INTRODUCTION

Background to the Study

1.1

Housing from the on-set according to Amole (2008), is as a result of man seeking shelter

and it is a response to man's natural and legal needs for a conducive and safe environment

for living. It is a component of many variants, one of which is the institutional housing. a

building with simple accommodation.

Staff quarters or institutional housing is a core component of any institution across the

globe. (Sagada, 2009). Institutional housing in Akinsanya and Adewusi (2017). are

housing schemes established for staffer and workers of any institution such as

Universities, Polytechnics, Hlospitals, Military Cantonments and it is essential and erucial

for the smooth and efficient running of such institutions This is because of the part the

officers' play in the institution's administration. For instance, in a University or any higher

institution of learning, besides the fact that academic works are best done in a quiet, serene

and peaceful environment, some research conducted by academicans are bascd on

experiments which involve measurement and recordings at intervals in which the duration

can span up to weeks or months. In the same vein, housing principal officers of tertiary

institutions like Chief Security Officer, Department of Fire services, Medical and Para-

medical officers who their services and expertise cannot be done without in cases of

emergencies in academic communities that inhabit thousands of students These set of

people in Jovita N.et al, (2015), require maximal intellectual concentration, comfort and

convenience hoth at thcir workplacei within the institution) and their residential

accommodation, unfortunately, the reverse is the case as the management of their housing

units are still subjects of dehate
