T he proper design of a measurement system involves an under- standing of numerous aspects for the

design engineers and the


operating company personnel. The capital and operating resources
applied for fiscal transfers must be commensurate with the total
cost of measurement: the capital cost of technology, the operating
cost of technology, industry practice or standards, regulatory compliance,
and the total fiscal exposure or risk (commodity value times
throughput).
13.1 Targeted Uncertainty
Before initiating the design of a measurement system, the owner
should define the targeted uncertainty. Typically, the owner specifies
a targeted overall uncertainty of ~0 . 5 0%o r *l.OO% for the
measurement facility. The targeted uncertainty determines the primary,
secondary, and tertiary devices to be assembled by the
designer (CAPEX). While the operator recognizes that the procedures,
operating personnel, and the maintenance of the measurement
system affect the uncertainty, these factors can be controlled
through operating costs (OPEX).
