NOTICE OF A PUBLIC HEARING OF THE EAST PALO ALTO SANITARY DISTRICT IN CONNECTION WITH

THE FILING OF A REPORT REGARDING THE DISTRICT’S ANNUAL SEWERAGE SERVICE CHARGES FOR
FISCAL YEAR 2020 - 2021, THE CONSIDERATION BY THE DISTRICT BOARD OF DIRECTORS OF THE
ADOPTION OF THE REPORT, AND THE ELECTION TO COLLECT SUCH CHARGES ON THE TAX ROLL

NOTICE IS HEREBY GIVEN, pursuant to California Health and Safety Code section 5473 et seq., that the
East Palo Alto Sanitary District (the “District”) has caused a written report to be filed with the Clerk of
the District describing each parcel of real property receiving District sewerage services and facilities and
the amount of the sewerage service charges to be imposed on each parcel for Fiscal Year 2020 - 2021,
computed in conformity with the charges prescribed by ordinance of the District, and any delinquencies
due and owing for such charges for each affected parcel. A copy of the written report is available at the
District Office located at 901 Weeks Street, East Palo Alto, California, and may be reviewed there by any
interested person. NOTICE IS FURTHER GIVEN that a public hearing has been scheduled for July 2,, 2020
at 7:00 PM, or as soon thereafter as the matter may be heard. Due to COVID -19 and the shelter-in-place
orders, and consistent with the Governor’s Executive Order N-29-20, the meeting will likely be held by
virtual conference only. More information regarding public access to the meeting will be available with
the publication of the meeting agenda, which will be available on the EPASD website at www.
epasd.com by June 29, 2020. At the public hearing the Board of Directors of the District will hear and
consider all evidence, testimony, objections, or protests, if any, to the written report by all interested
persons, and may continue the hearing from time to time. As a result of COVID-19, the Board will accept
protests submitted by physical mail or electronic mail, so long such protest is received no later than July
2, 2020, the date of the public hearing. Electronic protests may be e-mailed to Akin Okupe at
AOkupe@epasd.com. In order to be counted, protests must include the name of the person protesting,
the location of the property (by physical address or APN), and the signature (or electronic signature) of
the person submitting the protest. If the District Board of Directors finds that protest is made by the
owners of a majority of separate parcels of property described in the report then the report shall not be
adopted and charges shall be collected separately from the tax roll and shall not constitute a lien against
any parcel or parcels of land. Upon conclusion of the hearing, the Board may (1) adopt, revise, change,
reduce or modify any charge or overrule any or all objections and make its determination upon each
charge as described in said report which determination shall be final; (2) adopt the report as presented
or modified by the Board; and (3) direct the District Manager to file a copy of the report as presented or
modified with the Auditor of the County of San Mateo for the purpose of placing the Fiscal Year 2020 -
2021 sanitary sewerage service charges and any delinquencies on the tax roll.
