Recruitment and Selection Process

38 | P a g e
College for Research and Technology

When there is a vacant position inside the school, CRT makes sure to fill it immediately.

After the Dean passed a request, the HR manager will soon discuss an effective way to attract

employees. First, there will be a job posting in a bulletin board inside the school and anyone

who is willing among the internal employees are free to try to apply with the vacant position, it

can be a promotion or a transfer.

However, if the internal hiring is not effective, it is now time to use external hiring. CRT

considered the use of internet for job posting or creating posters and flyers to reach any potential

employees. They also entertained applicants who were referred by someone. The HR manager is

the first one who will interview the applicants after they completed all the needed requirements.

If the interviewee is applying for the instructor position and meets the qualifications for the

interview, he/she may now proceed with the examination. But if the applicant is applying for an

office or any staff position, he/she is excluded with the examination and they can now proceed

with the final interview with the president. For the instructor position, the final interview will

happen if they passed the exam. After the final interview, there will be a teaching demo to test

the ability of the applicant and if he/she is suited for the job of being an instructor.

Recruitment and Selection Policy and Practices

CRT is devoted in hiring the best qualified applicants while engaging in recruitment and

selection practices that act in accordance with all applicable employment laws. It is the policy of

CRT to provide equal employment opportunity to all applicants and employees. In recruiting and

39 | P a g e
College for Research and Technology

selecting employees, all applicants should undergo right procedures. They have to pass all the

requirements and proceed with the interview. If they passed the initial interview of the HR

manager, they will have an examination. Only if they passed the exam, they will proceed to the

final interview with the president. All applicants must be treated fairly and evaluate base on the

qualifications needed and CRT is avoiding hiring biases to minimize conflict in the future.

Promotion Policy and Practices

According to CRT’s HR manager, usually, they give the promotion for their employees

who already finished their masteral degree and after they passed the Civil Service Program. Also,

if there is a vacant position, they always consider internal hiring because it is more relevant and

easy for both the employee and employer. When a specific job has been vacant and needed to be

fill, they will immediately find someone inside the school who has a job that almost similar to

the position demanded and the HR manager will talk to those who are interested to apply and get

the promotion. Without examination, the interested employee will proceed to the Office of the

President for the final interview. Also, background checking is done to know if his/her

credentials are suited for the particular position. CRT give importance to the credentials of the

applicants and their current employees.

Payroll Process

40 | P a g e
College for Research and Technology

All the staffs and instructors of CRT are obliged to sign in their Daily Time Record

(DTR) to have a record for their absences. If the employees decided to take a leave or undertime,

he/she must answer and pass a request form in the HR manager. At the end of the cutoff date, the

HR manager will monitor the attendance by gathering the DTR of all the employees and it will

soon be pass on their payroll officer. The payroll officer is the one that is responsible for

computing all the absences, leaves, and undertimes. After checking all the records, it is time to

compute for the total salary and deposit it on the ATM card or give it through cash.

Policies and Practices of CRT on Compensation and Benefits

Compensation and Benefits is considered as sub-discipline of human resources. It refers

to the compensation/salary and other monetary and non-monetary benefits passed on by a firm to

its employees. This is important for it helps to keep the workforce motivated to do their job. It

boosted up the performance and actions of the employees to give their best for the company.

41 | P a g e
College for Research and Technology

College for Research and Technology implemented policies and also exercise some

practices regarding their compensation and benefits. They used Daily Time Record (DTR) to

monitor the attendance of their employees. The school has their cutoff date, it’s on the 10 th and

25th of the month. Their scheduled date for giving the salary is on the 15 th and 30th. For staffs,

they give it as fixed payment compared to the instructor’s salary which is determined depending

on the loads they have. The salary will be given through ATM providing a payslip, but if the

employee is newly hired, it will be given through cash basis because they don’t still have

complete requirements for the issuance of ATM.

Employee Benefits

Employee benefits, also known as perks or fringe benefits, are provided to employees

over and above salaries and wages. Offering benefits to your employees is important because it

shows them you are invested not only in their overall health, but their future. A solid employee

benefits package can help to attract and retain the talent of your workforce.

In College for Research and Technology, all employees are qualified for receiving such

benefits. Since it is a private school, some benefits may not be present. CRT only offers SSS,

Philhealth, and Pag-IBIG to their employees. The school also have leave benefits such as Sick

Coordinating Council responsible for the administration of the national savings program and

Philippine Health Insurance Corporation (PHILHEALTH)

- A tax-exempt, government-owned and controlled corporation (GOCC) of the Philippines,

immediate family member.

 Vacation Leave, this can be availed of by filing an application at least 3-5 days before the

date of leave to avoid conflicts if the employee’s service is highly needed.

 Maternity Leave, this leave is for all the women employees, only sixty calendar days with

pay are allowed mandated by leave laws.

43 | P a g e
College for Research and Technology

College for Research and Technology doesn’t offer other life insurances. Their

employees are not insured incase of accident. Also, CRT do not have OT pays because according

to the HR manager, they usually go home at exactly five o’clock in the afternoon and they don’t

extend their 8 hours working time. But they do obey the rules of giving holiday pays if the

employee goes to work during holidays. And at the end of the year, 13 month pay is given with

regular employees as bonus for their service.

Compensation and Benefits is not just about tangible rewards, it also includes giving

recognition to your employees regardless of status and ranks. College for Research and

Technology considered giving Outstanding Performance Award, providing a plaque/certificate

Since CRT did not provide information about their exact Salary and Wage rate, we used

the minimum wage rate as basis. The salary and wages of every personnel of College for

Research and Technology below are based on Wage Order No. RBIII-21 in which the current

daily minimum wage rates region III, Central Luzon is Php380-Php400. The region covers the

46 | P a g e
College for Research and Technology

province of Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac and Zambales, and the

City of Balanga, Cabanatuan, Malolos, Olongapo, Palayan, San Fernando, San Jose and San Jose

Del Monte.

College for Research and Technology increases their salary annually but only for regular

employees. The rate of salary increase is depending on the credentials of an individual. Also,

they assess each employees to see how they performed their assigned task and if they have a big

contribution to the school. Increase of salary also depends on the evaluation that are being

conducted by CRT every end of the semester.

Training Needs Assessment

There is a need for a continuous employee development and new staff training program

to attain and sustain effective performance on the job and improve the quality of work.

College for Research and Technology, based on our study with their HR Policies and

Practices shows that the school doesn’t offer much for their employees. They are lacking of

good and effective training for the development of their workforce. Some instructors are

sometimes not effective in their job on teaching the students, maybe because of not enough

trainings and they are not well oriented. It was also observed that the CRT is not good enough

with their communication skills. They don’t communicate well with their employees which can

cause a problem in the future. CRT cannot handle rush situations which leads to unfair

distribution of workloads and this reduces the quality and productivity of the work. Also,

because of the slow attraction of potential applicants, the position stay vacant for a period of time

and they give the responsibilities to some available employee even though it’s not part of his/her

job description. Additionally, poor relationships among the instructor and the staff is observed.

47 | P a g e
College for Research and Technology

Good employee relationship must be practice to avoid conflicts and grievances and to work well

in groups.

This kind of approach lessened the interest of an individual to work more years for the

school. Competitors can easily attract CRT employees because many faults in handling

employees might lose their loyalty. It is seen that different training programs can be suggested.

Training and Development Program

In creating a training and development program for the employees of College for

Research and Technology, I suggest a two-parts training program. One for the individual

development and skills enhancement and the other one is to improve relationships and teamwork.

This Training and Development Program can be called as, “Empowerment of CRT’s

Employees Advantageous for All ”. The program must identified its objectives, this should be

coherent, achievable, and appropriate for the needs of the school and the employees. Look at the

stated objectives below.

Objectives of Proposed Training and Development Program

1. To provide new knowledge and information improving their learning to do different

tasks and activities that helps the effectiveness and quality of work.

2. To improve the feelings and beliefs of the employees to see the worth of their job, their

workmates, and them as an individual.

3. To improve the ability and increase the capability of an individual to offer something new

by applying the acquired skills and methods in doing a tasks.

48 | P a g e
College for Research and Technology

In order to achieve this objectives, some training techniques must be done. The CRT can

do a Cognitive Methods of training to achieve the first part of the program, the individual

development. Since College for Research and Technology is a school and there are instructor and

staffs, the first part of the training should be divided into two. Demonstration Method can be

apply for the instructors. There should have a teaching demonstration for the instructors to test

their capabilities and their approach in teaching, after the demonstration, the trainer can suggest

different strategies that the instructor can apply during real situations.

Meanwhile, for the staffs, the trainer should try Discussion Method. Since people

nowadays do not want a one way communication, this is a best training technique for the CRT

staffs. By this training, a high level of knowledge can be achieved since the staffs may raise

some questions to clarify things and questioning is a good way for the staffs of CRT to recall

what they tackled.

And for the second part of the program which is developing employee relations and

teamwork, we cannot suggest teambuilding because CRT is conducting it every year. But

Behavioral Method can be apply, this training is now available for all the employees whether a

staff or an instructor. A Role-playing Method can also be used as a training for employees. In

this training, the instructor and all the staffs will use an actual situation of their work. This can

improve relationships between employees because it requires teamwork. And this training

method helps in conflict management and developing communication skills of the employees.

Furthermore, CRT should try Job Rotation because sometimes, they don’t have enough

manpower so they give the job to the employees even though it’s not part of their job description.

Job Rotation gives the chance to the employees to experience different tasks. This helps avoid

49 | P a g e
College for Research and Technology

the shock if an individual was given a job that he/she is unfamiliar with. With that, employee

can do the task properly without reducing productivity and efficiency of work.

Policies and Practices in Training and Development

The College for Research and Technology gives importance to the quality of service they

will provide with their market. In order to achieve this, the school implemented some programs.

First, they have an inset for the new and old employees including all the branches of CRT. Inset

is conducted before the start of the first day of work. This includes the discussion of the policies

and practices that should obey during their stay as employee of CRT . After the inset, a follow up

orientation was organized for all the employees and scheduled every start of the school year to

ensure that they know all the information about their jobs and how will they act upon doing it.

These two programs are interconnected with each other. The inset and the orientation only

happens inside the school, specifically, in HR office or in the Office of the Vice President.

Ensuring the safety and health of the employees is important for the CRT. Because CRT

believed that your people are the building blocks of your business, therefore, you should train,

develop, and take care of them. College for Research and Technology provides seminar for all

the employees regarding Hazard and Risk Reduction and Health and Safety Management. This

is to identify quality, environmental and occupational hazards of CRT in all aspects of work.

This also covers the general safety of the employee in the workplace. It provides preventive

measures, and possible control measure to avoid occurrence of accident. This seminars are

conducted inside the establishment of their school. Additionally, CRT seminars tackled about

50 | P a g e
College for Research and Technology

First Aid and Mental Health Awareness also for the benefit of all the employees. The school

nurse was assigned to be the responsible one for this kind of program and they have this yearly.

For building employee relations and bond, College for Research and Technology planned

different events for their employees. This can also be held for recreational and unwinding

purposes. All the employees from main and the branches are encouraged to join. They organized

‘Palaro’ to at least lessened the stress of their workforce and enjoy their stay in CRT. Another

event is the Acquaintance Party for all the instructor and staffs, they do this to let their

employees refresh from a tiring work and feel that there’s still a time for rest. The last is the

teambuilding which helps for the development process of the CRT’s employees to work well in

groups and enhance their social skills. And teambuilding is a opportunity for all the employees of

College for Research and Technology to know each other better and be sensitive to the feelings

of their co-workers.

CRT regulate all the events mentioned above for the development of the knowledge,

attitude, and skills of their employees which helps for the betterment of an individual and the

school they are working for.

Employee Discipline

To observe ethical behavior and standards and encourage commitment to uplift the

professionalism required for an empowered employee, CRT developed an employee’s discipline

focusing on monitoring tardiness and absences, observance of dress code, and implementation

of Right Conduct and Behavior at the workplace.

College for Research and Technology promotes corresponding penalties depending on

the weight of the offenses made and the gravity of its effect to an individual and the school. But

51 | P a g e
College for Research and Technology

before imposing penalties, they don’t encouraged termination easily, they give chance to the

employee who has proved at fault and observe the further actions for at least a week or more

until the employee behave.

Conflict Management Procedure

College for Research and Technology implemented grievance and issue

mechanism to encouraged the development of employee relations and resolve dispute

between and among employees. This is also to promote the proper behavior that should

be taken while inside the school and to show professionalism on the job.

The grievance and any issue happens inside the company shall be settled

immediately with the proper action and at the lowest possible level. The CRT observe the

employees and don’t give penalties for the first offense, they will just talk to him/her and

addressed things in a proper and easy way. But if the grievance and issue cannot be

solved at the lowest possible way, the CRT provides some disciplinary actions. For the

light offense and depending on the effect of it, the employee will be granted a suspension

that will last 3 days or it can be a week.. And if the committed offense is heavy and it

affected the school and other employees greatly, terminations or forced resignation

should be given as punishment, this is not actually a good thing for the employee’s part

but it’s a way of CRT to discipline their workforce.

Performance Management

52 | P a g e
College for Research and Technology

College for Research and Technology has a continuous tracking of records of

excellence of their employee. They imposed a way to monitor the performance of each

individuals working for the school. This system of knowing the Performance

Management puts a high standard in directing right conduct and quality of service an

employee can perform.

In CRT, evaluation of all the instructors and staffs are made every end of the

semester. The evaluation is through providing a form that will be answer by the rater. For

the instructor, they will be rated by the students studying in CRT to see their approach in

teaching and to know their different qualities in teaching. On the other hand, All the

staffs including the HR manager are evaluated by the President and Vice President of the

CRT to see if they function well and doing their jobs correctly.

The evaluation is about measuring the knowledge, attitude, and skills of the

workers and how they perform the tasks and activities assigned to them. This is

conducted to check the effectiveness of all the employees and to know what improvement

is needed for them.

College for Research and Technology do not provide the employees feedback

from the evaluation happened. But if there’s an instructor who get a low ratings from the

students, the Dean will talk to him/her. And if the staffs also get a low ratings, the

President or Vice President will communicate with them.

53 | P a g e
College for Research and Technology

Conducting a Performance Management System is crucial because the result can

provide information about the specific training needs of CRT’s employees and it helps

the management decide who will be promoted based on the performance of the

employees. This evaluation method also monitors the growth and development of the

workers. Additionally, it can be the basis of CRT for a justifiable merit increase.

Employee Movement

College for Research and Technology have Promotions where employees are moved in a

higher level or position. They also have Transfer where employees moved in another position

but with the same rank and responsibility. And as part of giving punishment, they implemented

the rule of Termination where employees need to have a leave-taking from the school, same as

forced resignation. But the difference of College for Research and Technology from other

different schools and organization is that they don’t care about the working age, they do not have

Retirement. As long as the employee can do the job despite of having his/her old age, it will not

be a problem with the school.

ASSESSMENT

The HR department is a significant contributor to organizational success since they are

mainly responsible for maintaining and organizing the workforce. They oversee the people in the

organization and deliver HR services that meet the needs of both the company and its employees.

The reason behind implementing HR practices is to enhance the human capital of an organization

and decrease the financial risks. Employees must be considered as human assets and not costs to

the organization.

College for Research and Technology has a Human Resource Department which is

responsible for creating and maintaining the HR policies and practices which should be helpful

in attaining overall organizational goals. This HR Department of CRT is responsible for hiring

and developing employees. Maintaining effective workforce and having right employee inside

the organization is vital to the success of CRT. With these policies and practices, individual and

organizational performance increases and help to achieve business results. Policies and practices

of College for Research and Technology in terms of recruitment and selection, compensation and

56 | P a g e
College for Research and Technology

benefits, training and development, employee relations, and performance management helps the

school achieve their vision, mission, goals and objectives from time to time. Because it provides

right employees with right skills at the right time that can contribute to the flourishing of the

company. CRT’s strength comes from people serving them so they have to value each employees

and provide things that will continue to develop and improve their skills and abilities.

These policies and practices shows how the CRT takes care of their manpower. Because

effective and operative employee means efficient productivity and quality of work, and this also

determines the school’s success in attaining its vision, mission, and overall goals and objective

CONCLUSION

The College for Research and Technology is the first computer school in Nueva

Ecija. It hones their students to become more responsible and act with the changing

world. It’s a private institution that offers job opportunities and contributes in the

development of our industry. It’s actually a big help for the society.

Just like the other organizations, CRT has Human Resource Policies and Practices.

In this paper, we observed that they have clear and organized flow of Recruitment and

Selection Process. It is good that the school offers different employee movements which

give employees opportunity to step higher. CRT provides compensation that is above the

minimum wage rate and it’s enough to satisfy their employees. Available benefits n the

school is also a good one to catch the attention of any applicants. College for Research

and Technology value their employees and they provide different programs to make them

more competent and improve their knowledge, attitude, and skills. Additionally, CRT

57 | P a g e
College for Research and Technology

takes immediate action to fix employee grievances and issue by implementing

disciplinary action. This HR Policies and practices proves what company a CRT like and

what it can give to their employees.

All in all, College for Research and Technology is a good one to work for ‘cause it

provides not too much but enough working conditions to attract their employees. They

also provide relevant work community that makes the employee comfortable. Even

though there are schools and other organizations that offers more than what CRT can, it is

fine as long as the CRT followed the law regarding the labor service of an individual.

Maybe CRT lacks something in their HR Policies and Practices but there’s always a room

for development. And CRT, based on this paper, is very close to improvement. From time

to time, they can add more on their HR Policies and Practices that will make their school

more effective in achieving their vision, mission, goals, and objectives and be a school

not only good but a best organization to work for

RECOMMENDATIONS

College for Research and Technology can actually compete with other business

competitors if they will improve more their HR Policies and Practices. The achievement of their

vision, mission, goals and objectives must always be observed. In recruitment and selection,

researchers recommend that they should try to use a more pro-active approach. Create a way that

will surely attract potential applicants that can be a great used for the organization. And for

compensation and benefits, CRT should provide enough and competitive salary and wages to

motivate their employees to do better on their job. Also, they should add more benefits to their

58 | P a g e
College for Research and Technology

employee if they want them to stay loyal with the school they are working for. Regarding with

the training and development, the College for Research and Technology might use a more

flexible training program. Understand the basic skills and abilities that the employees have and

prepare of a more appropriate training that will addressed the needs of an employee

In accordance with the promotion of ethical behaviors that should be observe inside the

workplace, CRT need to make sure that the disciplinary actions they have is functioning in a

continuous manner. They should addressed deputes between and among their employees and

don’t make any bias decisions.

An assured increase of employee performance requires a continuous performance

monitoring. Effective communication should be practice in College for Research and

Technology. Since CRT do not provide feedback after conducting an evaluation, researchers

suggest that they should tell to their employees the result of the evaluation. In this way, the

employees will know his/her work standard. They might use the feedback as a motivation and

encouragement to exert more effort and do their best for their job.

College for Research and Technology is also recommended to set a retirement age.

Because letting someone work even with their old age might be a future problem for the school.

Unexpected things cannot be controlled to happen.

For the betterment of the CRT, their employees, and the quality of service they offered,

more effort and hard work must be done. Achieving their vision, mission, goals, and objectives

needs a total improvement with their HR policies and practices. They should not settle for less,

instead, aimed for the best not only for the sake of the organization, but also for the sake of its

employees and the people benefiting from it.
