FIVE PILLARS OF TRAFFIC MANAGEMENT

TRAFFIC ENGINEERING

- It is the science of measuring traffic and travel, as well as the study of the fundamental laws
governing them. The application of this information to the professional activity of planning, deciding,
and directing traffic operating a traffic system in order to carry people and goods in a safe and
efficient manner. Fact-finding, surveys, and recommendations for traffic and regulations; supervision
and maintenance of traffic control equipment; and traffic regulation planning are all functions of traffic
engineering.

TRAFIC EDUCATION

- It is the process of giving training and practice in the actual application of traffic safety
knowledge.

The following are the agencies and offices responsible for traffic education:

A. Schools (Public and Private).


- Traffic education can be accomplished through the dissemination of knowledge about traffic safety,
as well as training and practice in the actual application of traffic safety and the development of traffic
safety morals.

b. Public Information Programs.


The public should be informed about any traffic-related actions that affect people and the community
(dissemination of information). The public information agency, newspapers, radio and television
broadcasting networks, and other kinds of media can be used to accomplish this.

c. Control Support Groups.


These are mostly composed by voluntary non-government organizations (NGOs), radio
communication groups, rotary organizations and other voluntary clubs. Typically, these groups
define citizen duties, conduct structured educational campaigns, raise awareness of traffic issues,
and provide information on major traffic regulations.
TRAFFIC ENFORCEMENT.

This field deals mostly on the implementation and enforcement of traffic laws and rules and
regulations.
The following are the various agencies/offices that are involved in enforcement of traffic laws:

a. Land Transportation Office (LTO).


This office is responsible for the following:
1)Vehicle registration
2)Vehicle inspections
3)Drivers licensing (examinations, suspensions and revocations)

b. Legislative Bodies.
Included are the Senate, Congress, Provincial Boards, City and Municipal
Council. They are responsible for the passing and/or amending of laws and/or ordinances.
c. Police Traffic Enforcement.
This pillar is not limited to the PNP-TMG but it includes all government personnel who are duly
authorized for the direct enforcement of traffic laws such as:
1)The Metropolitan Manila Development Authority (MMDA) for National Capital Region
(NCR).
2)Police Auxiliaries
3)LTO Flying Squad

TRAFFIC ECOLOGY OR TRAFFIC ENVIRONMENT.


This pillar is relatively new, and it includes studies into potentially disastrous population explosions,
changes in urban environments as a result of the scale and density of new urban concentrations and
new activities, air pollution, water pollution, and crowding, particularly transportation congestion.

TRAFFIC ECONOMY.
This is the most recent of the pillars of traffic which deals with the benefits and adverse
effects of traffic to our economy. The primary goal of traffic operations is to speed up traffic flow.
However, traffic congestion during rush hours in any particular location has a negative impact on the
economic standing of the commuting public. The constant rise in oil prices on the global market is one
factor influencing our economy. Programs must be implemented in some way to mitigate the negative
effects of rising basic commodity prices. Traffic congestion affects not only the time it takes to go
somewhere, but also an individual's productivity.
