Wikipedia

Brightness is a very important quantity discussed in photography and astronomy. In photography, brightness is
the luminance effect created by a light source or reflected light.

The brightness of paper measures the percentage of light that it reflects. Most papers reflect approximately
60 to 90% of incoming light. Remember: brightness and color are not the same thing.

Brightness measures the reflectance of a specific wavelength of blue light — 457 nanometers. Paper
rated in the 90s reflects more light than paper rated in the 80s, which makes it appear brighter.
