BASIC PROBLEMS OF EDUCATIONAL PLANNING
In the coming decade, educational planners will encounter 10 major challenges.
First, as the world's population continues to rise at a rapid pace, there will be an increase in demand for education. Second, in many nations, educational progress will encounter rising budgetary limits. Third, educational systems will be forced to deal with severe shortages of specialist labor. Fourth and fifth, education's function must be defined in connection to the requirement for agricultural and rural development on the one hand, and industrial development and government services on the other. Sixth, out- of-school education possibilities must be established and integrated with the official educational system. Seventh, in order to fulfill changing economic and educational demands, teacher supply and demand must be harmonized. Eighth, in order to make the most out of limited educational resources, educational production and quality must be raised. Ninth, educational systems must become more capable of self-renewal and innovation. Tenth, a deeper knowledge of the social influence of education on society is required. To meet these problems, educational planning must incorporate greater administrative planning and management analysis, enhanced research and training, and more assistance from all social sciences.
