SCOPE OF WORK
The scope of work includes all site work and preparation, concrete, masonry, metals, wood
and plastics, thermal and moisture protection, doors and windows, finishes, specialties,
mechanical and electrical works necessary to complete project and render it operational and
ready for use. Refer to the Technical Specifications for PROPOSED THREE-STOREY GAMING
CENTER.
Work of the contract consists of the construction of a three (3) story building located along
SANTA ROSA-TAGAYTAY RD. DON JOSE SANTA ROSA, LAGUNA. Materials and finishes for
new and facilities listed below are part of the scope of work and shall be supplied and installed by
the CONTRACTOR as part of the scope of work for the project.
The subsequent services are incorporated in the WORK, each of which is defined below:
1.1 DESIGN AND ENGINEERING
1.1.1 Conceptual Design
The activities must be in accordance with the Technical Specifications and shall
govern the methods of construction and the kind of materials to be used for the
proposed building as shown in the plans and detail drawings.
1.1.2 Detail Engineering
The CONTRACTOR shall:
(a) Hold accountable for the safety and safe working practices of the respective
employees, servants and agents.
(b) Include all additions necessary in order to implement the whole set of approved
Plans, Working Drawings and Specifications in the scope of work of the project.
(c) Submit details and shop drawings, templates, and schedules required for the
coordination of the work of the various trades. Illustrations must incorporate
important information on all working dimensions, arrangement and sectional views,
connections and materials.
(d) Guarantee that all requirements are delivered up to the standard of
performance, at a rate that meets or exceeds the requirements of the applicable
schedule established under the contract and this scope of work.
(e) Organize the works of all interdisciplinary interfaces, together with the civil,
structural, architectural, mechanical, piping, electrical, and instrumentation and
controls.
(f) Must aid in developing battery limits interface, in terms of coordination and
implementation of the project, if demanded.
(g) Formulate a plan for the engineering services to be conducted in the project
execution plan, then present the plan to the owner for further approval on or prior
the time set out in the significant dates; and,
(h) Offer on-going engineering assistance through accomplishment of the work.
(i) Have a licensed surveyor to locate benchmarks. Shop drawings of stake out
plan and definite reference marks shall be verified and approved by the obtaining
entity before any permanent construction. The contractor shall submit to the
general nature and scope of work and other bid documents for more extensive
depiction of the work.
(j) Observe final cleaning of the work by a reputable building maintenance
company employed prior to the procuring entity’s final inspection for certification of
final acceptance and shall be practiced on every surface or unit of work and shall
be of condition expected for a first-class building cleaning and maintenance
program.
1.2 PROJECT MANAGEMENT
1.2.1 The contractor shall perform the following project management and coordination
services in accordance with the contractor’s safety and quality plan, including any
revisions agreed to in the contract. The CONTRACTOR’S job execution responsibilities
include, but are not limited to:
(a) Total management of the work in agreement with the contractor’s project execution
plan.
(b) Designing, operating and implementing engineering, constructability, procurement,
fabrication, assemblies, transportation, construction, integration, and turnover plans, to
the extent essential to achieve quality performance of the work; and,
(c) Constructing and revising project schedules in conformity with scheduling and reporting
requirements project schedules established under the terms of the contract.
1.2.2 Project Execution Planning: The CONTRACTOR shall develop a project execution
plan to present in the form that observe owner’s preferences.
1.2.3 A detailed project execution plan is to be provided thirty (30) days from project award
that sets out:
(a) Overall management of the work.
(b) General management manage activities of engineering, purchasing, and
construction.
(c) Organization of comprehensive cost estimations and schedules for all project
phases.
(d) Preparation of detailed planned sequencing activities.
(e) Formulation of purchasing documents and logistics planning, material
management and subcontracting.
(f) Deployment of the owner’s policies.
(g) Method and procedure for cost control, and reporting.
(h) Project accounting details.
(i) Development of necessary specifications, standards, and procedures
(j) Expansion of training, operation, and maintenance manuals.
(k) Strategic support to the owner for the achievement of local and site particular
permits.
(l) The provision of purchasing or assembly raw documents, purchase orders, and
construction contracts and construction specifications.
(m) Development of construction work packages.
(n) An ordering, expediting logistics plan, and materials administration; and,
(o) Evaluation of qualifications of vendors, subcontractors, and other construction
contractors.
1.2.4 The project execution plan shall also contain the work schedule, which constitutes:
(a) Comprehensive sequence in which the contractor intends to perform the work.
(b) Beginning and conclusive dates for all individual segments of work.
(c) Manpower forecasts by trade or discipline.
(d) Fundamental materials and equipment ordering and delivery dates; and,
(e) Other relevant data and information.
The OWNER shall analyze the CONTRACTOR’S overall execution plan for the
work and prearranged sequencing activities in the preliminary project execution plan (if
applicable); and, detailed planned sequencing events in the project execution plan, and
advise the CONTRACTOR in writing if it has any disputes with the contents, with sufficient
detail to allow contractor to revise the disputed item, within the time period set out in the
significant dates.
1.2.5 The CONTRACTOR shall update the project execution plan upon a reasonable
request of the owner during the performance of the work and obtain the owner’s approval
of any proposed deviations prior to their implementation. Any significant variations or
modifications to the project implementation plan requested by or required due to activities
of the owner will be adopted under the change provisions of the contract.
1.2.6 The CONTRACTOR’S monthly reporting shall include:
(a) Outstanding issues.
(b) Confirmation that there are no reasonably known or anticipated claims for an
adjustment to the cost of the contract or schedule, or a statement of those items
with reasonably detail.
(c) Current actual status of the schedule of the work in primavera level 4 detail
(d) A list of pending deliverables for the next thirty (30) days and completed
deliverables for the previous thirty (30) days.
(e) Any protection concerns, near-misses, minor occurrences, safety violations or
references and any serious or lost time incidents.
(f) All requirements for information (RFIs) that have been presented, and their
status.
(g) All modification requirements that have been proposed, approve, and
impending, with an aggregate total of the time and cost effects of the project
change orders to date.
(h) Site meeting minutes; and,
(i) A list of all Project submitted and pending dispute notices to date.
1.3 SUBCONTRACTING
1.3.1 CONTRACTOR shall:
(a) Manage subcontractors on the project site with respect to their planning,
scheduling, allocation, and assignment of construction resources, progress
measurement and reporting.
(b) Examine and scrutinize work accomplished by the subcontractors and confirm
such work complies with the standard of performance, project specifications,
approved construction safety principle, and the quality assurance/quality control
plans.
(c) Incorporate the owner’s strategies, plans, procedures, and the terms of the
prime contract into every subcontract, unless written approval is provided
otherwise by OWNER; and,
(d) Integrate terms permitting the assignability of subcontracts to the proprietor
upon notice.
1.4 CONSTRUCTION
2.4.1 The CONTRACTOR shall undertake and shall be responsible for the supply of both
labor and materials, consumables, construction tools and equipment, form works,
supervision and other services, for the project construction of three-storey commercial
building, including, without being limited to:
(a) Layout and staking.
(b) Gravel Bedding and Soil Treatment.
(c) Cast-in-Place Works and Concreting.
(d) Reinforced Concrete Wall Rebar Works and Concreting.
(e) Masonry Works.
(f) Metal Works.
(g) Thermal and Moisture.
(h) Doors and Windows.
(i) Electrical Works.
(j) Plumbing Works.
(k) Finishing Works
1.4.2 The CONTRACTOR shall be responsible for securing all necessary permits related
to the project, which include but not limited to:
(a) Building permits, occupancy permit, etc.
(b) Contractor’s All Risk Insurance & Third-Party Liability and Workman’s
Compensation Insurance (CARI); and,
(c) other insurances required by the Local Government Unit (LGU); and,
(d) Eton Cyberpod Centris (ECC), including expense of calculated charges as may
be imposed by the Local Government Unit (LGU), ECC and/or Regulating Bureaus
prior to the execution of the project.
(e) All related documents shall be submitted to the PPP Center.
(f) All licenses, approvals, permits, registrations, and memberships necessary for
the contractor, as a corporate entity and with personnel who may be governed by
professional bodies and regulations, to perform the work; 2.4.3 The Owner shall
be responsible for providing the following permits and approvals:
(a) Building Permits.
(b) Local Site Plan Approval.
(c) State Plan Reviews.
(d) DNR Permitting.
1.5 SITE SERVICES AND LOGISTICS
1.5.1 Shared Services Matrix Contractor and the Owner will be communicating some site
services on the project, and each will be responsible for providing such services and for
payment for the use of such facilities to the extent set out in the communal services matrix.
1.5.2 Site Logistics Contractor will provide the labor force in the project site in accordance
with the personnel logistics and rates. CONTRACTOR will simply accept living out
allowance and reimbursement for travel to the extent set out in the personnel logistics and
rates. All policies and booking conditions for travel and site lodgings are required to be
completed by the CONTRACTOR. CONTRACTOR shall enter any project labor
agreements that may apply to the project site and ensure harmonious integration of the
labor force with other labor present on site. SECTION 3 CONSTRUCTION
METHODOLOGY The proposed structure is a three-storey commercial building owned by
Sir. Reynaldo Sitjar. The proposed structure will be constructed by I-con at at Glenwood
Subdivision Brgy, Milagrosa Calamba, Laguna.
