Upon information and belief, I allege:

ALLEGATION 42:
DANGEROUS WEAPON-POSSESSION OF A FIREARM BY A RESTRICTED PERSON CAT II -
THIRD DEGREE FELONY, if committed by an adult as follows: On or about September 3, 2017 in
SALT LAKE County, State Of Utah, in violation of 76-10-503(3) Utah Code Ann. 1953 as amended,
said minor, a party to the offense, purchased, transferred, possessed, used, or had under his custody or
control, a firearm. The minor is a category II restricted person as defined in 76-10-503(1)(b).
ALLEGATION 43:
FAILURE TO RESPOND TO OFFICER'S SIGNAL TO STOP - THIRD DEGREE FELONY, if
committed by an adult as follows: On or about September 3, 2017 in SALT LAKE County, State Of
Utah, in violation of 41-6a-210 Utah Code Annotated 1953 as amended to date, said minor, a party to
the offense, an operator who, having received a visual or audible signal from a peace officer to bring the
vehicle to a stop, did operate a vehicle in a willful or wanton disregard of the signal so as to interfere
with or endanger the operation of any vehicle or person, and/or attempted to flee or elude a peace officer
by vehicle or other means.

ALLEGATION 44:
FAILURE TO STOP AT THE COMMAND OF A LAW ENFORCEMENT OFFICER - CLASS A
MISDEMEANOR, if committed by an adult as follows: On or about September 3, 2017 in SALT
LAKE County, State Of Utah, in violation of 76-8-305.5 Utah Code Annotated 1953 as amended to
date, said minor, a party to the offense, did flee from or otherwise attempted to elude a law enforcement
officer after the officer had issued a verbal or visual command to stop.

ALLEGATION 45:
RECKLESS DRIVING - CLASS B MISDEMEANOR, if committed by an adult as follows: On or
about September 3, 2017 in SALT LAKE County, State Of Utah, in violation of 41-6a-528, Utah Code
Annotated, 1953, as amended to date, said minor, a party to the offense, did operate a vehicle in willful
or wanton disregard for the safety of persons or property while committing three or more moving traffic
violations under Title 41, Chapter 6a, Traffic Code, in a series of acts within a single continuous period
of driving.

ALLEGATION 46:
LEAVING THE SCENE OF AN ACCIDENT, DAMAGE ONLY - CLASS C MISDEMEANOR, if
committed by an adult as follows: On or about September 3, 2017 in SALT LAKE County, State Of
Utah, in violation of 41-6a-401(1) & (7)(b) Utah Code Annotated 1953 as amended to date, said minor,
a party to the offense, being the operator of a vehicle involved in an accident that resulted in damage to
property belonging to Mubarak Mohamad, and failed to immediately stop the vehicle at the scene of the
accident or as close to it as possible and failed to immediately remain at the scene of the accident.
On September 3, 2017 in Salt Lake County, Utah, Cottonwood Heights Police Sergeant C. McHugh
activated the overhead lights and siren on his marked patrol car and attempted to make a traffic stop on a
vehicle. The vehicle was driven by a male who was later identified as ANEI JOKER. JOKER failed to
pull over and Sergeant McHugh pursued him on Highway I-15. JOKER reached speeds of up to 100
miles per hour, failed to stay in one lane of traffic, and subsequently crashed his vehicle on an off-ramp
when he attempted to drive back up the ramp. There was a female passenger in JOKER's vehicle who
was later identified as JOKER got out of the vehicle and fled on foot back down the
ramp. Sergeant McHugh followed in his patrol car and saw JOKER running underneath the overpass.
Sergeant McHugh got out of his patrol car and commanded JOKER to sit down on the ground. JOKER
complied and sat down but he moved his arms toward the waistband on his pants several times.
Sergeant McHugh commanded JOKER to keep his hands out where he (Sergeant McHugh) could see
them. JOKER reached again into his waistband, Sergeant McHugh yelled out, "don't, don't, don't" and
fired his weapon. JOKER was transported to IMC hospital with a gunshot wound where
found a .22 magnum revolver concealed underneath JOKERs testicles.

The statement of She was the female passenger in JOKER's vehicle. She noticed
Sergeant McHugh was trying to pull JOKER to the side of the road. JOKER pulled to the side of the
road and then stated to her "Im going to run." argued with JOKER not to flee in the vehicle.
JOKER stated to her "Just be quiet and enjoy the ride."

NOTICE:
The names and addresses of the parents, guardians, custodian, or nearest known relative of Anei Joker
are set forth on the attached summons.

Pursuant to Utah Code Annotated 78B-5-705(2008) I declare under

criminal penalty of the State of Utah that the foregoing is true and
correct to the best of my belief and knowledge.
