Executive Summary
Introduction
A technical assessment team comprising Technical Enabling Unit (TEU) advisors was tasked with carrying out
an assessment of key social infrastructure buildings and services affected by the recent earthquake in the
PNG Highlands. The assessment team focused the study on assessments of Papua New Guinea (PNG)
Government health and education facilities, and other key social infrastructure like Provincial and District
assets, police and church-operated service centres.

The assessments were carried out by two teams:

- one team covering the Southern Highlands and Western Provinces, and
- the other team covering Hela and West Sepik Provinces.

Separate reports will be provided for each of these areas. This report is for the Hela Province.

Assessment and Scoping Process

The main sources used for the damage assessment and scoping exercise included:
• Damage assessments conducted by the TEU team travelling to various parts the provinces and
assessing each facility.
• The TEU team consisted of Bruce Pickering (Team Leader), Philip Makarai (Structural Engineer),
Cathy Alu (Cost Estimator) and Jason Ambili (Building Services).
• List of facilities for assessment were sought from meetings with various stakeholders and Provincial
Disaster management coordinators in Tari, the capital of Hela Province. The list of facilities assessed
is provided in Appendix A and maps of the areas covered is provided at Appendix B.

Recommended Allocations
A scope of remedial works or replacement of infrastructure has been recommended at a total cost of
$89,353,260.

The works are in two parts, the first is high priority work required to support the immediate recovery phase. It
is recommended that these works commence within a period of three months. The second part is for works
that will be required to support the longer term recovery plan. Justification is provided as to the need for
immediate or longer term recovery work for each of the assessed assets.

In summary, an estimate of $13,429,260 has been recommended for the initial recovery phase and for the
$75,924,000 longer term recovery plan. Table 1 below provides the summary of costs per District in Hela
Province. A detailed list of works and an estimate of costs for each facility is provided in Appendix C.

Priority Areas
From the scope of works for the initial recovery phase it is recommended that work immediately commence in
providing shelters, temporary accommodation for staff and toilet/ablution facilities at selected schools and
health centres.

The extent of damage to infrastructure increased in relation to the distance from the earthquake epicentre. In
general terms, the Districts in order of damage/level of impact are:

1. Komo-Margarima1
2. Koroba-Kopiago
3. Tari-Pori

The earthquake has resulted in significant landslides which have destroyed villages and gardens, and
contamination of local surface water resources which are used by communities for drinking, cooking and
washing.

The assessment team has recommended a range of “initial response” works to provide a quick response to
ameliorate the impacts of the earthquake and subsequent after-shocks for residents, mitigate the risks
associated with exposure, poor water quality and limited sanitation. The interim solutions will facilitate the
affected communities return to normal living and provide evidence of the commitment the Australian
Government has in providing direct, tangible assistance to the areas of highest need.

The initial responses recommended fall into two categories:

- New works consisting of shelters, water storage and toilet/ablution facilities, and in some cases
modular houses for urgently required accommodation, and
- Essential/urgent repairs to structural elements, services and building fabric

The shelters will provide much needed shelter, water, lighting and a focal point/facility that can be used to
restore medical and administrative services and in some cases, commence modest schooling operations to
assist the displaced communities.

Deployment of the Ventilation Improved Pit (VIP) toilets will overcome the situation observed in all districts
where the pit toilets and septic tank systems had either collapsed or were extensively damaged rendering
them inoperable. Also damage to water tanks has destroyed sources of potable water and adversely
compromised sanitation waste disposal outcomes. The risks of accelerating health problems through poor
quality water and hygiene will be reduced through this interim measure.

The provision of modular accommodation will provide urgently needed shelter for areas that are accessible by
road. These units can be relatively quickly deployed and be used for long-term solutions in-situ or economically
redeployed if more permanent solutions are required.

Appendix E details the design of the proposed shelter structure, including the VIP toilets.

A number of priority areas, such as Mananda and Idawi were not assessed due escalating civil unrest and
increased safety/security risks. The teams brief was to limit inspections to Centres and Sub-centres. No aid
posts were inspected.

1 Introduction
1.1 General
On 19 July 2013, Australia and Papua New Guinea announced a Joint Understanding (JU) on further Bilateral
Cooperation on Health, Education and Law and Order. The JU commits the Government of Australia (GoA),
via the Australian Government’s development assistance program, to lead and undertake the upfront master
planning, scoping, design and feasibility assessments associated with a wide range of technically and
conceptually complex capital infrastructure works and related activities.

The Tasking Note 34 (TN34) was issued and signed on 16 March 2018.

1.2 Background
On the 26 February 2018, a 7.5 magnitude earthquake struck the Highland provinces of Hela, Southern
Highlands and some regions of the Western Highlands and West Sepik Provinces. Since then, there has been
numerous aftershocks that are still being experienced, with a significant 6.3 magnitude earthquake recorded
on Saturday 7 April 2018.

There were numerous reports which suggest that there is significant loss of life and extensive damage had
occurred to roads, infrastructure and other services across affected areas. A number of urban settlements as
well as remote villages have been affected in the form of landslides and landslips which means that many
roads have been cut off, water supply and connections are potentially contaminated and a range of other wide
spread effects to village communities. It has been reported that2:

- 270,000 people are in need of assistance across four provinces of PNG Highlands
- 11,041 households (55,205 people) remain displaced
- 91% of health facilities are open, but almost 55% have no water, and
- 15,726 students in 105 schools assessed as partially or completely damaged have had their access
to education affected by the earthquake.

An emergency National Disaster Restoration Team was formed by the PNG Government (GoPNG) under the
leadership of the emergency controller Dr. William Hamblin. The team had been initially allocated K150m for
the recovery program and a further K300m for longer term rebuilding has been pledged.

As part of the initial recovery effort, the National Disaster Restoration Team invited donor organisations to a
meeting on 5 March 2018 chaired by the Secretary of the Department of Works (DoW), David Wereh. The
Technical Enabling Unit (TEU) was asked to attend and represent the DFAT infrastructure section. TEU
advised DFAT and the National Disaster Restoration Team that they had the capability and capacity to carry
out assessments of buildings and other infrastructure services and could be available to assist where needed.

On this basis, the Australian High Commission (AHC) has agreed to provide a team composing of TEU and
Department of Works members to assist with initial assessments of key social infrastructure, focusing on health
and education facilitates, as a necessary part of the initial recovery effort.

2 Limitations
The scope and estimates of social infrastructure damage assessments and estimates in this report are
provided conditional on the following qualifications:

• The assessments were based on non-intrusive visual inspections of the building elements carried out
by the inspection team and does not utilise any detailed planning, engineering design, seismic analysis
or calculation for the purpose of this scoping exercise and report. Further design and investigation

may be required to understand the full extent of the damages and to develop detailed design for the
remedial works.
• The assets selected for inspection were determined by information received from a variety of sources
including but not limited to the DoW, Provincial Disaster Centres, NGO’s and Churches.
• The inspection teams carried out inspections to district and sub-district centres but not to any aid posts
or smaller centres. Also the lack of information on schools in Hela limited the team’s capacity to
program additional assessments, beyond the locations identified in the base-line information provided
for health centres and sub-centres.
• This assessment does not therefore include every social infrastructure asset in the affected disaster
areas but does include most of the key assets within the main centres, particularly those related to
health and education.
• Estimates are based on square meter (m2) and lump sum rates. These estimates may require further
detailed assessment and review to ensure accuracy.
• Due to a number of unknown factors that could affect the price at this early stage there has been a
20% contingency included in the estimates to cover these factors.
• All estimates are in AUD$.
• We have assumed project management and oversight will be carried out under separate operational
cost budgets.
• Rates are based on local labour using locally available accommodation, without the need for extensive
full-time security of personnel and assets.
• The recommended scope of works does not include preventative maintenance make-good costs for
deteriorated condition of assets pre-earthquake, although some rectification works has been allowed
for where appropriate to ensure a workable solution is delivered.
• Cost estimates derived only includes repair and rebuilding works to infrastructure caused by the
earthquake and generally excludes equipment, machinery and personal belongings.
• Consideration should be given to the restoration of “like-for-like” where services may not have been
delivered from earthquake affected areas, such as facility closures or diverted services due to security
concerns i.e. Komo District Hospital, Paga Primary School.
• The volume of work, if commenced simultaneously, could severely impact upon rates (materials and
labour) due to ‘surge’ pricing.
• Rates assume that access for land-based vehicles has been restored (i.e. roads/bridges so materials
delivery does not require delivery by air).
• Rates for temporary works or repairs are based on restoring existing facilities where possible, to their
pre-earthquake state. Rates do not include upgrades to latest Building Code of Australia (BCA) or
Australian Standards (AS). However, rates for replacement (new) buildings/works are based on the
latest Australian Building Codes and Standards.

3 Task and Location

The TEU was tasked by the Department of Foreign Affairs and Trade (DFAT) to undertake a joint assessment
with the PNG DoW of key social infrastructure facilities in the earthquake affected areas of the Highlands
region. The Hela assessment team comprised TEU personnel only as the DoW resources were fully committed
to other programs. The TEU team focused on damage assessments of health, education and church-operated
facilities, although other key government infrastructure such as district offices and police stations were also
carried out as per directions from District government and the Provincial Disaster Coordination team.

This report is focussed on Hela Province only, asa separate report will be prepared for the Telefomin District
of the West Sepik Province. These reports will complement the separate report already provided for the
Southern Highlands Province and parts of Western Province.

The condition assessments and report recommendations aim to inform decisions by the National Disaster
Centre, the National Disaster Restoration Team, and DFAT regarding the damage caused by the earthquake
to social infrastructure buildings and services.

The assessment report will provide recommendations in two parts:

1. Part A – Immediate infrastructure solutions to support the initial phase of disaster recovery; and
2. Part B – Longer term solutions for the redevelopment of building infrastructure and services.

The TEU team comprised of technical advisors in the disciplines of facilities management, structural, building
services and quantity surveying to undertake the work. The team leader spent two days in Tari establishing
points of contact with key stakeholders from the Hela Provincial Government, Department of Works, Royal
Papua New Guinea Constabulary, Oil Search Foundation and the Hela Provincial Disaster Coordination
Committee. The logistics of combining the Telefomin District from Tari was also explored at this time but was
unfeasible which required preparation of a separate West Sepik assessment program.

Subsequently, the TEU tam spent five days based in Tari travelling to all district and sub-district centres in the
Hela Province. Some remote areas were not accessible by road due to the lack of access roads or existing
roadblocks, thus air transport was required for such areas. Other areas, such as Mananda in the Komo-
Margarima District were scheduled for assessment but cancelled at the last minute due to security concerns.

The onsite assessment was carried out between 25 and 29 March 2018.

5 Timeframes and Works Program

5.1 Program
This Tasking Note requested a report was prepared within 15 days of commencement. With the late inclusion
of Hela Province assessment an additional 10 days were required to complete both assessment areas.

6 Security, Health & Safety

The TEU is committed to providing a safe working environment and safe systems of work to ensure the health,
safety and wellbeing of all TEU employees and sub-consultants.

TEU undertook to provide logistics and safety arrangements in accordance with the TEU HSE Plan and the
project-specific Safety Plan for travel to remote and regional locations. The Travel Safety Plan was created for
the field work and issued to all travelling team members and the TEU Security Focal Point located in Port
Moresby. Travel by road was with the use a local liaison officer in all districts and in Komo-Margarima the team
was accompanied by armed PNGDF personnel.

Due to the escalating civil unrest in Tari, the team ceased site assessments in the afternoon of Wednesday 28
March, relocated accommodation to an area closer to the airport on Wednesday evening and was evacuated
by chartered helicopter on the morning of Thursday 29 March.

7 Recommendations
There are two parts to the recommendations:

1. The first part represents remedial solutions that support the initial recovery effort. These are all high
priority and should commence implementation within the next three (3) months at the time of issue of
this report. These activities are considered vital to the transition period between humanitarian and
rebuilding communities.
2. The second part is the longer term permanent solutions in redeveloping social infrastructure to
facilitate the restoration of public services to the affected communities.

Table below provides summary of budget allocations to the various districts and Local-Level governments
(LLGs) within the Southern Highlands Province.

7.1 Hela Province

A summary of cost and budget allocations recommended for the initial disaster recovery and the longer term
restoration of the key social infrastructure in the assessed areas are provided in Tables 4 and 5 respectively.
