TWO (2) YEAR CONTRACT FOR ON-SITE BLASTING SERVICES FOR

TECHNICAL SERVICES DEPARTMENT, TNB POWER GENERATION SDN BHD

1. Scope of tender On-Site Blasting Services for Technical Services Department

2. Contract duration Two (2) year, starting from the date of Letter of Award

3. Experience Only contractors with proven and wide experience in on-site blasting
services at power plants especially within TNB fleet, IPP and Oil and Gas
SHALL BE CONSIDERED (Steam Turbines, Gas Turbine, Boiler & Hydro
Plant)

Contractor shall possess cumulative 3 years’ experience without any


reported poor performance and incident. The job must be later than
2016.

4. Work area Peninsular Malaysia, Sabah & W.P Labuan and Sarawak

5. Short response time Representative MUST be at site within less than six (6) hours for
confirmation (site visit); while work to be carried out within one (1) day
from confirmation.

6. Scope of work To supply On-Site Blasting Services, sufficient material, qualified & skilled
workers, transportation, blasting shelter, and handling to carry out the
on-site blasting work throughout locations as stated in Clause 16
(Mandatory requirement submissions during tender submission). All
material offered to TPGSB MUST comply with Standards as specified
below.

Surface preparation shall be carried out by dry blast-cleaning wherever


possible. The surface preparation grades shall be as specified below:

Surface preparation shall be subjected to inspection by certified


inspector followed by blowing with dry clean compressed air or vacuum
cleaning.

Surface Preparation By Blast Cleaning

Blast cleaning shall be carried out through latest standard of ISO 8504-2
to the required visual standard in accordance with latest standard of ISO
8501-1. The requirement as per Surface Preparation Specification table
above.

The blasting of stainless steel component shall be carried out by sweep


blasting using a fine abrasive not containing iron (e.g. garnet, aluminum
oxide), glass beads or stainless steel shot. To reduce the risk of
unacceptably damaging the substrate while sweep blasting stainless steel
or hot dip galvanized surfaces, it is recommended that a reduced nozzle
pressure be used in combination with a small size abrasive.

Blast Cleaning Equipment

The compressed air supply used for blast cleaning shall be free from
water and oil. A test in accordance with ASTM D 4285 shall be conducted
to determine the presence of oil or water in compressed air used.

Adequate separators and traps shall be provided, installed in the coolest


part of the system. They shall be emptied regularly to prevent carry over
of water and oil. Accumulation of oil and moisture shall be removed from
the air receiver by regular purging.

Air compressor shall not be allowed to deliver air at a temperature above


110° C.

Abrasive blast cleaning equipment shall be an intrinsically safe


construction and equipped with a remote shut-off valve triggered by the
release of a dead man’s handle at the blasting nozzle.

Where air-operated equipment is used, the operator’s hood or head gear


shall be ventilated by clean, cool air served through a regulator filter, to
prevent blast cleaning residues from being inhaled.

Blasting Abrasives

Blasting abrasives for use in blast cleaning carbon steels and low alloy
steels are specified in ISO 8504-2.

Where abrasives which are classified as a Scheduled Waste are used, the
waste shall be collected and to be disposed at Kualiti Alam dumpsite as
per the requirement of the Environmental Quality Act (EQA) 1974.

RESTRICTIONS

As a guide, blast cleaning shall not be carried out when the temperature
of the surfaces to be blasted is less than 3°C above dew point and when
the relative humidity of the air is greater than 85%. For dew point
determination refer to the procedure described in ASTM E 337. On site
blasting shall not be done in open areas.

Isolate Intended Blasting Area


If require by local station management, vendor to properly isolate
intended blasting area to avoid contamination to adjacent/nearby
component/equipment.

Authorities Approval
Vendor to handle and get authority approval (e.g. DOSH) prior to blasting
works.

Other Requirement
• To complete every work assigned within specified time frame
mentioned by the TPGSB or TNB REMACO.
• In event machinery unit is defective, bidder to take full responsibility
to rectify/replace/add machinery within one (1) day in order to
complete the work as per schedule.
• To expedite (all effort) for all scope of work in urgent or emergency
cases.

7. Manpower All manpower shall be of Malaysian Citizen

8. NTSP/ OGSP/AESP/CIDB The contractor’s employees shall satisfy all safety requirements required
by TPGSB or customer such as NTSP, OGSP, AESP, CIDB etc.

9. Uniform The contractor shall ensure their employees are always provided with full
uniform. The uniform should have company logo.

10. PPE The contractor shall ensure their employees are provided with adequate
Personal protective equipment (PPE) e.g. safety harness, safety shoes,
safety helmets, hood or head gear etc.

11. Police verification & E- The contractor shall obtain and provide to TPGSB a police verification and
Vetting e-vetting, and ensure all employees are clear from any criminal record.

12. Free from blacklist The contractor shall ensure their employees are not blacklisted at any
power plant or oil and gas (O&G) plant.

TPGSB has the right to request for immediate replacement for any
contractor staff if TPGSB found any blacklist/criminal record during the
work execution at contractor own cost.

13. Documents to be The contractor shall provide documents as below seven (7) days before
submitted before work work commencement or when required:

g. Submit company profile complete with list of all offices/ workshops/
yards/ storage areas all around Malaysia.
h. Submit specification of mobile compressor unit PMT and extraction
dust collector
i. Submit specification of Ultra High Pressure Hydroblasting

17. Insurance The supplier, at its own expenses, shall take out and maintain in effect,
during the performance of the contract, insurance policies of its
employees and assets.

If TNB requires the contractor to purchase WC & CEAR insurance from


TNB Insurance Management Systems (TIMS) according to PO issuance,
it will be chargeable under reimbursable.

18. Covid-19 Swab test & Contractor employee shall do covid-19 swab test (as per station
requirement e.g. RT PCR or RTK Antigen) and provide copy of swab test
result during entering the site

The cost is reimbursable, as per receipt

19. Vaccination a. Contractor shall ensure that only employees that have received at
least one (1) dose of vaccination are supplied for TPGSB.
b. Contractor shall prepare an employee vaccination register and TPGSB
has the right to verify the record against proof in MySejahtera
application or vaccination card.

20. Covid-19 Standard Contractor to abide to government standard operating procedure


operating procedure regarding covid-19 e.g. provide face mask, sanitizer for their staff and to
sanitize their tools and equipment

The cost shall be borne by contractor

21. Prices All prices quoted are excluding Sales and Service Tax (SST)
