The special SOLP Course is a promotional eourse designed for police constables to the renk of inspector of potive in the National Police Service (NPS). The course is therefore cesigned to equip the trainees with knowledge, skills and attitudes that are necessary in the management of station/platoon personnel in the performanoe of both general duties in a police station and field operations. The course therefore incorporates theoretical and practical oriented approaches of learning in line with the everyday platoon/station duties and engagements of a platoon commander, Theoretical work is covered ‘at NPS Embakasi B Campus whereas practical work is carried out at NPSC, Megadi Field Training Campus. 2, LOCATION The General Service Unit ~-Embakasi B Campus js located 32 kms East of Nairobi city Centre, and 17 kms North of Jomo Kenyatta International Airport terminal, Nairobi, The NPSC Magadi Field Campus is located approximately 120 kins South-west of Nairobi city. 3. WEATHER The weather at GSU-Embakasi B Campus is generally hot during the day and cold at night. Temperatures range fiom 12° to 28°. ‘The weather at NPSC Magadi Field Campus is generally very hot during the day and cold at night, ‘Temperatures range from 23% to 36°. 4, AD HE COURSE “The course designed to equip the trainees with knowledge, skills and attitude that is necessary for commanding and managing police station/platoon. 5. GENERAL OBJECTIVES OF THE.COURSE Upon the conclusion of the course, the participant should be able to: a) Apply relevant laws and procedures when handling various p duties. b) Respond to disaster and render emergency treatment to casualities ©) Handle firearms and manage platoon size security operations. d) Perform drills and effectively issue and respond to commands. e) Demonstrate physical and mental fitness. f) Demonstrate competence in the management of a police station/platoon. 6. COURSE DURATION ‘The course is programmed to cover duration of Thirty Four (34) weeks commencing 20/12/2021 to 12/08/2022 and it is split into four phases, namely Phase 1: - 12 weeks -20/12/2021 to 11/03/2022, Theory work At NPC Embakasi B Campus Phase 2: - 9 weeks - 14/03/2022 to 13/05/2022, Practical Work At NPSC Magadi Field Campus Phase 3: - 5 weeks - 16/05/2022 to 17/06/2022, Field Attachment Phase 4: - 8 weeks - 20/06/2022 to 12/08/2022, Theory work At NPC Embakasi B Campus. 7. PRO E HOUR: The normal programmed hours, Monday to Friday, runs as follows: Morning periods; 0800 ~ 1250 hours Afternoon periods: 1400 - 1720 hours Students are also expected to do considerable amount of study and research outside programmed times, 8. The following activities are followed: a) Classes (Lectures). Lectures are primarily used! to deliver new topies that are mostly straightforward and not suitable for syndicate discussion, They also dircot students towards independent study. Atthe end ofeach lecture there is an opportunity for questions and answers. This allows students to clarify any doubts or to seek further clarification on the given lecture. b) Syndieate Discussions, Significant emphasis Is placed on the facilitation of learning through inter-personal Interaction in groups Generally, @ nominated student member or the Directing Staff (D8Ylnsiructor facilitate the syndicate discussions. ‘This activity is used to support learning from the lecture sessions, and to allow students to review their leaming, Syndicate discussions may be used by DS to focus on particular aspects of learning; for example foousing on essay topics, Syndicate group mey algo be used as a form of Academic Reflection, and here again students will be responsible for leading the discussion. LL AK ©) Hield training Operations Planning Exercises, Training operations planning exercie is the most important component of the Operational Studies during phase two at NPSC Magadi Field Campus. “This is a student-led collaborative planning exercise that is supported by the college Directing Staff Instructor, These include battle Iessons/ exercises’ appreciating and issuing of operational orders, preparation and conduct of a range practice period among others, All planning exercises are assessed, d) Student Presentations, Oral presentation is an integral and important part of the policing career. Oral presentations are used for groups and individuals to share their findings following a period of research. Professional oral presentation standards, including the use of up-to-date techiiology, are encouraged in the college training ertvironment, Most of these presentations are also assessed, some of which may be given in plenary format. e) Independent Learning, Independent learning incorporates those activities for which the student is required to take responsibility, The act!vities are student-centered in nature and committed to the acquisition of new knowledge/information as well as studying, revising and gathering and coordinating newly acquited information. More specifically, a student will be engaged in the following activities; i) Preparing for lecturer-directed learning sessions and syndicate or platoon level sessions, ii) Revising and studying previously presented material. iii)Researching and documenting new information. iv) Preparing assessment work, both formative and summative. £) Qutside Facilitation, The Special SOIP course incorporates a number of outside lectures that sensitize participants on contemporary and comparative issttes relating to policing, ‘These may include (hut are not limited to): i, Statement revording and handling of witnesses. erent eli, xiv. x. xvi. 8) Management(functlons and principles of management, decision making and problem solving) Public finance management Contingency planning VIP (duties of a bodyguard and vital installation security) Government Psychology Contbat Intelligence Human resource management (handling human resonree, dismissals and resignations) ‘Allowances (imprest and night outs) Management of leased police vehicles Stores accounting (store ledgers and inventory) National counter terrorism, Preventing corruption (role of a manager in preventing corruption) Guidance and counselling (role of a manager in guidance end counselling) Ethies and anti-corruption. Final exercise: the course participants are required to show case whatever they have learned during the course final exercise. There shall be demonstrations meant to ascertain whether the instructions given were well presented and more importantly assimilated, ‘The final exercise and the demonstrations will focus on the following: « Weapon handling skills «Field craft and minor tactics + First aid and casualty management + Command and leadership ¢ Physical fitness endurance and stamina Discipline alertness, team spitit among others 10, LEARNING SUPPORT The College strives to provide all students with opportunities to access a wide range of academic support. More specifically, the students are able to get support from the following sources: Research Support: The College has a library with a collection focused on the study needs of the course, Students are also supported in their study through access to Internet service. Administrative Support: The course will have direct administrative staff comprising of course officer and course NCO whose role is to provide administrative support to the delivery of the course, The administrative staff will be available throughout the course. ‘They will be responsible for all aspects of course administration, including providing support to individual students, In addition. to providing administrative and logistic support, they will also provide technical support. 11, ASSESSMENT Assessment will be in form of written examinations, practical examination and evaluation during the course, Coutse men are required to perform well and attain the set standards, The assessments include both formative and summative aspects. a) Formative, This method of assessment occurs primarily for giving feedback to students in both theoretical and practical components of the programme. In addition, formative assessment can identify the progress in the leaming process and alternative measures thet may need to be taken to improve the teaching and learning processes during each phase of training, Formative assessments may include (but are not limited to); oral presentations, syndicate works, and participation in discussions. Formative assessments are clearly differentiated from summative assessments. b) Summative. Summative assessments are used for grading students in both theoretical and applied components of the programme and should be completed by the end of each phase. Criteria for summative assessinents refer to learning outcomes, which are clearly stated in each phase, Achievement-based summative assessments include, but are not limited to: «Written test, « Individual oral presentations. « Group oral presentations. «Planning exercises. Some assossments are carried out as a group. OR during assessed course work; i) Plagiarize the work of another without indicating that the ideas and/or words are aot the course member’s own. fi) Collaborate with others in the preparation of material, except where this has been approved as an assessment requirement, iii)Resubmit prior work without the prior approval of the instructor/examiner. c) Consequences of training Violation: The consequences of a violation of academic integrity may include (but is not limited to) the termination of a student from the course programme. d) Certification: certificate of completion shall be awarded to the student who shall have successfully completed the course and the same shall be provided by the college, a 12.SOCIAL MEDIA You are all restricted from posting any sort of materials or information ie. photos, videos, audio, comments etc; that they may jeopardize sseourity pertaining to the training. On anivel, you will be received by the Course Officer and the Course NCO and briefed on the course requirements. 1 fs important that you arrive in time, Accommodation: The course will be fully residential and course men will be pecommodated at the collage barracks. There are no provisions for students to be accompanied by family members, NB visitors are not allowed during lags time and in the barracks, Uniform and kit of issue; itis mandatory that ezch course participant comes with his entire kit of jssue. You must be in GSU working dress at all times and wear the requited kit relevant for every training session. Fg, combat Equipment Fighting Order will be worn during tactical lesions. Records; Respective commanders of the selected cadets must deliver at NPC Bmbakasi B Campus sealed divisional/formation confidentist personal files complete with survice register, kit eard, confidential report forms (P137) as well te boatd minmtes of the selection boards. Take note that cadets should not carry their own personal files when reporting for the course, Banking: ‘There are no banking facilities in the college. The nearest branches of Banks euch as Barclays, Equity, Kenya Commercial Bank, Citi, Cooperative Bank, among others can be found nearby along the Bastern bypass and Utawala estate. There is also Mpesa services within the institution (Family canteen) Personal Administration: > Permission out of the college will be granted only to deserving cases and ‘on compassionate reasons in search cases the college chief instructor through the OC Leadership and supervisory wing will be informed for approval. }> Students should make all necessary arrangements of all pending court cases before reporting to avoid interruption during the course, > Expectant and lactating female officers shall not be allowed to attend the course including those with very young babies. > Cadets are required to defer their other private courses before reporting to avoid interruptions during the course. > Personal cars: Students are not allowed to bring their own private cars to the college, Medical: > All cadets must be medically and physically fit to undergo the course as the course isstrenuous and vigorous. > Medical checkup and examination shall be conducted at the institution before the course commences. > The common ailments at Embakasi and Magadi are typhoid, cold and flu. The college has a dispensary for attending to non-serious cases, Medical services offered at the college dispensaries, both at Embakasi and Magadi between 0630hrs — 0730hrs and 1730hes - 1800hrs, except for emergency cases only. Absence from Instruction; A student who misses any instructional lesson without permission from the college administration shall be terminated from the course, Messing: All students will be fed communally at GSU Training College and NPSC Magadi Field Campus catering area. They should be smartly dressed with a jacket and te for male cadets and smart official attire for ladies when going for meals, No sandals or open shoes are allowed in the messing areas, Every squad will have a Chairman of Mess Committee (CMC), elected by squad members who will be responsible for the following: « Ensuring that mess rules (etiquette) are adhered to the letter. * Be a liaison officer between the course, colleagues, and catering staff on anything pertaining to meals. alee sneme 10 Training Levys[tis a government policy that all officers undertaking courses lasting imore than four (4) weeks and above in local training institutions will be required to contribute to the cost of their training at the rate of ten percent (10%) of ‘their basic salary per month for the duration of the course as provided for in the government Human Resource Policies and Procedures Manual for the Public. Barack maintenance: ‘All course men shall be required to contribute an amount of ‘Two Hundred Shillings (200/-) per month for the barrack maintenance to be managed by the class committee, - Safe eustody of government kit/arms: Every student is responsible for the care, Gleanliness and safe custody of any government kit and atmn(s) issued to him/her. ‘Any loss or damage to the government property amounts to breach of diseipline and action will be taken in accordance with government code of regulations. Restricted areas: The following areas are restricted and hence out of bounds to all course participants unless with permission: «All messes (Rank and File, NCOs, and Officers) «Staff Lines/quarters Administration block «© Kamukuru,Naserian shopping centers and the Maasaimanyattas while at Magadi. Instructors/stude, Jation: The relationship between students and instructors or amongst students throughout the course should be formal and for instructional oriented matters only. Discipline; Students are expected to maintain high standards of discipline ‘commensurate to their level of training and responsibility. This touches on areas such as dressing, movement, talk, behavior, courtesy, etiquette and integrity. Alcohol consumption andy arcotics: No student will be allowed to take any intoxicating liquor or substance or smoke prohibited drugs/narcotics throughout the course, Appearing drunk during course duration will constitute 4 serious breach of discipline. na i Sqoad leader: The senior-most student will be the overall squad leader, He/she will be responsible for the following: + Ensuring that students’ area of residence and compound is clean + Ensuring that students’ classrooms and compound is clean + He will be the day student for all weekends and public holidays * He will be the liaison student with the instructors In addition, a duty student will be detailed in the nominal roll immediately on arrival, starting from the most senior to the junior most, throughout the course, The squad will be marched or double marched from one point to another by the Day’s Student, He/she will be responsible for presenting the squad at the correct, place; at the right time; and in the right form of dress NB: The squad leader can be changed at the discretion of the OC L&SW whenever he deems fit. inspections: The Duty Student will ensure that the students are ready for morning inspection at 0600 hours i.e. Monday ~ Friday along the designated places within the camp. Religious places of worship: Religious gatherings are conducted at respective areas within the camp. The camp has a mosque, catholic and Protestants assembly areas, Clearance!
