HISTORY OF EDUCATIONAL PLANNING
Educational planning was regarded as a "essential" for newly independent
nations in order for them to go ahead rapidly and systematically with human resource development. There was a long educational planning during the pre-Spanish era and the more than four centuries when the Philippines was a possession of Spain, albeit it was not obvious enough to compare with current educational planning operations.
Centralization and decentralization are the two modes of operation in any
organization, as defined by educational planning. Centralization is a system in which judgment abilities are centralized and people determine the majority of corporate choices. The transfer of power and responsibility for public tasks from the central government is referred to as decentralization.
