Accelerating The Circular Economy In Viet Nam

The transition towards a Circular Economy will contribute to
limiting global warming to 1.5C degree. Mainstreaming the
circular economy will not only accelerate reduction in GHG
emissions but also ensure a more efficient and cleaner use
of natural resources, thereby contributing to the
achievement of the Sustainable Development Goals.

The Revised Law on Environmental Protection (LEP) adopted


in 2020 defined the Circular Economy as “an economic model
in which design, production, consumption and service
activities aim to reduce raw material extraction, extend the
product life cycle, reduce generated waste and minimize
negative impacts on the environment.”

It is clear that the transition towards a circular economy


The transition to a requires the commitment and involvement of the whole of
society. Accelerating a Circular Economy means requires a
Circular Economy systemic approach valuing synergies and partnerships.

Policy Context in
Viet Nam
• The Government of Viet Nam has already
started an ambitious transformation agenda
towards a circular economy.

• The revised Law on Environmental


Protection (LEP) 2020 builds the institutional
basis for the development of circular economy
models in planning, design, production, trading,
consumption and recycling of waste, packaging
and discarded products.

• The decree guiding the implementation of


the LEP 2020 will introduce the criteria to guide
the adoption of the CE principles, financial
incentives, and a roadmap for CE
implementation highlighting prioritized
sectors, responsibilities of ministries and
Provincial People Committees.

Circular Economy Hub
• It is joint initiative between the Ministry of
Natural Resources and Environment (MONRE)
and United Nations Development Programme
(UNDP) in Viet Nam.

• This multi stakeholder and public-private


partnership will be a place for dialogue and
act as a bridge between existing initiatives
and stakeholders in Viet Nam and globally.

• It includes a web portal (English and


Vietnamese) and will organize trainings,
workshops, and events.

• To enhance dialogue, generate know-how,


and mobilize collective action towards the
CE transition.

more accessible marketplace for sellers and buyers, in selected
sectors
• Provide supports to businesses on administrative procedures to
participate the Forum
• Centralize all information for entrepreneurs to adopt the CE
principles

• Build a network of material and service suppliers, manufacturers,

• Foster connection, exchange, partnerships between business
willing to trade recyclable waste following the logic of industrial
symbiosis
• Demonstrate the benefits of adopting the CE principles to business

• Create a channel for public community to share their initiatives on
CE

pledges/commitments on CE actions then public community will
play role as monitor the implementation of these commitments

Component 5:
Database Objectives:
• Enhance community engagement, mobilize and empower the
whole of society in the CE transition
• Develop dynamic databases of CE initiatives, pledges,
commitments of businesses, public, CSOs etc.
• Create sectoral and value chains database to support the adoption
of naturals capital accounting and materials

How does it work?
• The CE Hub will be operated under public-private partnership.
• UNDP and ISPONRE are the Curators and Moderators of the Hub:
› Participate in the establishment of the Advisory Council and WGs
› Operate activities under the 5 Components and maintenance the Hub
› Develop Partnership to promote the Hub

• The coordination activities of the Hub will be delivered by an Advisory


Council assisted by Thematic Working Groups.

• The members of the Advisory Council will include Strategic Partners:


representatives from ministries, local authorities, academia, VCCI,
business associations, international agencies, NGOs, representatives
from business and trade unions, and civil society organizations.

• The Working Groups will be appointed by the Advisory Council. The


members of each WG are officials from relevant units/agencies from
central and local level, international organizations, experts and
researchers.
