1. The Department of Education (DepEd) fully supports the implementation of the


enclosed Presidential Proclamation No. 1253 Declaring 29 l[ovember to 01 December
2O2t as Baganlhz;n, Bakunahan Natlonal COVID-I9 Vacchatlon Days.
2. All teaching and nonteaching personnel, parents, and learners from 12 years of
age are encouraged to get vaccinated and support the government's vaccination program
against COVID-19. This is a.lso crucial in the implementation of the face-to-face learning
modality and its eventual expansion, as well as in the normalization of our agency
operations.

3. In accordalce with Presidential Proclamation No. 1253, a1l teaching and


nonteaching personnel, including regular plantilla, casual, contractual, and contract of
service (COS) personnel, who will be vaccinated during ttre aIoresaid period, shall not be
considered absent from their work, provided that tJ.ey present proof of vaccination to tlte
heads of functional offices.

4. All learners who will be vaccinated during the aforesaid period shall be considered
excused from attending classes, provided that they present proof of vaccination to their
teachers.

5. Relevant units at the DepEd central, regional, ald schools division offices shall
coordinate with counterparts from the Department of Health, Department of the Interior
and lacal Government, local government units, and the National Task Force (NTF)
Against COVID- 19 to provi.de the necessar5r support and assistance for the effective
implementation of the Presidential Proclamation.

6- Immediate dissemination of this Memorandum is desired.

DECLARING 29 NOVEMBER TO 01 DECEMBER 2021 AS BAYANIHAN,


BAKUNAHAN NATONAL COVID.I9 VACCINATION DAYS

WHEREAS, Section 15, Article ll of the Constihrtion declares it a policy of the


State to pmtect and promote the right to health of the people;

WHEREAS, Section 2 of Republic Act (RA) No. 11525, otherwise known as the
"COVID-1g Vaccination Program Acl of 2021," provides that the State shall adopt an
integrated approach to healh development which shall endeavor to make essential
social s€rvices available to all p€opls at an affordable cost, and address the adverse
impact of COVID-19 through the pmcurement and administration of safe and effecitive
vaccines;

WHEREAS, on 01 March 2021, lhe Department of Health implemented the


Philippine National Doployment and Vaccination Plan for COVID-19 Vaccines, with the
aim to vaccinate at least 70olo of the country's total population;

WHEREAS, from 28 February to 14 November 2021, the Philippines has received


and prccured a total of 123,258,34O doses of COVlFlg vaccines;

WHEREAS, as of 18 November 2021, a lotal of 73,9'17,573 doses of COVlDl9


vaccines have been administered, with more than 32 Million Filipinos having been fully
vaccinated; and

WHEREAS, considering the goalto vaccinate at least 70olo of the total population,
including individuals aged 12 to 17, and that approximately 53 Million doses of COVID-
19 vaccines have y€t to be admlnistered, there is a need to cultivate lhe Bayanihan sgifia
of the Filipino people by forging unity and cooperation among relevant stakeholders to
expedite and intensify the govemment's vaccination program against COVID-19;

NOW, THEREFORE, l, RODRIGO ROA DUTERTE, President of the Republic of


the Philippines, by virtue of the powers vested in me by the Constitution and existing
laws, do hereby declare 29 November to 0l December 2O21 as "Bayanihan,
Bakunahan Natlonal COV|D.l9 Vacclnation Days."

For this purpose, the Departnent of Health (DOH) and the Deparlment of the
lnterior and Local Govemment (DILG), in cooperation with the National Task Force (NTF)
Against COVID19, shall lead the observance of lhe Bayanihan, Bakunahan National

campaigns relative lhereto.

The Departrnent of Education, Department of Social Welfare and Developmeflt,


Deparlment of Labor and Employment (DOLE), Departnent of lnformation and
Communicetions Tecinology, Department of Tourism, Department of Trade and
lndustry, Departnent of Natonal Defense, Department of Transportation, and their
attached agendes, bgelher with the Metropolitan Manila Development Aulhority,
Philippine lnformation Agency, Technical Education and Skills Development Authority,
Commission on Higher Education and Presidential Communications Operations Ofice,
as well as other reb\rant agEncies, govemment-owned or ontrolled corporations, state
universities and colleges and local go\rernment units (LGUs), are hereby direcled, and,
medical, nursing and allied health associations, faith-based, civil society and non-
govemment organizations, and he privato sec{or, ar€ hereby encouraged to actively
participate and provide the necessary support and assistance to the DOH, the DILG and
the NTF for the effec{ive implementation of this Proclamation.

The LGUs shall mobilize all resouroes, stakeholders, health human resource and
constituents within lheir arees of jurisdic{ion to achieve the obieclives of the National
COVI D-1 9 Vaccination Days.

Allhealth work6rs, induding doc'tors, nurses, midwives, pharmacists, dentists, ard


medical tecfinologisl3, ar6 called upon to extend their full support and cooperation in
providing COVlDl9 vaccination during the hreeday campaign.

Empbyees and lrcrkers of the govemment and th€ private sector, who will b€
vaccinated during the aforeaid pedod, shall not be consilered absent from lheir work,
provided that they present pToof of vaccinaticn to their respectve employers, subiecl to
rules that may be issued by the OOLE and the Civil Service Commission.
