bylaw changes regarding this will be
submitted by the Alumni, or by the
Executive Board with approval from the
Alumni, this doesn't need to go into votes
or to wait up to the National Assembly
except if the officials sent different
recommendation.
17. Official relationships
17.1. Official relationships of the IFMSA-PS
with other organizations shall be based
on health, education, science, social and
humanitarian affairs.
17.2. The decision to establish an official
relation with another organization can be
made by the Executive Board and has to
be approved by the Officials of IFMSA
PS, or can be decided by the National
Assembly and has to be pursued by the
Executive Board in both cases. In the
case of a decision to establish an official
relation with another student organization,
this should always be decided by the
Officials with voting rights and pursued by
the Executive Board. The final agreement
with the other student organization has to
be approved by the National Assembly.
17.3. Any communication or co-operation with
an external organization, institution or
partner of IFMSA-PS, either on behalf of
IFMSA-PS or concerning an official
project of IFMSA-PS, has to be approved
by IFMSA-PS officials with voting rights
and IFMSA-PS Executive Board.
17.4 All official relations between IFMSA and
any international organizations, make that
relation valid to IFMSA-PS except in case
that National Assembly voted on stopping

that relation locally, or the Executive
board stopped it with the approval of
supervising council.
18. Supportive Partnerships
18.1. Supportive partnerships connect IFMSA
PS to a profit making body with an
interest in providing IFMSA-PS with
resources.
18.2. The decision to establish a supportive
partnership is made by the Executive
Board. The contract has to be approved
by the Supervising council, This will be
valid until the coming National Assembly,
then the National Assembly votes to stop
that relation on to continute.
18.3. No supportive partnership can make
IFMSA-PS work against any part of its
Constitution and Bylaws.
18.4. A supportive partnership must be
regulated by a contract that has been
reviewed by a lawyer and which includes
a.Specification of if, when, where and how
the supportive partner can use IFMSA-PS
name
b. The rights and conditions for canceling of
the contract.
c. The contract duration, this must not be
more than 3 years, after which extension
will be possible with the approval of the
GA.
d. Contract should be according to the
Palestinian law and must never be used
in any way that is not acceptable to
Palestinian law, society or community.
18.5 All official partnerships between IFMSA
and any international organizations, make
that relation valid to IFMSA-PS except in
case that National Assembly voted on
stopping that relation locally, or the
Executive board stopped it with the
approval of Supervising council.
19. Finances
19.1. This part includes regulations for the
IFMSA-PS General budget, if anything is
not listed here; IFMSA bylaws are the
reference to measure on and it not then to
refer to Executive Board and Supervising
council.
19.2. The IFMSA-PS General Budget includes
all income and expenses related to the
management of IFMSA-PS and the travel
expenses of the IFMSA-PS officials for
GAs if covered totally or partially.
IFMSA-PS Constitution and Bylaws,
19.3. The Treasurer shall propose the IFMSA
PS General Budget for the upcoming
financial year to the Officials council who
will decide upon it during the yearly
meeting. Treasurer shall send the
proposed IFMSA-PS to Supervising
Council and Executive Board.
19.4. A budget must be adopted by the
Executive Board, officials and Supervising
council
19.5. In case the budget proposed by the
Treasurer is not adopted, the Executive
Board must consult Officials and submit a
new budget or amendments.
19.6. The budget shall include:
a. Income
b. Expenses for:
I. Administration.
II. Communication.
III. Printing
IV. Executive Board
V. Other expenses.
19.7. Team of officials decides if travel expenses of
the delegates are covered during General
Assemblies.
19.8. Travel expenses exceeding the budget
will not be refunded.
19.9. Expenses, which are not related to travel
costs, can exceed the budget with no
more than 10%.
19.10.Only in case the existence of IFMSA-PS
is threatened, the budget may be
exceeded with more than 20% after a
decision of the Executive Board and
supervising council and Alumni. The
Executive Board has to inform all the
members immediately when such a
situation occurs.
19.11 The financial year of the Federation runs
from the first of November up to and
including the thirty first day of October of
the next year.
19.12 All the financial actions should be done
under supervision and control of
Supervising Council through the member
who is dealing with financial matters from
the supervising council.
20. Financial Management
20.1. Any expenses and expenditures of
IFMSA-PS not directly allocated in the
budget can be authorized by:
a. The Treasurer and president
b. The Executive Board.

In case of an urgent matter the Treasurer
or the President may make decisions with
another executive board member. The
Executive Board must reconfirm such a
decision as soon as possible.
20.2 To ensure the continuity of IFMSA-PS, the
organization shall possess a reserve fund
consisting of at least 5% of the total
budget. The capital from the reserve fund
can only be released with signatures of
the complete Executive Board and one of
the supervising council.
21. IFMSA-PS Alumni
21.1. IFMSA-Palestine Alumni is the reference
and the highest decision maker in these
cases:
1. If IFMSA Palestine existence is threatened.
2. If the IFMSA Palestine Executive Board is
not working properly or contravene the
bylaws of IFMSA or IFMSA Palestine.
3. If there is any risk that IFMSA Palestine
may loose their membership in IFMSA.
4. If there is any internal conflict in IFMSA
Palestine.
5. If the supervising council is not working
according to the bylaws
6. If IFMSA Palestine is not working for the
goals it was established for.
21.2 The Alumni supervises and advises the
Executive Board and other IFMSA-PS
Officials, and has the right to dissolute the
organization and to cease Executive
Board member as in bylaws.
21.3. The Alumni is composed of Al-Quds
Medical school students including West
Bank and Gaza who had been working in
IFMSA as officials, or in IFMSA Palestine
as Executive board or national officials.
The Alumni members should not be an
official in IFMSA-PS.
In each year Alumni should have a
representative from FQMS (Foundation of
Al-Quds Medical School) in its body.
21.4 The Alumni members should elect the
Alumni director every two years, Alumni
council is consisted of three persons;
Supervising council member
Training Support Director, Financial
Advisor, they are selected each year by
Alumni members.
21.5 The Alumni Director will facilitate the work
within IFMSA Palestine Alumni members
and will be the representative of Alumni in
IFMSA Palestine.
IFMSA-PS Constitution and Bylaws,
21.6 Alumni supervising council member will be
part of the supervising council as listed in
the bylaws.
21.7. Any member wants to be in IFMSA
Palestine Alumni has to apply for that by
official application. The member will be
accepted after the Alumni council accept
his application and he should not be from
the executive board at that time.
21.8. The Alumni has the power to overrule
decisions of the Executive Board for
important reasons as described in the
Bylaws of the association.
21.9. The Alumni with the Supervising Council
has the power to suspend any Executive
Board member or and any IFMSA
Palestine Official.
21.10. The Alumni is the advisory and
reference body of all issues related to the
interpretation of the Constitution and
Bylaws of the IFMSA. It shall be the
decision-making body when controversies
in the interpretation of the IFMSA
Constitution and Bylaws arise.
21.11 Makes the final decision when
disagreements in the interpretation of the
Constitution and Bylaws arise
21.12 Reviews whether motions and proposals
in the National Assembly contradict the
Constitution and Bylaws. Motions and
proposals that contradict the Constitution
and Bylaws will fail immediately and will
not be discussed.
22. Attending IFMSA General
Assemblies, IFMSA activities,
and any representation of
IFMSA-PS in any occasion.
22.1 IFMSA-PS should work and do their best
to have representatives of IFMSA-PS in
IFMSA General Assemblies.
22.2 At least the president of IFMSA-PS has to
attend the presidents' session in the
General Assembly. If the president is not
going to the General Assembly or not
attending the presidents` sessions then a
person from the delegation has to be
appointed before the delegation leaves
Palestine by the Executive Board.
22.3 Each IFMSA-PS delegation member
should attend all the sessions of the
committee he was sent to, and he has to
attend one of the trainings and bring a
certificate for that.

22.4 If the member of the delegation didn't do
what was requested by him in 22.4, he
will not get any fund from IFMSA-PS for
the costs, and he will pay his costs of the
General Assembly participation by himself
and give IFMSA-PS the money back.
22.5 Exceptions to 22.4 will be accepted if the
participant was given a permit from both
the Executive Board, Supervising council,
and Alumni council, or if he had given a
real excuse accepted by all of them.
22.6. IFMSA Executive Board decides how the
funding of the General Assembly
participation will be.
22.7 Executive Board decides how many
participants should go to the GA, with at
least one participant to each GA.
22.8 Executive board member(s) should be
existed in the delegation, and the
executive board decides how many
Executive Board members should attend
the Assembly.
22.9 The president should be in the delegation
of IFMSA-PS, if the president is not going
the executive board has to delegate a
person to substitute the president and to
do his tasks in the General Assembly.
22.10 IFMSA-PS Executive Board and officials
elect the persons who will go to the
General Assembly beside the executive
board members, while Executive Board
delegation members will be elected by
Executive Board members.
22.11 IFMSA-PS Delegation should write a
report about their activities done in the
general Assembly and this report should
be given to the supervising council and
alumni council. While a copy of that report
should be kept with the Secretary
General.
22.12 The delegation members should bring
receipts for the expenses they paid in
transportation. Coverage of csts without
receipts will be taken by the executive
board and should be approved by Alumni.
22.13 Any representation of IFMSA for any
participant in any occasion should be
approved by IFMSA-PS Executive Board.

participation in that occasion will be
funded or not before sending the
participant.
22.14 The Executive Board decide how much
to cover from the expenses of the
delegation members. The Executive
IFMSA-PS Constitution and Bylaws,
Board decides how many students will be
going with full coverage, partial coverage
and no coverage.
22.15 The two seats of Alumni could be given
to Alumni members or any full member in
IFMSA Palestine.
22.16 The two seats in the delegation reserved
for Alumni should be from the first eight
seats of the delegate, and they pay early
registration fees not extra delegation fees.
22.17 Executive Board decides to cover the
expenses of participation of the two
participants of Alumni and Gaza seats. If
the Alumni elected participants are not
funded by IFMSA Palestine, they pay the
fees of early registration of the first eight
of the delegate.
22.18 Any participant got funds from IFMSA or
any other organization should never get
fund for IFMSA or any other organization
for the same expenses.
22.19 Executive Board announces for
members to apply to represent IFMSA-PS
in any meeting or occasion other than a
GA, and they elect the person(s) who will
attend, taking in consideration the activity
and position of the member and the
benefit he will bring to IFMSA-PS.
22.21 Regulation of IFMSA Palestine participation in
international meetings:
a. The executive board should be represented in any
delegation by at least one. If the president is not
going to the General Assembly or not attending the
presidents` sessions then a person from the
executive board has to be appointed before the
delegation leaves Palestine by the Executive Board.
b. The delegation to any international meeting shall
have the representation of the 3 local committees if
the number of delegation exceeds three.
c. The delegation to any international meeting shall
have a full member who is not an executive board
member or an official if the delegation exceeds six in
General assemblies or five in regional meetings.
d. No one can attend more than one international
meetings in one term except by the approval of
Alumni Council.
e. The head of the delegation should send An
evaluation report about each participants to the
executive board. This evaluation should be taken in
consideration in the coming meetings.

23. Local Committees
23.1 IFMSA Palestine can have two local
committees one in Al-Azhar University in
Gaza and another one in Al-Najah
University in Nablus following the center
of IFMSA Palestine in Abu Dis.
23.2 Local Committees that existed in medical
faculties considered as branches of AL
Quds Medical School don't pay fees for
IFMSA Palestine. And the main campus
in Abu Dis is considered the main office of
IFMSA Palestine.
23.3 In case that new medical faculties have been
established as separate from the Palestinian
medical school in Al-Quds University; a local
committee in that university can join IFMSA
Palestine but it has to pay equal amount of
the annual fee of IFMSA Palestine in IFMSA,
and has to follow the same constitutions and
bylaws of both IFMSA and IFMSA Palestine.
23.4 Local committees have their own
structure, and their own elections for
Local officers.
23.5 Any local officer can candidate to any
official position in IFMSA Palestine on
national level. And his candidature has to
be according to the bylaws listed above.
23.6 The local committee should have the
following positions; president and a local
officer for each committee (Local Officer
on Research Exchange, Local Exchange
Officer, Local Officer for Medical
Education, Local Officer for Refugees and
Peace, Local Public Health Officer).
23.7 Local officers should work on the same
field of each standing committee and
should follow the national standing
committee in its bylaws. Each Local
Officer has to send the National officer
reports on their activities.
23.8 Each local committee can send its
members to IFMSA meetings through
IFMSA Palestine and after being
approved by IFMSA Palestine executive
board.
23.9 Local committee in Gaza has two seats
reserved in each delegation for the
General Assemblies of IFMSA.
23.10 The Local committee delegates in the
general assembly is funded by the local
committee itself except if the Executive
Board decided to fund some of them.
IFMSA-PS Constitution and Bylaws,
23.10 President in the local committee is the
one responsible in front of the executive
board of his local committee work.
23.11 Decisions in the Local committee is
taken by the local officers board
(President, Local officers listed in bylaw
22.6), the decisions should be taken in a
democratic way.
23.12 Any decision oversteps, contravenes or
had been taken not according to the
bylaws of IFMSA and IFMSA Palestine
enables the executive board to reject the
local office.
23.13 IFMSA Local committee should follow
the bylaws of IFMSA and IFMSA
Palestine in all their activities.
23.14 Only IFMSA Local officers have the right
to vote in the national assemblies from
the members following that local office, &
they can vote by stamped mails or e
mails sent to the supervising council and
Alumni if they were not able to attend.
23.15 Each executive board member on the national level
or any national officer has the same position on the
local level. He is responsible on the national level
and the local level of his local committee.
23.16 The Local committee full members elects the
remaining seats of their board after the national
elections. The local elections will be held in a special
meeting not more than two weeks after the national
elections.
23.17 IFMSA EB candidates should have been one of the

23.18 The delegation to international meetings supported
by the central budget should be divided equally to
the Local Committees. Each LC choose their
delegates.
23.19 The annual budget provided by the FQMS to IFMSA
Palestine is distributed at the beginning of each year
equally between the local committees
24. Reference of not written bylaws:
24.1 If there is a situation there is no bylaw
written for it, then the reference will be the
IFMSA bylaws to be measured on, if it
was not clear in IFMSA bylaws then it is
referred to the Supervising council and
Alumni council.
24.2 Supervising council and Alumni council
make the final decision when
disagreements in the interpretation of the
Constitution and Bylaws arise.
